    As a Federal trust species, the well-being of the striped bass (Morone saxatilis) population along the Eastern Seaboard is of major concern to resource users. Striped bass are an extremely valuable commercial and recreational resource. As a principal piscivore in Chesapeake Bay, striped bass directly or indirectly interact with multiple trophic levels within the ecosystem and are therefore very sensitive to biotic and abiotic ecosystem changes. For reasons that have yet to be defined, the species has a high intrinsic susceptibility to mycobacteriosis. This disease has been impacting Chesapeake Bay striped bass since at least the 1980s as indicated by archived tissue samples. However, it was not until heightened incidences of fish with skin lesions in the Pocomoke River and other tributaries of the Chesapeake Bay were reported in the summer and fall of 1996 and 1997 that a great deal of public and scientific interest was stimulated about concerns for fish disease in the Bay.     Negativity Bounds for Weyl-Heisenberg Quasiprobability Representations

    The appearance of negative terms in quasiprobability representations of quantum theory is known to be inevitable, and, due to its equivalence with the onset of contextuality, of central interest in quantum computation and information. Until recently, however, nothing has been known about how much negativity is necessary in a quasiprobability representation. Zhu proved that the upper and lower bounds with respect to one type of negativity measure are saturated by quasiprobability representations which are in one-to-one correspondence with the elusive symmetric informationally complete quantum measurements (SICs). We define a family of negativity measures which includes Zhu's as a special case and consider another member of the family which we call "sum negativity." We prove a sufficient condition for local maxima in sum negativity and find exact global maxima in dimensions 33 and 44. Notably, we find that Zhu's result on the SICs does not generally extend to sum negativity, although the analogous result does hold in dimension 44.     High level cognitive information processing in neural networks

    Two related research efforts were addressed: (1) high-level connectionist cognitive modeling; and (2) local neural circuit modeling. The goals of the first effort were to develop connectionist models of high-level cognitive processes such as problem solving or natural language understanding, and to understand the computational requirements of such models. The goals of the second effort were to develop biologically-realistic model of local neural circuits, and to understand the computational behavior of such models. In keeping with the nature of NASA's Innovative Research Program, all the work conducted under the grant was highly innovative. For instance, the following ideas, all summarized, are contributions to the study of connectionist/neural networks: (1) the temporal-winner-take-all, relative-position encoding, and pattern-similarity association techniques; (2) the importation of logical combinators into connection; (3) the use of analogy-based reasoning as a bridge across the gap between the traditional symbolic paradigm and the connectionist paradigm; and (4) the application of connectionism to the domain of belief representation/reasoning. The work on local neural circuit modeling also departs significantly from the work of related researchers. In particular, its concentration on low-level neural phenomena that could support high-level cognitive processing is unusual within the area of biological local circuit modeling, and also serves to expand the horizons of the artificial neural net field

    EFFECTS OF EBT CUSTOMER SERVICE WAIVERS ON FOOD STAMP RECIPIENTS: EXECUTIVE SUMMARY

    Most State agencies are now using electronic benefits transfer (EBT) systems to issue food stamp benefits. To promote operational efficiency, some States have received waivers of certain rules governing EBT use. An exploratory study was conducted to ascertain the effects of these waivers on food stamp recipients. The results show that two of the waivers-those allowing recipients to select their own personal identification numbers and to receive EBT training by mail rather than in person-cause new food stamp recipients in waiver States to have more difficulties in using the electronic system than new recipients in nonwaiver States. Further, the difficulties are more apparent among the elderly or disabled. However, the problems tend to disappear as new users gain EBT experience. A third waiver, extending time for card replacement via mail, showed mixed benefits for recipients, most of whom prefer to pick up the card at a food stamp office. Perhaps the most important conclusion is that the customer service waivers do not affect recipient satisfaction with the EBT system; the high level of satisfaction that they expressed suggests that most problems with the waivers are either transitory or minor.     Low-speed wind tunnel performance of high-speed counterrotation propellers at angle-of-attack

    The low-speed aerodynamic performance characteristics of two advanced counterrotation pusher-propeller configurations with cruise design Mach numbers of 0.72 were investigated in the NASA Lewis 9- by 15-Foot Low-Speed Wind Tunnel. The tests were conducted at Mach number 0.20, which is representative of the aircraft take-off/landing flight regime. The investigation determined the effect of nonuniform inflow on the propeller performance characteristics for several blade angle settings and a range of rotational speeds. The inflow was varied by yawing the propeller model to angle-of-attack by as much as plus or minus 16 degrees and by installing on the counterrotation propeller test rig near the propeller rotors a model simulator of an aircraft engine support pylon and fuselage. The results of the investigation indicated that the low-speed performance of the counterrotation propeller configurations near the take-off target operating points were reasonable and were fairly insensitive to changes in model angle-of-attack without the aircraft pylon/fuselage simulators installed on the propeller test rig. When the aircraft pylon/fuselage simulators were installed, small changes in propeller performance were seen at zero angle-of-attack, but fairly large changes in total power coefficient and very large changes of aft-to-forward-rotor torque ratio were produced when the propeller model was taken to angle-of-attack. The propeller net efficiency, though, was fairly insensitive to any changes in the propeller flowfield conditions near the take-off target operating points
