SYSTEMATIZATION OF INTERNATIONAL AND DOMESTIC EXPERIENCE IN PROJECT MANAGEMENT AIMED AT ADAPTING PUBLIC-PRIVATE PARTNERSHIPS TO THE IMPLEMENTATION OF SUSTAINABLE ENERGY DEVELOPMENT PROGRAMS
European countries are recognized leaders in the use of public-private partnerships in project management for large-scale infrastructure projects, including those that contribute to energy efficiency in various sectors of the economy. Their experience is a useful example for Ukraine in its quest for energy independence and economic stability. Establishing partnerships with business will increase the resources of the state and promote the involvement of the private sector in the implementation of profitable and image projects for both stakeholders. The development of mechanisms and recommendations for the development of public-private partnership (PPP) should be preceded by an analysis of international experience in creating a favorable and attractive environment in which public-private partnerships can be intensified. Since energy efficiency is the key to the successful functioning of the economy of any state, it is necessary, creating the conditions for the successful functioning of public-private partnership,to develop programs and projects to improve energy efficiency, which will be implemented under the PPP on a priority basis
Does the Japanese encephalitis virus (JEV) represent a threat for human health in Europe? Detection of JEV RNA sequences in birds collected in Italy.
To the editor: Autochthonous cases of Japanese encephalitis (JE) have never been reported in Europe, where there is virtually no circulation of the virus [1]. However, in the issue of Eurosurveillance published on 12 July 2012, Ravanini et al. [2] reported the detection of an RNA sequence of the Japanese encephalitis virus (JEV) NS5 gene in one pool of Culex pipiens mosquitoes collected in north-eastern Italy during the summer of 2010. Unfortunately, the sequence was relatively short (167 bp), and attempts to amplify longer sequences using primers targeted to E, NS5 and NS3 genes and to isolate the virus on cell cultures failed
Cyclotron resonance of extremely conductive 2D holes in high Ge content strained heterostructures
Cyclotron resonance has been observed in steady and pulsed magnetic fields from high conductivity holes in Ge quantum wells. The resonance positions, splittings and linewidths are compared to calculations of the hole Landau levels
Time Resolved Experiments at the Frankfurt 14 GHz ECR Ion Source
To investigate the basic production processes of highly charged ions and combined phenomena of an ECRIS plasma (e. g. influence of secondary electrons and plasma instabilities) time resolved experiments have been carried out at the Frankfurt 14 GHz ECRIS [1] (see also the contributions to this workshop by O. Hohn et al. and V. Mironov et al.). We report time resolved measurements of the extracted ion currents by pulsing the biased disk voltage [2]. The measurements have shown that the extracted ion currents respond too fast to explain the "biased disk effect" (i. e. the intensity increase of highly charged ions) by enhanced ion breeding. Furthermore the influence of the pulsed biased disk on plasma instabilities has been investigated. It has also been shown that this method can be used to extract pulsed ion beams from an ECRIS
EFFICACY AND TOLERABILITY OF LAMITOR (LAMOTRIGINE) IN THE TREATMENT OF IDIOPATHIC FOCAL AND GENERALIZED EPILEPSY IN MONOTHERAPY AND IN POLYTHERAPY IN CHILDREN AND ADOLESCENTS
Results of research of efficacy and tolerability of lamitor (lamotrigine) in the treatment of idiopathic focal and generalized forms of epilepsy as monotherapy or in polytherapy in children and adolescents are presented. 25 patients were included in our research, aged from 2 till 18 years, with idiopathic focal (n=10) and generalized (n=15) epilepsy, which received lamitor in monotherapy (5 patients) or in polytherapy (20 patients). As a whole, remission was reached at 18 of 25 patients (72%), significant improvement – at 5 of 25 (20%), the effect was absent – 1 patient (4%), deterioration was noted only in 1 case (4%). Efficiency of lamitor in dependence on epilepsy form was considered. Good tolerability of lamitor is noted. Thus, our research demonstrated high efficiency and good tolerability of lamitor as an additional antiepileptic drug and in monotherapy in the treatment of idiopathic epilepsies in children and adolescents
Stability of two-dimensional spatial solitons in nonlocal nonlinear media
We discuss existence and stability of two-dimensional solitons in media with
spatially nonlocal nonlinear response. We show that such systems, which include
thermal nonlinearity and dipolar Bose Einstein condensates, may support a
variety of stationary localized structures - including rotating spatial
solitons. We also demonstrate that the stability of these structures critically
depends on the spatial profile of the nonlocal response function.Comment: 8 pages, 9 figure
Penetration of the magnetic field into the twinning plane in the type I and II superconductors
It is demonstrated that in the type I and II superconductors with
low-transparent twinning planes (TP) the penetration of external parallel
magnetic field into the region of the twinning plane can be energetically
favorable. In the type I superconductors the twinning planes become similar to
Josephson junctions and the magnetic field penetrates into the center of the TP
in the form of soft Josephson-like vortices. This leads to increase in the
critical magnetic field values. The corresponding phase diagram in the
parameter plane "temperature - magnetic field" essentially differs from the one
obtained without taking the finite value of the magnetic field near the TP into
account. Comparison between obtained phase diagrams and experimental data for
different type I superconductors can allow to estimate the value of the TP
transparency, which is the only fitting parameter in our theory.Comment: 5 pages, 2 figure
Large Representation Recurrences in Large N Random Unitary Matrix Models
In a random unitary matrix model at large N, we study the properties of the
expectation value of the character of the unitary matrix in the rank k
symmetric tensor representation. We address the problem of whether the standard
semiclassical technique for solving the model in the large N limit can be
applied when the representation is very large, with k of order N. We find that
the eigenvalues do indeed localize on an extremum of the effective potential;
however, for finite but sufficiently large k/N, it is not possible to replace
the discrete eigenvalue density with a continuous one. Nonetheless, the
expectation value of the character has a well-defined large N limit, and when
the discreteness of the eigenvalues is properly accounted for, it shows an
intriguing approximate periodicity as a function of k/N.Comment: 24 pages, 11 figure
