    How Much Care Do the Aged Receive from Their Children? A Bimodal Picture of Contact and Assistance

    This paper presents some preliminary findings about contact between the aged and their children based on a new survey of the aged and their children, entitled The Hebrew Rehabilitation Center for the Aged-NBER (HRC-NBER) Child Survey. Data on extended families is quite limited. The HRC-NBER Child Survey represents one of the few attempts to collect economic and demographic data on the elderly and their children. While these data will be used in future,research to test structural models of the living arrangements, the purposes of the current paper are to describe the survey and to examine contact between the elderly and their children. While our findings are preliminary and will be updated and expanded as we receive more data, it appears that a significant minority of the elderly, many of whom need assistance with the activities of daily living, have either no children or have only limited contact with their children. Contact between children and the vulnerable elderly appears to be less than that between children and the nonvulnerable elderly, and the amount of contact between children and the institutionalized elderly seems the least of all. In addition, although many of the parents in our data are very poor, financial support from children to parents, other than in the form of shared housing, is uncommon. The impression given by these data is that many of the elderly are very well cared for by their children, while a significant minority either have no children or have no children who provide significant time or care. Some of the findings for this sample are striking: (1) over a fifth of the elderly have no children. (2) over one half of the elderly either do not have a daughter or do not have a daughter who lives within an hour of them. (3) over half of single elderly males and females and over two fifths of vulnerable single elderly males and females live completely alone. (4) of the elderly who have children, fewer than a quarter live with their children. (5) a small fraction of elderly with children hear from them at most on a yearly basis. (6) almost 10 percent of the children of the elderly have at most yearly contact. (7) financial assistance from children to the elderly, even in cases where the elderly are quite poor, is extremely rare. (8) in a typical month over a quarter of elderly who have children do not physically spend time with their children.

    A new mid-infrared map of the BN/KL region using the Keck telescope

    We present a new mid-infrared (12.5micron) map of the BN/KL high-mass star-forming complex in Orion using the LWS instrument at Keck I. Despite poor weather we achieved nearly diffraction-limited images (FWHM = 0.38'') over a roughly 25'' X 25'' region centered on IRc2 down to a flux limit of ~250 mJy. Many of the known infrared (IR) sources in the region break up into smaller sub-components. We have also detected 6 new mid-IR sources. Nearly all of the sources are resolved in our mosaic. The near-IR source ''n'' is slightly elongated in the mid-IR along a NW--SE axis and perfectly bisects the double-peaked radio source ''L''. Source n has been identified as a candidate for powering the large IR luminosity of the BN/KL region (L = 10^5 L_sun). We postulate that the 12 micron emission arises in a circumstellar disk surrounding source n. The morphology of the mid-IR emission and the Orion ''hot core'' (as seen in NH_3 emission), along with the location of water and OH masers, is very suggestive of a bipolar cavity centered on source n and aligned with the rotation axis of the hypothetical circumstellar disk. IRc2, once thought to be the dominant energy source for the BN/KL region, clearly breaks into 4 sub-sources in our mosaic, as seen previously at 3.8 -- 5.0 micron. The anti-correlation of mid-IR emission and NH_3 emission from the nearby hot core indicates that the IRc2 sources are roughly coincident (or behind) the dense hot core. The nature of IRc2 is not clear: neither self-luminous sources (embedded protostars) nor external heating by source I can be definitively ruled out. We also report the discovery of a new arc-like feature SW of the BN object, and some curious morphology surrounding near-IR source ''t".Comment: To appear in The Astronomical Journal, July 2004 (16 pages, 7 figures

    Health, Children, and Elderly Living Arrangements: A Multiperiod-Multinomial Probit Model with Unobserved Heterogeneity and Autocorrelated Errors

    This paper develops a general multiperiod-multinomial probit model for panel data to estimate the living arrangements of the elderly. The model has the following features: (a) In each period choices do not necessarily obey the assumption of independence of irrelevant alternatives. (b) Unobserved person-specific attributes are treated as random effects. These random effects may also be correlated across alternatives. (c) In addition, unobserved choice-specific utility components may persist over some time, creating an autoregressive and/or heteroscedastic error structure. The model is estimated by simulating the choice probabilities in the likelihood function. We examine several variants of the specification of the correlation structure and investigate the extent the biases created by ignoring intertemporal correlations.

    The Provision of Time to the Elderly by Their Children

    This paper uses matched data on the elderly and their children to study the provision of time by children to the elderly. It develops a Tobit model as well as a structural model to analyze the determinants of this decision. The main determinants of the amount of time given to parents appear to be the parent's age, reported health, and institutionalization status, and the children's age, health, and sex. Older parents, less healthy parents, and non-institutionalized parents receive more time from their children, while younger children, healthier children, and female children provide more time. In contrast to these demographic determinants, economic variables, such as children's wage rate and income levels, appear to play a rather insignificant role in the provision of time. In addition, the evidence does not support the hypothesis that parents purchase time from their children.

