    Distributed Maximum Likelihood for Simultaneous Self-localization and Tracking in Sensor Networks

    We show that the sensor self-localization problem can be cast as a static parameter estimation problem for Hidden Markov Models and we implement fully decentralized versions of the Recursive Maximum Likelihood and on-line Expectation-Maximization algorithms to localize the sensor network simultaneously with target tracking. For linear Gaussian models, our algorithms can be implemented exactly using a distributed version of the Kalman filter and a novel message passing algorithm. The latter allows each node to compute the local derivatives of the likelihood or the sufficient statistics needed for Expectation-Maximization. In the non-linear case, a solution based on local linearization in the spirit of the Extended Kalman Filter is proposed. In numerical examples we demonstrate that the developed algorithms are able to learn the localization parameters.Comment: shorter version is about to appear in IEEE Transactions of Signal Processing; 22 pages, 15 figure

    Installation of ECR2 at LNS and Preliminary tests

    The source ECR2 has been built in 1998 by Pantechnik, according to the design suggested by LNS Ion Source Group. This design entails some improvements with respect to a standard CAPRICE-type source: a) the magnetic field (up to 1.6 T axial, 1.1 T radial) allows to operate the source at 14 GHz in High B mode and at 18 GHz; b) two frequency heating can be used; c) an aluminum made plasma chamber is used in place of the stainless steel one. The main features of ECR2 along with a review of the preliminary tests will be outlined. Typical currents for fully stripped nitrogen are about 25 emA; for the heaviest ions, 1 emA of Kr28+ and 10 emA of Ta27+ have been measured.     We fitted a model of SARS-CoV-2 transmission in care homes and the community to regional surveillance data for England. Compared with other approaches, our model provides a synthesis of multiple surveillance data streams into a single coherent modelling framework allowing transmission and severity to be disentangled from features of the surveillance system. Of the control measures implemented, only national lockdown brought the reproduction number (Rteff ) below 1 consistently; if introduced one week earlier it could have reduced deaths in the first wave from an estimated 48,600 to 25,600 (95% credible interval [95%CrI]: 15,900-38,400). The infection fatality ratio decreased from 1.00% (95%CrI: 0.85%-1.21%) to 0.79% (95%CrI: 0.63%-0.99%), suggesting improved clinical care. The infection fatality ratio was higher in the elderly residing in care homes (23.3%, 95%CrI: 14.7%-35.2%) than those residing in the community (7.9%, 95%CrI: 5.9%-10.3%). On 2nd December 2020 England was still far from herd immunity, with regional cumulative infection incidence between 7.6% (95%CrI: 5.4%-10.2%) and 22.3% (95%CrI: 19.4%-25.4%) of the population. Therefore, any vaccination campaign will need to achieve high coverage and a high degree of protection in vaccinated individuals to allow non-pharmaceutical interventions to be lifted without a resurgence of transmission
