Changements de paradigme en géographie et aménagement du territoire
Dans le contexte d’une analyse de la gĂ©ographie dans les annĂ©es 1970, ce texte aborde le domaine de l’amĂ©nagement du territoire et en particulier la problĂ©matique de l’amĂ©nagement rĂ©gional au QuĂ©bec. Cette problĂ©matique permet de dĂ©gager les tendances qui se confrontent dans les annĂ©es 1970 au sujet de la structuration du territoire quĂ©bĂ©cois. Le texte analyse certains projets gouvernementaux et les rĂ©actions qu’ils ont suscitĂ©es. Il cherche Ă montrer que cette analyse permet de dĂ©gager les bases des politiques qui ont Ă©tĂ© appliquĂ©es par la suite et qui reflètent les compromis institutionnels donnant lieu Ă une approche originale au QuĂ©bec, une approche hybride basĂ©e sur la concertation, Ă laquelle les gĂ©ographes et la gĂ©ographie ont contribuĂ©.Produced within the context of an analysis of geography in the 1970s, this paper addresses the issue of territorial change in Quebec, particularly regional development. An analysis of regional development in the 1970s enables geographers to identify the competing political trends related to the territorial organization of the province; it sheds light on a range of government policies as well as objections to them, and attempts to show that this analysis of the roots of policies implemented subsequently and bearing all the marks of institutional consensus, is anchored in a hybrid approach that is new in Quebec politics. This approach, the result of opposition and compromise in the 1970s, was actively supported by the work of geographers and anyone connected with geography.SegĂşn un cuadro analĂtico de la GeografĂa de los años 1970, el presente texto aborda el tema de la OrdenaciĂłn Territorial en Quebec, particularmente la problemática de su ordenaciĂłn regional. Esta problemática permite de separar las tendencias que se confrontaban en los años 1970, concernientes a la estructuraciĂłn del territorio quebequense. El texto analiza ciertos proyectos gubernamentales y las reacciones que Ă©stos suscitaron. Trata de demostrar que el presente análisis permite de aislar los fundamentos de polĂticas que fueron aplicadas posteriormente, reflejando asĂ compromisos institucionales que han permitido un enfoque original en Quebec, enfoque hĂbrido basado en la concertaciĂłn, gracias a la contribuciĂłn de geĂłgrafos y de la GeografĂa
L’espace local à l’heure de la globalisation : la part de la mobilisation sociale
Nous nous interrogeons sur les difficultés qu'ont les collectivités locales à structurer un niveau local de gestion du développement et de régulation sociale efficace face à la globalisation économique. La crise de l'État-nation a fait croire à l'émergence presque instantanée de ce niveau local. Les innovations technologiques et les renversements sociospatiaux induits par la crise du fordisme ont aussi fait croire à des nouvelles opportunités de développement pour les petites régions. Mais le niveau local tarde à se constituer. Nous posons l'hypothèse que cette constitution n'est pas une conséquence directe de la globalisation. Sa mise en oeuvre apparaît plutôt comme une réponse collective à la globalisation. En fait, le local émerge à travers un processus complexe, médiatisé, où les intérêts collectifs portés par les mouvements sociaux se confrontent aux intérêts individuels issus des acteurs économiques et défendus par les acteurs politiques.This paper tries to shed some light on the process by which local communities are emerging as social counterparts of economic globalisation. It is assumed that the emergence of local communities is not an instant result of globalisation. According to the author, such a process is embedded in a much wider transformation of society including the crisis of the nation-state which was the main territorial mode of management of social relations under fordism. Local regulation arises as a result of collective actions, of a new kind of social movement supported by a wide range of local actors. This explains the variety of forms and delays which can be be seen in the process of structuring of local development and local regulation
EconomĂa social y lucha contra la pobreza y la exclusiĂłn : condiciones de Ă©xito
Existe un interĂ©s creciente acerca el papel que puede jugar la economĂa social
en tanto que plataforma de lanzamiento de iniciativas de desarrollo econĂłmico y
social a nivel local. En este texto se tratará de responder a la pregunta siguiente.
