    Why Are There Revisions to the Jobs Numbers?

    At the beginning of each month, the Bureau of Labor Statistics (BLS) reports the change in payroll employment for the previous month. This estimate of jobs gained or lost over the month is closely watched by policymakers and those who work in financial markets and the media. When the estimate is revised in subsequent months, however, data users sometimes perceive a very different picture of the job market than what was initially reported. Data users frequently ask why the number was revised. The short answer is, the revised estimate includes additional information that was not available at the time of the initial release— information that makes the revised estimate more accurate. This BEYOND THE NUMBERS article explains the data collection process that BLS conducts every month to produce the estimate of U.S. employment. The article also should help clarify why BLS releases revisions to the initial estimate so that users will understand the change, if any, in the data

    Asymmetric labor force participation decisions over the business cycle: evidence from U.S. microdata

    The purpose of this paper is to explore the microfoundations of the observed asymmetric movement in aggregate unemployment rates. Using U.S. data, we find that individual labor force participation responds asymmetrically to changes in local labor market conditions, consistent with the pattern of movements in the aggregate unemployment rate. Differences in the asymmetry and sensitivity of labor force participation decisions are found across gender, age, and education groups, and these differences are used to anticipate changes in the aggregate movements as population characteristics change over time.

    It's who you are and what you do: explaining the IT industry wage premium

    The information technology (IT) boom dramatically boosted the rapid growth of the U.S. economy during the 1990s, contributing 1.4 percentage points of the 4.6 percent national average real gross domestic product growth from 1996 to 2000. As the IT boom went bust in 2001, however, the IT sector’s influence on the economy dwindled. ; But a lingering effect of the IT boom may still be apparent in the wages of IT workers. This article explores the extent to which variations in wages between IT-producing and non-IT industries can be accounted for by differences in wages paid to IT-related occupations. ; Using data for 1996 to 2002 from the Current Population Survey’s Earner Study, the authors study a sample of more than 845,000 U.S. workers aged eighteen to sixty-four. The sample is categorized according to individuals’ primary job and is divided into nine industry groups—three IT-related and six non-IT-related. ; The analysis shows that the average wage of IT occupations is greater than for non-IT occupations irrespective of industry. Individual worker characteristics such as years of education may account for some of this wage differential. But even after such characteristics and occupational differences are controlled for, workers in IT-producing industries still enjoy a wage premium over workers in other sectors.

    The ups and downs of jobs in Georgia: what can we learn about employment dynamics from state administrative data?

    This paper demonstrates how state administrative data (from Georgia) can be used to decompose net employment growth in order to track establishment births, deaths, contractions, and expansions over time. Even though net employment growth can look quite similar across industries, the composition of that employment change can look quite different. The panel nature of the data allow the authors to see that overall lack of expansion and continued contraction among large establishments were the driving forces behind the weak employment growth immediately following the 2001 recession.

    The push-pull effects of the information technology boom and bust: insight from matched employer-employee data

    This paper examines the inflow and outflow of workers to different industries in Georgia during the information technology (IT) boom of the 1990s and the subsequent bust. Workers in the software and computer services industry were much more likely to have been absent from the Georgia workforce prior to the boom but were no more likely than workers from other industries to have exited the workforce during the bust. Consequently, the Georgia workforce likely experienced a net gain in worker human capital as a result of being an area of concentration of IT-producing activity during the IT boom.

    Earnings on the information technology roller coaster: insight from matched employer-employee data

    This paper uses matched employer-employee data for the state of Georgia to examine workers’ earnings experience through the information technology (IT) sector’s employment boom of the mid-1990s and its bust in the early 2000s. The results show that even after controlling for individual characteristics before the sector’s boom, transitioning out of the IT sector to a non-IT industry generally resulted in a large wage penalty. However, IT service workers who transitioned to a non-IT industry still fared better than those who took a non-IT employment path. For IT manufacturing workers, there is no benefit to having worked in tech, likely because of the nontransferability of manufacturing experience to other industries.

    Enhancing the agency of senior school leaders through professional learning:A qualitative study of Into Headship, the national headteacher preparation programme in Scotland

    This article presents the original and significant findings of a research project which used an ecological model of agency to explore the lived experiences of aspiring headteachers (school principals), undertaking masters level professional learning through the Into Headship programme in Scotland. Headteacher recruitment and retention problems exist internationally therefore understanding factors which can enhance or impinge on the agency of potential school leaders can help ensure that educational systems foster leadership aspirations in teachers and prepare and support them adequately in senior leadership roles. A qualitative approach was adopted which involved one national cohort of Into Headship participants from three different Scottish universities who undertook their studies during the COVID-19 crisis. The findings highlight a number of key themes in terms of developing professional identity and the effect of professional learning on the agency of school leaders in relation to their ability to lead school improvements. It is concluded that Into Headship impacted positively on the agency of participants in a range of ways and that these findings will be useful to those involved in school leadership preparation and educational system level strategic planning

    Computer-Based Cognitive Retraining for Adults with Chronic Acquired Brain Injury: A Pilot Study

    This study evaluated the effectiveness of a computer-based cognitive retraining (CBCR) program on improving memory and attention deficits in individuals with a chronic acquired brain injury (ABI). Twelve adults with a chronic ABI demonstrating deficits in memory and attention were recruited from a convenience sample from the community. Using a quasi-experimental one-group pretest–posttest design, a significant improvement was found in both memory and attention scores postintervention using the cognitive screening tool. This study supported the effectiveness of CBCR programs in improving cognitive deficits in memory and attention in individuals with chronic ABI. Further research is recommended to validate these findings with a larger ABI population and to investigate transfer to improvement in occupational performance that supports daily living skills

    Occurrence of lactational mastitis and medical management: a prospective cohort study in Glasgow

The aim of this paper is to report the incidence of mastitis in the first six months postpartum in a Scottish population, its impact on breastfeeding duration and to describe the type and appropriateness of the support and management received by affected women from health professionals. Methods A longitudinal study of 420 breastfeeding women was undertaken in Glasgow in 2004/05. Participants were recruited and completed a baseline questionnaire before discharge from hospital. Cases of mastitis were reported either directly to the researchers or were detected during regular follow-up telephone interviews at weeks 3, 8, 18 and 26. Women experiencing mastitis provided further information of their symptoms and the management and advice they received from health professionals. Results In total, 74 women (18%) experienced at least one episode of mastitis. More than one half of initial episodes (53%) occurred within the first four weeks postpartum. One in ten women (6/57) were inappropriately advised to either stop breastfeeding from the affected breast or to discontinue breastfeeding altogether. Conclusion Approximately one in six women is likely to experience one or more episodes of mastitis whilst breastfeeding. A small but clinically important proportion of women continue to receive inappropriate management advice from health professionals which, if followed, could lead them to unnecessarily deprive their infants prematurely of the known nutritional and immunological benefits of breast milk
