Smooth Inequalities and Equilibrium Inefficiency in Scheduling Games
We study coordination mechanisms for Scheduling Games (with unrelated
machines). In these games, each job represents a player, who needs to choose a
machine for its execution, and intends to complete earliest possible. Our goal
is to design scheduling policies that always admit a pure Nash equilibrium and
guarantee a small price of anarchy for the l_k-norm social cost --- the
objective balances overall quality of service and fairness. We consider
policies with different amount of knowledge about jobs: non-clairvoyant,
strongly-local and local. The analysis relies on the smooth argument together
with adequate inequalities, called smooth inequalities. With this unified
framework, we are able to prove the following results.
First, we study the inefficiency in l_k-norm social costs of a strongly-local
policy SPT and a non-clairvoyant policy EQUI. We show that the price of anarchy
of policy SPT is O(k). We also prove a lower bound of Omega(k/log k) for all
deterministic, non-preemptive, strongly-local and non-waiting policies
(non-waiting policies produce schedules without idle times). These results
ensure that SPT is close to optimal with respect to the class of l_k-norm
social costs. Moreover, we prove that the non-clairvoyant policy EQUI has price
of anarchy O(2^k).
Second, we consider the makespan (l_infty-norm) social cost by making
connection within the l_k-norm functions. We revisit some local policies and
provide simpler, unified proofs from the framework's point of view. With the
highlight of the approach, we derive a local policy Balance. This policy
guarantees a price of anarchy of O(log m), which makes it the currently best
known policy among the anonymous local policies that always admit a pure Nash

16 x 25 Ge:Ga Detector Arrays for FIFI LS
We are developing two-dimensional 16 x 25 pixel detector arrays of both
unstressed and stressed Ge:Ga photoconductive detectors for far-infrared
astronomy from SOFIA. The arrays, based on earlier 5 x 5 detector arrays used
on the KAO, will be for our new instrument, the Far Infrared Field Imaging Line
Spectrometer (FIFI LS). The unstressed Ge:Ga detector array will cover the
wavelength range from 40 to 120 microns, and the stressed Ge:Ga detector array
from 120 to 210 microns. The detector arrays will be operated with multiplexed
integrating amplifiers with cryogenic readout electronics located close to the
detector arrays. The design of the stressed detector array and results of
current measurements on several prototype 16 pixel linear arrays are reported.
They demonstrate the feasibility of the current concept. ***This paper does not

Developing new smallpox vaccines.
New stockpiles of smallpox vaccine are required as a contingency for protecting civilian and military personnel against deliberate dissemination of smallpox virus by terrorists or unfriendly governments. The smallpox vaccine in the current stockpile consists of a live animal poxvirus (Vaccinia virus [VACV]) that was grown on the skin of calves. Because of potential issues with controlling this earlier manufacturing process, which included scraping VACV lesions from calfskin, new vaccines are being developed and manufactured by using viral propagation on well-characterized cell substrates. We describe, from a regulatory perspective, the various strains of VACV, the adverse events associated with calf lymph-propagated smallpox vaccine, the issues regarding selection and use of cell substrates for vaccine production, and the issues involved in demonstrating evidence of safety and efficacy
Mycobacteriosis in a Bull Trout from Hungry Horse Reservoir, Montana
An angler-caught bull trout (Salvelinus confluentus) from Hungry Horse Reservoir, MT with noticeably poor condition was examined to reveal liver nodules. Further investigation discovered acid-fast bacteria present in these granulomas making this a unique finding requiring further diagnostics. Molecular diagnostics revealed the infectious agent to be Mycobacterium fortuitum. This is a range and species expansion for this pathogen in fish. Further examination of additional fish from this water body did not reveal cases similar to this one, allowing for the possibility of this being a lone occurrence
CLTs and asymptotic variance of time-sampled Markov chains
For a Markov transition kernel P and a probability distribution
μ on nonnegative integers, a time-sampled Markov chain evolves according
to the transition kernel Pμ = Σkμ(k)Pk. In this note we obtain CLT
conditions for time-sampled Markov chains and derive a spectral formula
for the asymptotic variance. Using these results we compare efficiency of
Barker's and Metropolis algorithms in terms of asymptotic variance
First Report of NRG Oncology/Radiation Therapy Oncology Group 0622: A Phase 2 Trial of Samarium-153 Followed by Salvage Prostatic Fossa Irradiation in High-Risk Clinically Nonmetastatic Prostate Cancer After Radical Prostatectomy.
PURPOSE: To investigate the utility of 153Sm lexidronam (Quadramet) in the setting of men with prostate cancer status post radical prostatectomy who develop biochemical failure with no clinical evidence of osseous metastases.
PATIENTS AND METHODS: Trial NRG Oncology RTOG 0622 is a single-arm phase 2 trial that enrolled men with pT2-T4, N0-1, M0 prostate cancer status post radical prostatectomy, who meet at least 1 of these biochemical failure criteria: (1) prostate-specific antigen (PSA) \u3e 1.0 ng/mL; (2) PSA \u3e 0.2 ng/mL if Gleason score 9 to 10; or (3) PSA \u3e 0.2 ng/mL if N1. Patients received 153Sm (2.0 mCi/kg intravenously × 1) followed by salvage external beam radiation therapy (EBRT) to the prostatic fossa (64.8-70.2 Gy in 1.8-Gy daily fractions). No androgen deprivation therapy was allowed. The primary objective was PSA response within 12 weeks of receiving 153Sm. The secondary objectives were to: (1) assess the completion rate for the regimen of 153Sm and EBRT; (2) evaluate the hematologic toxicity and other adverse events (AEs) at 12 and 24 weeks; and (3) determine the freedom from progression rate at 2 years.
RESULTS: A total of 60 enrolled eligible patients were included in this analysis. Median follow-up was 3.97 years. A PSA response was achieved in 7 of 52 evaluable patients (13.5%), compared with the 25% hypothesized. The 2-year freedom from progression rate was 25.5% (95% confidence interval 14.4%-36.7%), and the biochemical failure rate was 64.4% (95% CI 50.5%-75.2%). Samarium-153 was well tolerated, with 16 (of 60) grade 3 to 4 hematologic AEs and no grade 5 hematologic AEs. Radiation therapy was also well tolerated, with no grade 3 to 5 acute radiation therapy-related AEs and 1 grade 3 to 4 and no grade 5 late radiation therapy-related AEs.
CONCLUSIONS: Trial NRG Oncology RTOG 0622 did not meet its primary endpoint of PSA response, although the regimen of 153Sm and salvage EBRT was well tolerated. Although the toxicity profile supports study of 153Sm in high-risk disease, it may not be beneficial in men receiving EBRT