    Airborne Radar for sUAS Sense and Avoid

    A primary challenge for the safe integration of small UAS operations into the National Airspace System (NAS) is traffic deconfliction, both from manned and unmanned aircraft. The UAS Traffic Management (UTM) project being conducted at the National Aeronautics and Space Administration (NASA) considers a layered approach to separation provision, ranging from segregation of operations through airspace volumes (geofences) to autonomous sense and avoid (SAA) technologies for higher risk, densely occupied airspace. Cooperative SAA systems, such as Automatic Dependent Surveillance-Broadcast (ADS-B) and/or vehicle-to-vehicle communication systems provide significant additional risk mitigation but they fail to adequately mitigate collision risks for non-cooperative (non-transponder equipped) airborne aircraft. The RAAVIN (Radar on Autonomous Aircraft to Verify ICAROUS Navigation) flight test being conducted by NASA and the Mid-Atlantic Aviation Partnership (MAAP) was designed to investigate the applicability and performance of a prototype, commercially available sUAS radar to detect and track non-cooperative airborne traffic, both manned and unmanned. The radar selected for this research was a Frequency Modulated Continuous Wave (FMCW) radar with 120 degree azimuth and 80 degree elevation field of view operating at 24.55GHz center frequency with a 200 MHz bandwidth. The radar transmits 2 watts of power thru a Metamaterial Electronically Scanning Array antenna in horizontal polarization. When the radar is transmitting, personnel must be at least 1 meter away from the active array to limit nonionizing radiation exposure. The radar physical dimensions are 18.7cm by 12.1cm by 4.1cm and it weighs less than 820 grams making it well suited for installation on small UASs. The onboard, SAA capability, known as ICAROUS, (Independent Configurable Architecture for Reliable Operations of Unmanned Systems), developed by NASA to support sUAS operations, will provide autonomous guidance using the traffic radar tracks from the onboard radar. The RAAVIN set of studies will be conducted in three phases. The first phase included outdoor, ground-based radar evaluations performed at the Virginia Techs Kentland Farm testing range in Blacksburg, VA. The test was designed to measure how well the radar could detect and track a small UAS flying in the radars field of view. The radar was used to monitor 5 test flights consisting of outbound, inbound and crossing routes at different ranges and altitudes. The UAS flown during the ground test was the Inspire 2, a quad copter weighing less than 4250 grams (10 pounds) at maximum payload. The radar was set up to scan and track targets over its full azimuthal field of view from 0 to 40 degrees in elevation. The radar was configured to eliminate tracks generated from any targets located beyond 2000 meters from the radar and moving at velocities under 1.45 meters per second. For subsequent phases of the study the radar will be integrated with a sUAS platform to evaluate its performance in flight for SAA applications ranging from sUAS to manned GA aircraft detections and tracking. Preliminary data analysis from the first outdoor ground tests showed the radar performed well at tracking the vehicle as it flew outbound and repeatedly maintained a track out to 1000 meters (maximum 1387 meters) until the vehicle slowed to a stop to reverse direction to fly inbound. As the Inspire flew inbound tracks from beyond 800 meters, a reacquisition time delay was consistently observed between when the Inspire exceeds a speed of 1.45 meters per second and when the radar indicated an inbound target was present and maintained its track. The time delay varied between 6 seconds to over 37 seconds for the inbound flights examined, and typically resulted in about a 200 meter closure distance before the Inspire track was maintained. The radar performed well at both acquiring and tracking the vehicle as it flew crossing routes out past 400 meters across the azimuthal field of view. The radar and ICAROUS software will be integrated and flown on a BFD-1400-SE8-E UAS during the next phase of the RAAVIN project. The main goal at the conclusion of this effort is to determine if this radar technology can reliably support minimum requirements for SAA applications of sUAS. In particular, the study will measure the range of vehicle detections, lateral and vertical angular errors, false and missed/late detections, and estimated distance at closest point of approach after an avoidance maneuver is executed. This last metric is directly impacted by sensor performance and indicates its suitability for the task

    Abstract Background This paper describe the development of interRAI’s second-generation home care quality indicators (HC-QIs). They are derived from two of interRAI’s widely used community assessments: the Community Health Assessment and the Home Care Assessment. In this work the form in which the quality problem is specified has been refined, the covariate structure updated, and two summary scales introduced. Methods Two data sets were used: at the client and home-care site levels. Client-level data were employed to identify HC-QI covariates. This sample consisted of 335,544 clients from Europe, Canada, and the United States. Program level analyses, where client level data were aggregated at the site level, were also based on the clients from the samples from Europe, Canada, and the United States. There were 1,654 program-based observations – 22% from Europe, 23% from the US, and 55% from Canada. The first task was to identify potential HC-QIs, including both change and prevalence measures. Next, they were reviewed by industry representatives and members of the interRAI network. A two-step process adjustment was followed to identify the most appropriate covariance structure for each HC-QI. Finally, a factor analytic strategy was used to identify HC-QIs that cluster together and thus are candidates for summary scales. Results The set of risk adjusted HC-QIs are multi-dimensional in scope, including measures of function, clinical complexity, social life, distress, and service use. Two factors were identified. The first includes a set of eleven measures that revolve around the absence of decline. This scale talks about functional independence and engagement. The second factor, anchored on nine functional improvement HC-QIs, referenced positively, this scale indicates a return to clinical balance. Conclusions Twenty-three risk-adjusted, HC-QIs are described. Two new summary HC-QI scales, the “Independence Quality Scale” and the “Clinical Balance Quality Scale” are derived. In use at a site, these two scales can provide a macro view of local performance, offering a way for a home care agency to understand its performance. When scales perform less positively, the site then is able to review the HC-QI items that make up the scale, providing a roadmap for areas of greatest concern and in need of targeted interventions.http://deepblue.lib.umich.edu/bitstream/2027.42/112324/1/12877_2013_Article_931.pd
