    Is agglomeration taxable?

    Several theoretical papers that examine tax competition with agglomeration effects have stressed the possibility that the governments of jurisdictions in which economic activity is concentrated may tax firms more heavily (taxable agglomeration rents). In this paper, we examine the tax rate setting decisions taken with regard to the Spanish municipal business tax (Impuesto sobre Actividades EconĂłmicas). The analysis, carried out with a sample of 2,772 municipalities, focuses on the effect that urbanization economies, localization economies and the market potential of municipalities have on their business tax rates. High urbanization economies and high localization economies are found to increase the business tax rate. Although the evidence is weaker, the results also indicate that municipalities with better access to demand (of consumers) set higher tax rates

    [spa] En este trabajo se analizan los efectos sobre la movilidad geogrĂĄfica de una polĂ­tica pĂșblica (SIPTEA) que aumenta la protecciĂłn por desempleo en Extremadura y AndalucĂ­a. Utilizando la discontinuidad geogrĂĄfica en la polĂ­tica estudiada y datos de los Censos de PoblaciĂłn de 1981 y 1991 a nivel municipal, se estima el efecto de SIPTEA en el crecimiento de la poblaciĂłn y en las probabilidades de emigrar e inmigrar en ĂĄreas rurales que experimentan elevadas tasas de paro y de emigraciĂłn. Los resultados del trabajo indican que la polĂ­tica mitigĂł estas pĂ©rdidas de poblaciĂłn aunque los efectos son cuantitativamente moderados. TambiĂ©n se exploran los efectos de dicha polĂ­tica en el ĂĄmbito laboral, encontrĂĄndose un incremento de la tasa del desempleo asociado a la implementaciĂłn de la polĂ­tica de entre 10 y 13 puntos porcentuales.[eng] In this paper we analyze the unintended effects on mobility of a national place-based policy (SIPTEA) that provides greater unemployment protection in two lagging regions of southern Spain (namely, Extremadura and AndalucĂ­a). Using a border identification strategy and (1981 and 1991) census data at the municipal level, we estimate the effects of SIPTEA on population growth, the probability of staying and in-migration in rural areas that are experiencing high unemployment and significant out-migration flows. The results indicate that the policy mitigated population losses by increasing both the probability of staying and in-migration, although the locational inefficiencies implied are not particularly large. We also explore the effects of greater unemployment protection on labor market outcomes. Here, the results indicate that the policy led to a 10- to 13-percentage point increase in unemployment

    Which Communities should be afraid of Mobility? The Effects of Agglomeration Economies on the Sensitivity of Firm Location to Local Taxes

    This paper examines the effects of agglomeration economies (AE) on the sensitivity of firm location to tax differentials. An initial reading of the story suggests that, with AE, when a firm moves into a community attracted by a tax reduction, other firms may decide to move in as well. This suggests that AE increase the sensitivity of firm location to local taxes. However, a second version of the story reads that, if economic activities are highly concentrated in space, AE might offset any tax differential, hence suggesting a reduction in this sensitivity. This paper provides a theoretical model of intraregional firm location with Marshallian AE that is able to generate both hypotheses: AE increase (decrease) the effect of taxes when locations are (are not) of a similar size. We then use Spanish municipal data for the period 1995-2002 to test these hypotheses, analyzing the combined effect of local business taxes and Marshallian AE on the intraregional location of employment. In line with the theory, a municipality with stronger AE experiences lower (higher) tax effects if it is sufficiently dissimilar (similar) to its neighbors in terms of size.local taxes, agglomeration economies, local employment growth, instrumental variables

    Commuting time and the gender gap in labor market participation

    This paper investigates the contribution of increasing travel times to the persistent gender gap in labor market participation. In doing so, we estimate the labor supply elasticity of commuting time from a sample of men and women in US cities using microdata from the Census for the last decades. To address endogeneity concerns, we adopt an instrumental variables approach that exploits the shape of cities as an exogenous source of variation for travel times. Our estimates indicate that a 10 minutes increase in commuting decreases the probability of married women to participate in the labor market by 4.6 percentage points. In contrast, the estimated effect on men is small and statistically insignificant. We also find that women with children and immigrant women originating from countries with more gendered social norms respond the most to commuting time variations. This evidence suggests that the higher burden of family responsibilities supported by women may magnify the negative effect of commuting on their labor supply. From our findings, we conclude that the increasing trend in travel times observed in the US and in many European countries during the last decades may have contributed to the persistence of gender disparities in labor market outcomes