ÂżEs posible que iniciativas locales que movilizan al capital social y a los recursos
de la economĂa social puedan rectificar la situaciĂłn de pobreza que viven
comunidades rurales, barrios urbanos desheredados, recreando Iazos sociales en
el seno de estos espacios y conectándolos con las redes económicas y sociales
más prosperas? Se planteará que el éxito de Ias iniciativas locales impulsadas
por la economĂa social en lo que respecta a iniciar procesos de mejoramiento de
la calidad de vida de sus habitantes depende de cuatro factores: 1) Ia capacidad
de los lĂderes y actores locales de movilizar y de combinar una amplia gama de
recursos, 2) la existencia de un liderazgo reconocido y construido socialmente, 3)
la existencia de estructuras y de organizaciones que ayudan a solucionar
conflictos entre los actores sociales y que les permiten aprender a actuar de
manera colectiva, y 4) la identificación colectiva de objetivos estratégicos
destinados al uso innovador de fondos y programas de sostén del desarrollo.
Desde este punto de vista, la economĂa social se puede considerar como
incubadora de innovaciĂłn social.There is growing interest in the social economy as a launching ground for
initiatives of economic and social development. In this paper, the following
question will be addressed: Can local initiatives, which mobilize social capital and
the social economy, rectify this situation, recreate social links leading to
prosperous local governance, and connect the local community to global economy
networks? It will be discussed that the success of local initiatives, i.e. their
capacity to generate processes to improve citizens' standard of living and quality
of life, depends on four crucial factors: 1) the capacity of local leaders and actors
to mobĂlize a great diversity of endogenous and exogenous resources and to
combine them; 2) the existence of a socially constructed leadership; 3) the
existence of structures and organizations which help to settle conflicts between
actors locally and to learn to act collectively; and 4) the collective identification of
strategic goals aimed at using public programs and other structures te support the
development of communities. And it will be argued that this perspective puts the

Du matérialisme historique aux inégalités régionales
L'analyse des principaux concepts du matérialisme historique s'appliquant à l'étude des inégalités régionales et le test partiel de quelques-uns de ces concepts dans le cadre de la région de Québec, permettent de proposer l'hypothèse suivante- le processus fondamental dans lequel s'inscrit le phénomène du développement inégal au niveau infrarégional est celui de la spécialisation des régions et de sous rimons dans des branches de la production dont la composition océanique est différente Ce processus pourrait expliquer celui de la division spatiale du travailBy looking at the major concepts of historical materialism as they apply to regional inequalities and the preliminary verification of these concepts in the Québec region allows us to formulate the following hypothesis: the fundamental process to which unequal development is linkea at the infra-regional level is that of the specialization of regions and sub regions in branches of production caracterized by a differential organic composition of capital. This process could explain that of the spatial division of labour
Formation et partage de l’espace régional : le coût du travail et le déploiement de l’industrie dans la région de Québec
Cet article pose les premiers jalons d'une hypothèse permettant d'interpréter les modifications que l'on observe dans l'espace industriel de la région de Québec. Suite à l'analyse des tendances observées au niveau de la localisation des industries, on observe que le coût du travail est devenu un facteur primordial de localisation. En même temps, les tendances observées au niveau de la main-d'oeuvre manufacturière permettent de conclure que l'industrie manufacturière est en croissance dans les comtés ruraux, périphériques, alors qu'elle est en décroissance dans les comtés anciennement industrialisés du centre. La synthèse de ces deux constats nous permet d'avancer une hypothèse de travail : l'industrie manufacturière s'accroît là où la main-d'oeuvre est prête à accepter des salaires inférieurs, c'est-à -dire dans les comtés situés sur la rive sud de la région.This paper proposes a preliminary hypothesis aimed at interpreting recent transformations in the location of industrial activities within the region surrounding Québec City. A number of studies tend to suggest that the cost of labour has become a key factor of industrial location. At the same time, it is possible to observe a relative growth of manufacturing activities in peripheral rural areas and a relative decline in older industrial cores. The conjunction of these two tendencies leads to the following working hypothesis in the case of the Québec Region: manufacturing activities are growing in the areas where workers are willing to accept lower wages, that is in the counties located on the South Shore of the St. Lawrence
