    GOVERNANCE IN IMPLEMENTING WEAKLY STRUCTURED INFORMATION SYSTEMS

    The implementation of information systems (IS) is a complex process that requires appropriate governance to ensure that the technical capabilities of the new IS align with organizational goals. However, existing literature lacks insight into how this alignment occurs when IS are designed as open-ended, weakly structured systems that offer generic functions, rather than for a singular purpose. To address this gap, this study examines the implementation of a low-code AI platform in eight large companies and the governance practices they employed to align the system\u27s capabilities with their organizational goals. The findings highlight the importance of balanced governance practices that support and constrain the generative capacity of weakly structured IS, while enabling continuous interdependent development of organizational and technical capabilities throughout implementation. This study contributes to IS literature by responding to calls to examine challenges of implementing weakly structured IS and offering practical recommendations for implementation teams and system vendors

    Training of Army Reserves in the Educational Structures of Military Settlements in the First Half of the 19th Century

    Introduction. The article considers the development of military educational structures of the Russian military settlement organization at various stages of their activity. In the 1810s and 1850s, training battalions, squadrons, batteries, and combat reserve units trained children of Cantonese military settlers to serve in the army as Junior and non-commissioned officers. Specialized educational institutions taught topographers, builders, doctors, veterinarians, agronomists and other training specialists to serve in the settlement districts. Methods and materials. The author explores models of developing military educational institutions on the basis of materials of complexes of legislative, statistical and reporting documents applying methods of quantitative analysis (trend models, grouping method), comparative analysis using source-oriented, problem-oriented, and system-structural approaches. Analysis. All this made it possible to trace the evolution of government policy aimed at training army personnel and noncommissioned officers based on changing historical realities (the army’s needs for trained personnel, the reform of the military settlement organization), and the results of its implementation, as well as to show the numerical corps of graduates of training units of military settlements and its growth in time and space. Results. The main stages of the development of military educational structures of settlements and periods of their quantitative growth are also defined, which resulted in the multiplication of the number of graduates for the army service. The formation and expansion of the entire educational system of settlements was carried out as the need for special-profile personnel arose in the settled regiments.     In the conditions of acute global competition, states and their territories – regions, cities – are faced with the task of searching for their identity and niche in the global investment market and tourist services market. The identity, reputation, and brand of the state are today becoming the most effective tools in the global competitive market. The purpose of this study was to study the process of forming the state brand and the factors influencing it (a case study of Russia). To achieve this goal, modern methodologies for assessing the brands of states were studied, a cross-correlation matrix of the impact of international rankings in areas of competitiveness on the state brand in real time over 2013-2018 was drawn up, and conclusions were made on the results obtained. The study revealed that the main factors affecting the brand of the state are business freedom, development of the innovative activity, and development of competitiveness.En las condiciones de aguda competencia global, los estados y sus territorios (regiones, ciudades) se enfrentan a la tarea de buscar su identidad y nicho en el mercado de inversión global y el mercado de servicios turísticos. La identidad, la reputación y la marca del estado se están convirtiendo hoy en las herramientas más efectivas en el mercado competitivo global. El propósito de este estudio fue estudiar el proceso de formación de la marca estatal y los factores que la influyen (un estudio de caso de Rusia). Para lograr este objetivo, se estudiaron metodologías modernas para evaluar las marcas de los estados, se elaboró una matriz de correlación cruzada del impacto de las clasificaciones internacionales en áreas de competitividad en la marca del estado en tiempo real durante 2013-2018, y se sacaron conclusiones. en los resultados obtenidos. El estudio reveló que los principales factores que afectan la marca del estado son la libertad comercial, el desarrollo de la actividad innovadora y el desarrollo de la competitividad.В условиях острой глобальной конкуренции перед государствами и их территориями – регионами, городами стоит задача поиска своей идентичности и ниши на глобальном рынке инвестиций и рынке туристических услуг. Идентичность, репутация, бренд государства становятся сегодня наиболее эффективными инструментами на глобальном конкурентном рынке. Целью исследования явилось изучение процесса формирования бренда государства и факторов на это влияющих на примере России. Для достижения поставленной цели были изучены современные методологии оценки брендов стран, составлена матрица кросс-корреляции влияния международных рейтингов по сферам конкурентоспособности на бренд государства в динамике за 2013-2018 гг., сделаны выводы по полученным результатам. В рамках исследования выявлено, что основными факторами, влияющими на бренд государства, являются свобода предпринимательской деятельности, развитие инновационной активности, развитие конкурентоспособности

    Autowave Processes in Magnetic Fluid: Electrically Controlled Interference

    The chapter considers autowaves that were observed in the thin near-electrode layer of concentrated magnetic fluid. Autowave process is a unique object for the study of self-organization. We observed pacemakers (leading centers), reverberators (spiral waves), and wave diffraction. A mechanism for the appearance of an autowave process has been developed; its mathematical model has been proposed and realized by means of computer simulation. As a basic method of observation, we used electrically controlled interference. This method watches the changes in the spectrum of reflected light from a two-layer structure with variable thickness: “conductive ITO coating—a layer of concentrated magnetic fluid” in an electric field