    ‘Hold that ghost’: using notches to identify manipulation of population-based grants

    We study local government incentives to misreport the information required to implement a formula grant. We focus specifically on population, in theory the easiest variable for the grantor to verify. We analyze the Spanish case and show how a switch from the use of census to registered population data (the latter administered by the municipalities) led to a manipulation of the population numbers used by central government to allocate grants to municipalities. As a result, registers included a proportion of ‘ghost’ citizens, that is, people who presented no trace of actually residing in the municipality. We identify the effects of grants on population over-reporting taking profit of notches in the grant scheme (i.e., one based on weighted population with the weights increasing at specific population thresholds). We document an excess mass of municipalities to the right of the notch threshold and a density hole to the left of it. There are several indications that manipulation (rather than real population responses) is the mechanism at work

    Welfare spending and ethnic heterogeneity: evidence from a massive immigration wave [WP-IEB]

    The aim of this paper is to examine the relationship between ethnic heterogeneity and redistribution, by using the recent and massive arrival of immigrants in Spain. Specifically, we focus on the effect of changes in immigrant density, recorded between 1998 and 2006, on contemporaneous changes in municipal welfare spending. We instrument for immigrant density using established settlement patterns per country of origin so as to assign predicted flows of immigrants to municipalities. We find that welfare spending increased less in those municipalities that recorded the largest increases in immigrant density. We also provide evidence of a positive relationship between immigrant density and the vote share accruing to right-wing parties. Hence, our results are consistent with theories that predict a negative relationship between ethnic heterogeneity and redistribution

    'Ghost citizens': Using notches to identify manipulation of population-based grants

    This paper analyzes how local governments misreport population figures to obtain higher per capita grant allocations. In 1998, the allocation of a formula based grant in Spain switched from using the centrally administered census to local population registers administered by municipalities. The value of this per capita grant changes at fixed population thresholds for the entire local population. We exploit these notches to analyze the size distribution of municipalities to detect deliberate manipulation of the grant-assignment variable. This allows us to causally identify the effect of grant generosity on population over-reporting. We document an excess mass of municipalities to the right of the notch threshold and a density hole to the left of it: local registers included a proportion of 'ghost citizens', that is, people who presented no trace of actually residing in the municipalities which benefit the most from inflating population figures to pass the relevant threshold. We document that manipulation (rather than real population responses) is the mechanism at work. The main channel behind manipulation is the incorrect treatment of foreign residents to inflate total local population. (C) 2017 Elsevier B.V. All rights reserved

    Effectiveness and Supply Effects of High-Coverage Rent Control Policies

    Concerns related to housing affordability are widespread in cities worldwide, and discussions about adopting rent control policies abound. This paper studies the effects of a rent control policy adopted in Catalonia in September 2020 that applies to some but not all municipalities. The policy virtually covers all the rental market and forces ads and tenancy agreements to specify the applicable rent cap to ensure enforcement. In order to identify the causal effect of the rent control regulation, we implement difference-in-differences regressions and event-study designs and analyze average rents and the number of tenancy agreements signed. Our results indicate that the regulation reduced average rents paid by about 6%. However, this price drop did not lead to a reduction in the supply of housing units in the rental market. We implement several robustness tests to address several identification concerns related to Covid-19. Our results suggest that rent control policies can be effective in reducing rental prices and do not necessarily shrink the rental market

    Can urban renewal policies reverse neighborhood ethnic dynamics? [WP]

    This paper assesses the impact on neighborhood population dynamics of a major urban renewal policy implemented in Catalonia (Spain) between 2004 and 2010. Some of the most deprived neighborhoods in the region received large investments in their public spaces and facilities with the aim of attracting natives and high income individuals and of reducing the concentration of poverty and immigration. The control group comprises rejected projects and projects accepted towards the end of the program that, due to a fall in public tax revenues, were never executed. The results suggest that the urban renewal projects had little (if any) effects on population dynamics, suggesting that substantial investment in deprived neighborhoods is insufficient to attract natives and/or high income households. Interestingly, the sole exception were the interventions made in Barcelona’s historic districts, where the policy seems to have augmented ongoing processes of urban revival into its most deprived neighborhoods furthering processes of gentrification
