    Socio-Economic Effects of National Park Governance and Management:Lessons from Post-Socialist Era Estonia

    Despite the significant increase in protected territory globally, there is a common understanding that the designation of protected areas alone does not guarantee their effectiveness nor halt the loss of biodiversity. In addition to biodiversity conservation, protected areas are expected to perform a number of other functions, such as provide ecosystem services and improve local socio-economic conditions. Therefore, the need to strive towards mixed, decentralized conservation management and stakeholder involvement is increasingly emphasized. Although there is limited research, it has been noted that protected areas have not served wider objectives effectively enough. The current study provides insight concerning socio-economic effects of different governance and management practices of protected areas based on perceptions of residents and stakeholders of five national parks of Estonia. It was found that conservation status has an important impact on local socio-economic conditions largely depending on governance and management practices, resulting in both, positive and negative effects. It was concluded that the centralization of nature conservation and the abolition of protected area administrations have led to a gradual distancing of nature conservation from local conditions and the population, causing concern about the preservation of the living environment

    A Tale of Two Protected Areas:“Value and Nature Conservation” in Comparable National Parks in Estonia and Russia

    This study explores how local communities reflect on institutional frameworks and protected area governance in two national parks (NPs) with similar nature values in Estonia and Russia, and aims to understand the role of value systems in these interactions. It is based on 50 in-depth interviews with a broad range of stakeholders, and a desktop analysis of relevant regulation and plans. Interview questions reflect on various aspects of well-being (including fairness of governance solutions), awareness of NPs’ function and restrictions, related value aspects, and covered basic personal data needed to interpret the interviews. The study reconfirms the pivotal role of social justice as a driver of wellbeing. In particular, it articulates the significance of value systems playing the role of filters between governance inputs and specific management activities of communities. It underlines the vulnerability of such systems at a community level, most of all to the impacts related to various instances of “centralization”. They are manifested through the choice of restrictive measures and top-down arrangements at the expense of transparency and inclusiveness (in Russia), as well as through the removal of governance autonomy from NPs and transferring monitoring and enforcement functions to local communities without clear mandates or sufficient capacity (in Estonia)

    Integrating ecosystem services into decision support for management of agroecosystems: Viva Grass tool

    The area covered by low-input agroecosystems (e.g. semi-natural and permanent grasslands) in Europe has considerably decreased throughout the last century. To support more sustainable management practices, and to promote biodiversity and ecosystem service values of such agroecosystems a decision support tool was developed. The tool aims to enhance the operationalization of ecosystem services and address the challenge of their integration into spatial planning. The Viva Grass tool aims to enhance the maintenance of ecosystem services delivered by low-input agroecosystems. It does so by providing spatially explicit decision support for land-use planning and sustainable management of agroecosystems. The Viva Grass tool is a multi-criteria decision analysis tool for integrated planning. It is designed for farmers, spatial planners and policy makers to support decisions of management of agroecosystems. The tool has been tested to assess spatial planning in eight case studies across the Baltic States
