The pEst version 2.1 user's manual
This report is a user's manual for version 2.1 of pEst, a FORTRAN 77 computer program for interactive parameter estimation in nonlinear dynamic systems. The pEst program allows the user complete generality in definig the nonlinear equations of motion used in the analysis. The equations of motion are specified by a set of FORTRAN subroutines; a set of routines for a general aircraft model is supplied with the program and is described in the report. The report also briefly discusses the scope of the parameter estimation problem the program addresses. The report gives detailed explanations of the purpose and usage of all available program commands and a description of the computational algorithms used in the program
Public policy and private incentives for livestock disease control
This article presents a dynamic bioeconomic model of livestock disease control that is unique in its integration of disease dynamics, inter‐species interaction, control‐induced migration, and individual optimising behaviour. Examination of the first‐order conditions highlights why profit‐maximising producers cannot be expected to eradicate disease. Results from an empirical application of the model confirm that the current mix of policies to control bovine tuberculosis in New Zealand is achieving lower levels of prevalence than would prevail in the absence of a national strategy. These policies do, however, appear to remove some of the individual incentive to control disease.International Relations/Trade, Livestock Production/Industries,
Clustering of Local Group distances: publication bias or correlated measurements? I. The Large Magellanic Cloud
The distance to the Large Magellanic Cloud (LMC) represents a key local rung
of the extragalactic distance ladder. Yet, the galaxy's distance modulus has
long been an issue of contention, in particular in view of claims that most
newly determined distance moduli cluster tightly - and with a small spread -
around the "canonical" distance modulus, (m-M)_0 = 18.50 mag. We compiled 233
separate LMC distance determinations published between 1990 and 2013. Our
analysis of the individual distance moduli, as well as of their two-year means
and standard deviations resulting from this largest data set of LMC distance
moduli available to date, focuses specifically on Cepheid and RR Lyrae
variable-star tracer populations, as well as on distance estimates based on
features in the observational Hertzsprung-Russell diagram. We conclude that
strong publication bias is unlikely to have been the main driver of the
majority of published LMC distance moduli. However, for a given distance
tracer, the body of publications leading to the tightly clustered distances is
based on highly non-independent tracer samples and analysis methods, hence
leading to significant correlations among the LMC distances reported in
subsequent articles. Based on a careful, weighted combination, in a statistical
sense, of the main stellar population tracers, we recommend that a slightly
adjusted canonical distance modulus of (m-M)_0 = 18.49 +- 0.09 mag be used for
all practical purposes that require a general distance scale without the need
for accuracies of better than a few percent.Comment: 35 pages (AASTeX preprint format), 5 postscript figures; AJ, in

Coherent spin control by electrical manipulation of the magnetic anisotropy
High-spin paramagnetic manganese defects in polar piezoelectric zinc oxide
exhibit a simple almost axial anisotropy and phase coherence times of the order
of a millisecond at low temperatures. The anisotropy energy is tunable using an
externally applied electric field. This can be used to control electrically the
phase of spin superpositions and to drive spin transitions with resonant
microwave electric fields
THE NATIONAL AND REGIONAL IMPORTANCE OF WHOLESALE PRODUCE MARKETS
The results of a three-year study to establish baseline estimates of the importance of wholesale produce markets (WPM) are reported. It is estimated that a third of all produce marketed in the United States and Canada goes through WPM. These facilities tend to be most important in larger urban areas. Gate and unloading fees commonly charged at WPM may place them at a competitive disadvantage relative to off-market sites.Agribusiness,
Ground vortex flow field investigation
Flow field investigations were conducted at the NASA Ames-Dryden Flow Visualization Facility (water tunnel) to investigate the ground effect produced by the impingement of jets from aircraft nozzles on a ground board in a STOL operation. Effects on the overall flow field with both a stationary and a moving ground board were photographed and compared with similar data found in other references. Nozzle jet impingement angles, nozzle and inlet interaction, side-by-side nozzles, nozzles in tandem, and nozzles and inlets mounted on a flat plate model were investigated. Results show that the wall jet that generates the ground effect is unsteady and the boundary between the ground vortex flow field and the free-stream flow is unsteady. Additionally, the forward projection of the ground vortex flow field with a moving ground board is one-third less than that measured over a fixed ground board. Results also showed that inlets did not alter the ground vortex flow field