Development of Functional Human NK Cells in an Immunodeficient Mouse Model with the Ability to Provide Protection against Tumor Challenge
Studies of human NK cells and their role in tumor suppression have largely been restricted to in vitro experiments which lack the complexity of whole organisms, or mouse models which differ significantly from humans. In this study we showed that, in contrast to C57BL/6 Rag2−/−/γc−/− and NOD/Scid mice, newborn BALB/c Rag2−/−/γc−/− mice can support the development of human NK cells and CD56+ T cells after intrahepatic injection with hematopoietic stem cells. The human CD56+ cells in BALB/c Rag2−/−/γc−/− mice were able to produce IFN-γ in response to human IL-15 and polyI:C. NK cells from reconstituted Rag2−/−/γc−/− mice were also able to kill and inhibit the growth of K562 cells in vitro and were able to produce IFN-γ in response to stimulation with K562 cells. In vivo, reconstituted Rag2−/−/γc−/− mice had higher survival rates after K562 challenge compared to non-reconstituted Rag2−/−/γc−/− mice and were able to control tumor burden in various organs. Reconstituted Rag2−/−/γc−/− mice represent a model in which functional human NK and CD56+ T cells can develop from stem cells and can thus be used to study human disease in a more clinically relevant environment
Come to Daddy? Claiming Chris Cunningham for British Art Cinema
Twenty years after he came to prominence via a series of provocative, ground-breaking music videos, Chris Cunningham remains a troubling, elusive figure within British visual culture. His output – which includes short films, advertisements, art gallery commissions, installations, music production and a touring multi-screen live performance – is relatively slim, and his seemingly slow work rate (and tendency to leave projects uncompleted or unreleased) has been a frustration for fans and commentators, particularly those who hoped he would channel his interests and talents into a full-length ‘feature’ film project. There has been a diverse critical response to his musical sensitivity, his associations with UK electronica culture – and the Warp label in particular – his working relationship with Aphex Twin, his importance within the history of the pop video and his deployment of transgressive, suggestive imagery involving mutated, traumatised or robotic bodies. However, this article makes a claim for placing Cunningham within discourses of British art cinema. It proposes that the many contradictions that define and animate Cunningham's work – narrative versus abstraction, political engagement versus surrealism, sincerity versus provocation, commerce versus experimentation, art versus craft, a ‘British’ sensibility versus a transnational one – are also those that typify a particular terrain of British film culture that falls awkwardly between populism and experimentalism
