    Empowering Employees to Prevent Fraud in Nonprofit Organizations

    This Article examines the significant problem of fraud within nonprofit organizations and demonstrates that current anti-fraud measures do not adequately reflect the important role employees play in perpetuating or stopping fraudulent activity. Psychological and organizational behavior studies have established the importance of (1) participation and (2) peers in shaping the behavior of individuals within the organizational context. This Article builds on that research and establishes that to successfully combat fraud, organizations must integrate employees into the design, implementation, and enforcement of anti-fraud strategy and procedures. Engaged, empowered employees will be less likely to commit fraud and more likely to dissuade their peers from fraudulent behavior. After examining the theory underlying the proposed approach, this Article sets forth directions and specific suggestions for designing an anti-fraud program that empowers employees

    A twin-mirrored galvanometer laser light sheet generator

    A galvanometer mirror-based laser light sheet system has been developed for use in the Basic Aerodynamics Research Tunnel at NASA Langley. This system generates and positions single or multiple light sheets over aeronautical research models being tested in the low speed tunnel. This report describes a twin mirrored galvanometer laser light sheet generator and shows typical light sheet arrangements in use. With this system, illumination of smoke entrained in the flow over a delta wing model reveals the vortical flow produced by the separation of the flow at the leading edge of the model. The light sheet system has proven to be very adaptable and easy to use in sizing and positioning light sheets in wind tunnel applications

    Cavallo's Multiplier for in situ Generation of High Voltage

    A classic electrostatic induction machine, Cavallo's multiplier, is suggested for in situ production of very high voltage in cryogenic environments. The device is suitable for generating a large electrostatic field under conditions of very small load current. Operation of the Cavallo multiplier is analyzed, with quantitative description in terms of mutual capacitances between electrodes in the system. A demonstration apparatus was constructed, and measured voltages are compared to predictions based on measured capacitances in the system. The simplicity of the Cavallo multiplier makes it amenable to electrostatic analysis using finite element software, and electrode shapes can be optimized to take advantage of a high dielectric strength medium such as liquid helium. A design study is presented for a Cavallo multiplier in a large-scale, cryogenic experiment to measure the neutron electric dipole moment.Comment: 9 pages, 10 figure

    Nimbus-7 ERB Solar Analysis Tape (ESAT) user's guide

    Seven years and five months of Nimbus-7 Earth Radiation Budget (ERB) solar data are available on a single ERB Solar Analysis Tape (ESAT). The period covered is November 16, 1978 through March 31, 1986. The Nimbus-7 satellite performs approximately 14 orbits per day and the ERB solar telescope observes the sun once per orbit as the satellite crosses the southern terminator. The solar data were carefully calibrated and screened. Orbital and daily mean values are given for the total solar irradiance plus other spectral intervals (10 solar channels in all). In addition, selected solar activity indicators are included on the ESAT. The ESAT User's Guide is an update of the previous ESAT User's Guide (NASA TM 86143) and includes more detailed information on the solar data calibration, screening procedures, updated solar data plots, and applications to solar variability.
