Self-phase-locked frequency-by-two divider OPO with a residual fractional frequency instability of 8.1O(-18)
We directly measure the phase difference between the subharmonic waves of a self-phase-locked frequency by-2-divider OPO using a phase-sensitive detector scheme. The relative frequency instability of frequency division by 2 is measured to be 8.10(-18
Multi-limbed locomotion systems for space construction and maintenance
A well developed technology of coordination of multi-limbed locomotory systems is now available. Results from a NASA sponsored study of several years ago are presented. This was a simulation study of a three-limbed locomotion/manipulation system. Each limb had six degrees of freedom and could be used either as a locomotory grasping hand-holds, or as a manipulator. The focus of the study was kinematic coordination algorithms. The presentation will also include very recent results from the Adaptive Suspension Vehicle Project. The Adaptive Suspension Vehicle (ASV) is a legged locomotion system designed for terrestrial use which is capable of operating in completely unstructured terrain in either a teleoperated or operator-on-board mode. Future development may include autonomous operation. The ASV features a very advanced coordination and control system which could readily be adapted to operation in space. An inertial package with a vertical gyro, and rate gyros and accelerometers on three orthogonal axes provides body position information at high bandwidth. This is compared to the operator's commands, injected via a joystick to provide a commanded force system on the vehicle's body. This system is, in turn, decomposed by a coordination algorithm into force commands to those legs which are in contact with the ground
THE RELATIONSHIP BETWEEN PRICE STABILIZATION AND CYCLES IN THE CANADIAN WHEAT MARKET
In this study, moving average price stabilization schemes were analyzed under the assumption of rational expectations. It was shown that moving average price schemes may induce cyclical behavior into market prices where no cyclical pattern previously existed. Moving average price stabilization schemes are important to Canadian agricultural policy analysis because they are a characteristic of stabilization programs in Canada. Indeed, the Agricultural Stabilization Act, introduced in 1975, and the Gross Revenue Insurance Program, introduced in 1991, use moving average prices to calculate returns to producers.Demand and Price Analysis,
Heterogeneous Capital, Entrepreneurship, and Economic Organization
We outline an Austrian approach to economic organization based on the entrepreneur and the Austrian idea of capital as heterogeneous and time-dimensioned, tow themes associated with Israel Kirzner's contributions. We provide a novel interpretation of capital heterogeneity based on the notion of attributes, argue that attributes are costly to measure and that this links directly to the theory of economic organization. In particular, we develop insights in economic organization based on the notion that entrepreneurs will often have to experiment with capital assets to gauge the value of these assets when deployed in production.Austrian Economics, capital, knowledge
Large-Scale Radio Structure in the Universe: Giant Radio Galaxies
Giant radio galaxies (GRGs), with linear sizes larger than 1 Mpc (H0=50
km/s/Mpc), represent the biggest single objects in the Universe. GRGs are rare
among the entire population of radio galaxies (RGs) and their physical
evolution is not well understood though for many years they have been of
special interest for several reasons. The lobes of radio sources can compress
cold gas clumps and trigger star or even dwarf galaxy formation, they can also
transport gas from a host galaxy to large distances and seed the IGM with
magnetic fields. Since GRGs have about 10 to 100 times larger sizes than normal
RGs, their influence on the ambient medium is correspondingly wider and is
pronounced on scales comparable to those of clusters of galaxies or larger.
Therefore `giants' could play an important role in the process of large-scale
structure formation in the Universe. Recently, thanks to the new all sky radio

Validity of the Taylor Hypothesis for Linear Kinetic Waves in the Weakly Collisional Solar Wind
The interpretation of single-point spacecraft measurements of solar wind
turbulence is complicated by the fact that the measurements are made in a frame
of reference in relative motion with respect to the turbulent plasma. The
Taylor hypothesis---that temporal fluctuations measured by a stationary probe
in a rapidly flowing fluid are dominated by the advection of spatial structures
in the fluid rest frame---is often assumed to simplify the analysis. But
measurements of turbulence in upcoming missions, such as Solar Probe Plus,
threaten to violate the Taylor hypothesis, either due to slow flow of the
plasma with respect to the spacecraft or to the dispersive nature of the plasma
fluctuations at small scales. Assuming that the frequency of the turbulent
fluctuations is characterized by the frequency of the linear waves supported by
the plasma, we evaluate the validity of the Taylor hypothesis for the linear
kinetic wave modes in the weakly collisional solar wind. The analysis predicts
that a dissipation range of solar wind turbulence supported by whistler waves
is likely to violate the Taylor hypothesis, while one supported by kinetic

Optimal Geo-Indistinguishable Mechanisms for Location Privacy
We consider the geo-indistinguishability approach to location privacy, and
the trade-off with respect to utility. We show that, given a desired degree of
geo-indistinguishability, it is possible to construct a mechanism that
minimizes the service quality loss, using linear programming techniques. In
addition we show that, under certain conditions, such mechanism also provides
optimal privacy in the sense of Shokri et al. Furthermore, we propose a method
to reduce the number of constraints of the linear program from cubic to
quadratic, maintaining the privacy guarantees and without affecting
significantly the utility of the generated mechanism. This reduces considerably
the time required to solve the linear program, thus enlarging significantly the
location sets for which the optimal mechanisms can be computed.Comment: 13 page
