State TANF Policy and Services to People With Disabilities

The intent of this study is to identify state policies and procedures that are designed to ensurethat people with disabilities and/or parents with children with disabilities are provided theopportunity to participate in state TANF programs. The intent is not to present "best practices," with quantifiable and measurable outcomes. Many state TANF programs are still in their early stages, with new programs being developed and outcomes still uncertain. The intent is to present an in-depth "snapshot" of what is occurring right now at the state level in terms of services and programs designed to assist TANF recipients with disabilities. Are states developing programs and policies specifically targeted toward people with disabilities? Are people with disabilities being served on an individual basis as part of the overall TANF population? Are states developing innovative strategies that particularly benefit TANF recipients with disabilities and, if so, what are they? By identifying these strategies, this report may assist other states in their policy development process in support of people with disabilities and parents with children of disabilities

How The One-Stop System Serves People with Disabilities: A Nationwide Survey of Disability Agencies

The purpose of this study is to understand the opinion of the One-Stop system among state and local agencies that focus on people with disabilities. Representatives of agencies that specifically serve people with disabilities have a unique and important view of the One-Stop system's services. These people are knowledgeable about both the needs of job seekers with disabilities and the extent to which the One-Stop system in their state has included the disability community in planning and implementation

Traffic eavesdropping based scheme to deliver time-sensitive data in sensor networks

Due to the broadcast nature of wireless channels, neighbouring sensor nodes may overhear packets transmissions from each other even if they are not the intended recipients of these transmissions. This redundant packet reception leads to unnecessary expenditure of battery energy of the recipients. Particularly in highly dense sensor networks, overhearing or eavesdropping overheads can constitute a significant fraction of the total energy consumption. Since overhearing of wireless traffic is unavoidable and sometimes essential, a new distributed energy efficient scheme is proposed in this paper. This new scheme exploits the inevitable overhearing effect as an effective approach in order to collect the required information to perform energy efficient delivery for data aggregation. Based on this approach, the proposed scheme achieves moderate energy consumption and high packet delivery rate notwithstanding the occurrence of high link failure rates. The performance of the proposed scheme is experimentally investigated a testbed of TelosB motes in addition to ns-2 simulations to validate the performed experiments on large-scale network

Modulation of a sustained calcium current by intracellular pH in horizontal cells of fish retina.

A sustained high voltage-activated (HVA), nifedipine- and cadmium-sensitive calcium current and a sustained calcium action potential (AP) were recorded from horizontal cells isolated from catfish retina. pH indicator dyes showed that superfusion with NH4Cl alkalinized these cells and that washout of NH4Cl or superfusion with Na-acetate acidified them. HVA current was slightly enhanced during superfusion of NH4Cl but was suppressed upon NH4Cl washout or application of Na-acetate. When 25 mM HEPES was added to the patch pipette to increase intracellular pH buffering, the effects of NH4Cl and Na-acetate on HVA current were reduced. These results indicated that intracellular acidification reduces HVA calcium current and alkalinization increases it. Sustained APs, recorded with high resistance, small diameter microelectrodes, were blocked by cobalt and cadmium and their magnitude varied with extracellular calcium concentration. These results provide confirmatory evidence that the HVA current is a major component of the AP and indicate that the AP can be used as a measure of how the HVA current can be modified in intact, undialyzed cells. The duration of APs was increased by superfusion with NH4Cl and reduced by washout of NH4Cl or superfusion with Na-acetate. The Na-acetate and NH4Cl washout-dependent shortening of the APs was observed in the presence of intracellular BAPTA, a calcium chelator, IBMX, a phosphodiesterase inhibitor, and in Na-free or TEA-enriched saline. These findings provide supportive evidence that intracellular acidification may directly suppress the HVA calcium current in intact cells. Intracellular pH changes would thereby be expected to modulate not only the resting membrane potential of these cells in darkness, but calcium-dependent release of neurotransmitter from these cells as well. Furthermore, this acidification-dependent suppression of calcium current could serve a protective role by reducing calcium entry during retinal ischemia, which is usually thought to be accompanied by intracellular acidosis

This important survey finds many U.S. workers have experienced job loss and the pinch of economic uncertainty during the 2000-2003 recession. The survey includes a large sample of workers who lost their jobs. The survey shows that many workers were laid off without any advance notice, severance pay, health care coverage, or career counseling. However, large numbers of workers believe these services and benefits are critical to their economic survival. One-Stop Accessibility: A Nationwide Survey of One-Stop Centers on Services for People with Disabilities

The purpose of this study is to ascertain the accessibility status of One-Stop centers andthe ways that workforce development systems are serving people with disabilities. It is important to gauge how services to people with disabilities are being implemented around the country. While WIA requires that all services be fully accessible to people with disabilities , and that VR agencies be partners in the One-Stop system, the real success of the One-Stop system for people with disabilities depends on the commitment of local Workforce Investment Boards (WIBs) and One-Stop Operators to create a system that responds to their needs.
