    Politically Acceptable Trade Compromises Between The EC and The US: A Game Theory Approach

    A model is developed to quantify the special status of agriculture in the US and the EC trade negotiations. The role of special interests are measured by a policy goals function (PGF) whose weights are estimated for each special interest group. The analysis searches for mutually acceptable, mutually advantageous trade agreements between the US and the EC using a partial equilibrium world trade model coupled with game theory. Results suggest that it is in the best interest of the US (resp. EC) 'for the EC (resp. US) to liberalize whi1e the other follows the status quo policies of 1986. Mutual gains in PGF values to both countries pursuing "large" liberalizations are unlikely to exist, although "small" liberalizations may give rise to "small" mutual gains.     Effectively Using Presentation Technology in the History Classroom

    In spite of increased use of technology in the history classroom, the impact of technology remains low on student retention and comprehension of historical information. This project study examined the manner in which PowerPoint slides in history classes are formatted and the elements they contain for effective use. The literature related to best methods was reviewed to reveal practices that lead to the highest levels of comprehension and retention and how those practices could be implemented in PowerPoint presentations. This grounded theory study in the field of cognition and instruction centered on a high school that successfully implements technology in the history classroom. Qualitative data were obtained from interviews with 4 history teachers who used presentation technology on a regular basis and surveys that asked for both qualitative data and some limited quantitative data for demographic and background purposes of students and other teachers. Data from the study were viewed through the lens of schema theory. Findings indicated that bullets promoted memorization, and, as a result, information was placed in a narrative format. Findings also suggested the effectiveness of visual images and interactive activities and they were incorporated extensively.     Satellite Communications in the Navy -A Look Back and A Look Forward

    It is the purpose of this paper to review the Navy\u27s efforts in the field of Satellite Communications up to the present time, to indicate some of the problem areas, and to suggest some current and possible future trends. Most of the early Navy work in the 50 f s and early 60 f s involved use of passive satellites such as the moon, reflecting balloons and the like. The moon was used to bounce communications signals between places as far away as Washington and Hawaii. Since the early 1960\u27s emphasis has steadily shifted to the use of active satellites which receive, amplify, and re-transmit signals, thus providing a much stronger signal at the receiver than the extremely faint signals reflected from the surface of the moon. As better boosters have become available, large and sophisticated satellites can be put into high altitude orbits. There is a strong trend toward synchronous orbits which cause the satellite to appear motionless over a point on the equator. From such a vantage point a satellite can see over 40% of the earth\u27s surface. Although much early work was done independently by the services, the present programs are, for the most part, joint efforts within the Department of Defense. The Navy\u27s primary area of unique responsibility is in development of satellite communication terminals suitable for use aboard naval combatant type ships. Some difficult technical problems are involved such as finding suitable room for the antennas aboard crowded ships, electromagnetic interference with other systems, etc. Also, there are system problems to be worked out together with the other services such as best modulation methods, multiple access schemes, bandwidths and other important parameters. These problems are being solved. Satellite communications shows great promise of a major improvement in the Navy\u27s vital long distance communications
