Through the adoption and adaptation of Outcome Mapping (OM), the PM&E process has become embedded in the program management cycles and informs future planning. A monitoring and evaluation process facilitates opportunities to allow incorporation of emerging lessons, new responses to the environment, examination of intended and unintended results, and actively refining implementation strategies of the program. Using OM, St2eep developed a two-way monitoring system

    This paper is an internal working document that provides a a systematic overview and analysis of the reported impact of WSM’s global South programme for the period 2011-2013. This is done by visualising and summarising the main impact data and by outlining the contributing or limiting factors that have been reported to affect the programme’s impact within specific national and regional contexts. The paper represents an important learning output of WSM’s impact review process that has been institutionalised as an an inherent part of its results based management approach. Such impact review process is organised at the end of each programme cycle. It involves a collaborative and participatory in-depth reflection process that engages all local partner organisations, WSM staff from the South and North service.     The reflection workshop constitutes an important moment in the monitoring and evaluation system of the SAP programme. It allows implementing partners and Save the Children staff to reflect and learn together about progress and to draw lessons that can inform future planning of activities and adjustments regarding strategy or approaches. It also provides an opportunity for strengthening a common understanding of the program’s theory of change, its underlying principles related to adaptive programming and conflict sensitivity and the roles, responsibilities and expectations of different program stakeholders (e.g. SCI staff, partners, boundary actors, adolescents and caregivers).
