Pulsar Signal of Deconfinement

A solitary millisecond pulsar, if near the mass limit, and undergoing a phase transition, either first or second order, provided the transition is to a substantially more compressible phase, will emit a blatantly obvious signal---spontaneous spin-up. Normally a pulsar spins down by angular momentum loss to radiation. The signal is trivial to detect and is estimated to be ``on'' for 1/50 of the spin-down era of millisecond pulsars. Presently about 25 solitary millisecond pulsars are known. Discipline-specific reading expectation and challenges for ESL learners in US universities

English-medium institutions of higher education host increasing numbers of English-as-a second-language (ESL) learners in the US. English language skill is vital to their progress. Previous research examined reading challenges and expectations faculty have for their first-year students within five popular majors for international students including Biology, Business, Computer Science, Engineering, and Psychology. Analyses revealed differences across majors and identified the reading expectations and challenges these first-year learners face. Building on the research, this study examines the reading expectations of faculty for their upper-division students nearing graduation. In addition to comparing the reading expectations and challenges within the same five majors, we compared professor perceptions across the baccalaureate experience. We present these findings along with observations of participating faculty across the five majors regarding the linguistic preparation of their students for professional work or graduate study within the discipline. The implications and applications of these findings are discussed

The goal of this study is to analyze how the ISC Conservation Strategy may influence Oregon's timber availability and economy in the context of overall changes in public land man­agement. Two themes are important: first, how the state's future will differ from today and sec­ond, how the state's future will be affected by reductions from recently observed harvest levels. This report summarizes the history of tim­ber harvests in Oregon, the role of the timber industry in Oregon's economy, and the implica­tions of changing timber availability for (1) Oregon's forest land allocation, (2) Oregon's har­vests by owner and region, (3) Oregon's state economy in terms of jobs and payrolls in timber industries and other sectors of the economy, re­ceipts to local governments, and regional timber product prices, and (4) Oregon's communities in terms of jobs, wage and salary income, receipts to local governments, and potential dislocation of local citizens.Gerald W.
