The Performance of Performance Standards
This paper examines the performance of the JTPA performance system, a widely emulated model for inducing efficiency in government organizations. We present a model of how performance incentives may distort bureaucratic decisions. We define cream skimming within the model. Two major empirical findings are (a) that the short run measures used to monitor performance are weakly, and sometimes perversely, related to long run impacts and (b) that the efficiency gains or losses from cream skimming are small. Shear thickening in densely packed suspensions of spheres and rods confined to few layers
We investigate confined shear thickening suspensions for which the sample
thickness is comparable to the particle dimensions. Rheometry measurements are
presented for densely packed suspensions of spheres and rods with aspect ratios
6 and 9. By varying the suspension thickness in the direction of the shear
gradient at constant shear rate, we find pronounced oscillations in the stress.
These oscillations become stronger as the gap size is decreased, and the stress
is minimized when the sample thickness becomes commensurate with an integer
number of particle layers. Despite this confinement-induced effect, viscosity
curves show shear thickening that retains bulk behavior down to samples as thin
as two particle diameters for spheres, below which the suspension is jammed.
Rods exhibit similar behavior commensurate with the particle width, but they
show additional effects when the thickness is reduced below about a particle
length as they are forced to align; the stress increases for decreasing gap
size at fixed shear rate while the shear thickening regime gradually
transitions to a Newtonian scaling regime. This weakening of shear thickening
as an ordered configuration is approached contrasts with the strengthening of
shear thickening when the packing fraction is increased in the disordered bulk
limit, despite the fact that both types of confinement eventually lead to

Far-Right Extremist Influence on American Immigration Policy
There is little information on the increase in far-right extremist influence on policymakers’ ideology that affect immigration law. The purpose of this qualitative study was to understand how far-right extremists influence American policymakers in supporting the perspective that immigrants are replacing White Americans and how that affects non-White and/or non-Christian immigration. The framework for this study was based on policy feedback theory by Mettler and SoRelle. Research questions focused on federal legislation that supports anti-immigration between 2017 and 2021 and far-right extremist ideology. Document analysis was done through purposive sampling to select public records of individuals, groups, and laws. Data were collected from these public documents and records (e.g., federal laws, media, social media, speeches, and videos) and then managed by using NVivo software. Data were analyzed from these secondary sources using concept coding and categorized for thematic analysis within NVivo software. The results found far-right ideological stances in policy and the impact made on non-White and non-Christian immigrants attempting to come to the United States or once in the country. Implications for positive social change include informing public policy decision makers to formulate and/or change policies on the influence far-right extremists have on American immigration policy in conjunction with how those policies impact the lives of non-White and non-Christian immigrants coming to and living in the United States
