    Medicaid Crowd-Out of Private Long-Term Care Insurance Demand: Evidence from the Health and Retirement Survey

    This paper provides empirical evidence of Medicaid crowd out of demand for private long-term care insurance. Using data on the near- and young-elderly in the Health and Retirement Survey, our central estimate suggests that a 10,000decreaseinthelevelofassetsanindividualcankeepwhilequalifyingforMedicaidwouldincreaseprivatelongtermcareinsurancecoverageby1.1percentagepoints.TheseestimatesimplythatifeverystateinthecountrymovedfromtheircurrentMedicaidasseteligibilityrequirementstothemoststringentMedicaideligibilityrequirementsallowedbyfederallawachangethatwoulddecreaseaveragehouseholdassetsprotectedbyMedicaidbyabout10,000 decrease in the level of assets an individual can keep while qualifying for Medicaid would increase private long-term care insurance coverage by 1.1 percentage points. These estimates imply that if every state in the country moved from their current Medicaid asset eligibility requirements to the most stringent Medicaid eligibility requirements allowed by federal law – a change that would decrease average household assets protected by Medicaid by about 25,000 – demand for private long-term care insurance would rise by 2.7 percentage points. While this represents a 30 percent increase in insurance coverage relative to the baseline ownership rate of 9.1 percent, it also indicates that the vast majority of households would still find it unattractive to purchase private insurance. We discuss reasons why, even with extremely stringent eligibility requirements, Medicaid may still exert a large crowd-out effect on demand for private insurance.

    Ab initio calculations of the linear and nonlinear susceptibilities of N2, O2, and air in midinfrared laser pulses

    We present first-principles calculations of the linear and nonlinear susceptibilities of N2, O2, and air in the midinfrared (MIR) wavelength regime from 1-4μm. We extract the frequency-dependent susceptibilities from the full time-dependent dipole moment that is calculated using time-dependent density functional theory. We find good agreement with curves derived from experimental results for the linear susceptibility and with measurements for the nonlinear susceptibility up to 2.4μm. We also find that the susceptibilities are insensitive to the laser intensity even in the strong field regime up to 5×1013W/cm2. Our results will allow accurate calculations of the long-distance propagation of intense midinfrared laser pulses in air

    Two-proton removal from 44 S and the structure of 42 Si

    Newly published 42Si ?-ray spectra and a final-state-inclusive 42Si production cross section value, obtained in a higher-statistics intermediate-energy two-proton removal experiment from 44S, are considered in terms of the final-state-exclusive cross sections computed using proposed shell-model effective interactions for nuclei near N=28. Specifically, we give cross section predictions when using the two nucleon amplitudes of the two-proton overlaps 42Si(J?)| computed using the newly proposed sdpf-mu shell-model Hamiltonian. We show that these partial cross sections or their longitudinal momentum distributions should enable a less-tentative interpretation of the measured gamma-ray spectra and provide a more quantitative assessment of proposed shell-model Hamiltonians in this interesting and challenging region of the chart of nuclides. � 2013 American Physical Society

    Silver(I), gold(I) and palladium(II) complexes of a NHC-pincer ligand with an aminotriazine core: a comparison with pyridyl analogues

    Dinuclear silver, di- and tetra-nuclear gold, and mononuclear palladium complexes with chelating C,N,C diethylaminotriazinyl-bridged bis(NHC) pincer ligands were prepared and characterised. The silver and gold complexes exist in a twisted, helical conformation in both the solution- and the solid state. In contrast, an analogous dinuclear gold complex with pyridyl-bridged NHCs exists in a linear conformation.     Grassroots Conservation: Volunteers Contribute to Threatened and Endangered Species Projects and Foster a Supportive Public

    Educational programs for volunteers participating in threatened and endangered species conservation projects foster supportive attitudes in individuals who then become valuable advocates. We surveyed volunteers to assess the impact of the Tern and Plover Conservation Partnership\u27s program. This program trains volunteers to protect Interior Least Terns and Piping Plovers nesting at sand and gravel mines, lakeshore housing developments, and river sandbars. Volunteers increased their knowledge and appreciation of threatened and endangered species and conservation policy. They expressed interest in contributing to conservation policymaking and felt that they can make a difference in the recovery of legally protected species

    Development of the ATAQ-IPF: a tool to assess quality of life in IPF

    <p>Abstract</p> <p>Background</p> <p>There is no disease-specific instrument to assess health-related quality of life (HRQL) in patients with idiopathic pulmonary fibrosis (IPF).</p> <p>Methods</p> <p>Patients' perspectives were collected to develop domains and items for an IPF-specific HRQL instrument. We used item variance and Rasch analysis to construct the ATAQ-IPF (A Tool to Assess Quality of life in IPF).</p> <p>Results</p> <p>The ATAQ-IPF version 1 is composed of 74 items comprising 13 domains. All items fit the Rasch model. Domains and the total instrument possess acceptable psychometric characteristics for a multidimensional questionnaire. The pattern of correlations between ATAQ-IPF scores and physiologic variables known to be important in IPF, along with significant differences in ATAQ-IPF scores between subjects using versus those not using supplemental oxygen, support its validity.</p> <p>Conclusions</p> <p>Patient-centered and careful statistical methodologies were used to construct the ATAQ-IPF version 1, an IPF-specific HRQL instrument. Simple summation scoring is used to derive individual domain scores as well as a total score. Results support the validity of the ATAQ-IPF, and future studies will build on that validity.</p
