Digital Government and Public Health
Digital government is typically defined as the production and delivery of information and services inside government and between government and the public using a range of information and communication technologies. Two types of government relationships with other entities are government-to-citizen and government-to-government relationships. Both offer opportunities and challenges. Assessment of a public health agency's readiness for digital government includes examination of technical, managerial, and political capabilities. Public health agencies are especially challenged by a lack of funding for technical infrastructure and expertise, by privacy and security issues, and by lack of Internet access for low-income and marginalized populations. Public health agencies understand the difficulties of working across agencies and levels of government, but the development of new, integrated e-programs will require more than technical change â it will require a profound change in paradigm

Are youth mentoring programs good value-for-money? An evaluation of the Big Brothers Big Sisters Melbourne Program
Background : The Big Brothers Big Sisters (BBBS) program matches vulnerable young people with a trained, supervised adult volunteer as mentor. The young people are typically seriously disadvantaged, with multiple psychosocial problems.Methods : Threshold analysis was undertaken to determine whether investment in the program was a worthwhile use of limited public funds. The potential cost savings were based on US estimates of life-time costs associated with high-risk youth who drop out-of-school and become adult criminals. The intervention was modelled for children aged 10–14 years residing in Melbourne in 2004.Results : If the program serviced 2,208 of the most vulnerable young people, it would cost AUD 39.5 M. Assuming 50% were high-risk, the associated costs of their adult criminality would be AUD 3.3 billion. To break even, the program would need to avert high-risk behaviours in only 1.3% (14/1,104) of participants.Conclusion : This indicative evaluation suggests that the BBBS program represents excellent \u27value for money\u27.<br /
The Concise Guide to PHARMACOLOGY 2023/24: Ion channels
The Concise Guide to PHARMACOLOGY 2023/24 is the sixth in this series of biennial publications. The Concise Guide provides concise overviews, mostly in tabular format, of the key properties of approximately 1800 drug targets, and over 6000 interactions with about 3900 ligands. There is an emphasis on selective pharmacology (where available), plus links to the open access knowledgebase source of drug targets and their ligands (https://www.guidetopharmacology.org/), which provides more detailed views of target and ligand properties. Although the Concise Guide constitutes almost 500 pages, the material presented is substantially reduced compared to information and links presented on the website. It provides a permanent, citable, pointâinâtime record that will survive database updates. The full contents of this section can be found at http://onlinelibrary.wiley.com/doi/10.1111/bph.16178. Ion channels are one of the six major pharmacological targets into which the Guide is divided, with the others being: G proteinâcoupled receptors, nuclear hormone receptors, catalytic receptors, enzymes and transporters. These are presented with nomenclature guidance and summary information on the best available pharmacological tools, alongside key references and suggestions for further reading. The landscape format of the Concise Guide is designed to facilitate comparison of related targets from material contemporary to midâ2023, and supersedes data presented in the 2021/22, 2019/20, 2017/18, 2015/16 and 2013/14 Concise Guides and previous Guides to Receptors and Channels. It is produced in close conjunction with the Nomenclature and Standards Committee of the International Union of Basic and Clinical Pharmacology (NCâIUPHAR), therefore, providing official IUPHAR classification and nomenclature for human drug targets, where appropriate

The past week has seen enormous criticism leveled at the rollout of the Affordable Care Actâs online enrollment platform, HealthCare.gov. Jane E. Fountain looks at the development of HealthCare.gov, and argues that the present delays and difficulties must be seen in the wider context of an incredibly complex system across public and private sectors, involving 55 contractors, five government agencies, 300 insurers and the integration of many new and old software components. With enrollments continuing, and the Obama administrationâs attention focused on the problem, current critiques should be seen as making political theatre out of bumps in the road

Enacting Technology in Networked Governance: Developmental Processes of Cross-Agency Arrangements
This paper discusses the technology enactment framework, an analytical framework to guide exploration and examination of information-based change in governments.1 The original technology enactment framework is extended in this paper to delineate the distinctive roles played by key actors in technology enactment. I then examine institutional change in government by drawing from current initiatives in the U.S. federal government to build cross-agency relationships and systems. The U.S. government is one of the first central states to undertake not only back office integration within the government but also integration of systems and processes across agencies. For this reason its experience during the past ten years may be of interest to e-government researchers and decision makers in other countries, particularly those in countries whose governments are likely to pursue similar experiments in networked governance. The summary of cross-agency projects presented here introduces an extensive empirical study, currently in progress, of these projects and their implications for governance. I present two brief case studies, focused on the management of federal grants and on electronic rulemaking, to illustrate and ground the analytical framework. The central argument of the paper is that technology enactment requires considerable knowledge and skill on the part of actors in order to construct networked governance systems. Rather simple technological systems require extensive reconceptualization of policy, processes, culture and management behavior to mediate between bureaucratic and networked arrangements
