Probabilistic design of power-system special stability controls

A probabilistic approach to the design of power-system special stability controls is presented here. Using Monte-Carlo simulations, it takes into account all the potential causes of blackouts, slow and fast dynamics, and modeling uncertainties. A large number of scenarios are simulated in parallel by time-domain numerical integration, and the relevant parameters of the resulting system trajectories are stored in a database. Data-mining tools are used to identify the most important system weaknesses and possible improvements. Trace element concentrations in European pond turtles (Emys orbicularis) from Brenne Natural Park, France

International audienceWe assessed trace elements concentration in European pond turtle (Emys orbicularis) from Brenne Natural Park (France). We sampled road-killed turtles (N = 46) to measure the concentrations of 4 non-essential (Ag, Cd, Hg, and Pb) and 10 essential (As, Co, Cr, Cu, Fe, Mn, Ni, Se, V, and Zn) elements in muscle, skin, liver and claws. Body size or sex did not influence the concentrations of most elements; except for Hg (liver, skin and claws) and Zn (muscle) which increased with body size. We found relatively high concentrations of Hg and Zn, possibly linked to fish farming. This result deserves future investigations to evaluate possible ecotoxicological effects on E. orbicularis

French participation in the Soviet Phobos mission

International audienceThe soviet mission to Phobos and Mars was launched in July 88. It carries some thirty experiments on board, designed on a broad international basis, devoted to studying the planet Mars and its viscinity, its natural satellite Phobos, the Sun and the Interplanetary Medium. France, through its laboratories participating in a number of experiments and the CNES Space Center at Toulouse in the Phobos spacecraft navigation operations, is the main partner of the Soviet Union in the Phobos mission. Different experiments on the spacecraft are discribed (ISM, AUGUSTE, IPHIR, PWS, LILAS and APEX, the active DION and LIMA-D experiments) as well as the French participation in the long-term automated lander: DAS (cameras, STENOPEE). The first scientific results are presented. The CNES contribution to the international cooperation for Phobos navigation are also described (methods and results)

La réception de la philosophie allemande en France aux XIXe et XXe siècles

La philosophie allemande a toujours eu en France une réelle influence. Toutefois, celle-ci a varié en intensité selon les époques et s’est exercée parfois avec un décalage important, mais elle a pu aussi se manifester dans des dimensions de la culture en général moins connues du public philosophique. Un colloque international, tenu à Lille en 1991 dans le cadre des accords entre les universités de Halle et de Lille et organisé par le Centre Éric Weil, s’est donné pour objet d’approfondir ce thème en retenant trois grandes périodes, le début du xixe siècle, la fin du xixe et le début du xxe, la période contemporaine. Ce volume rassemble les contributions, de façon interdisciplinaire, d’éminents spécialistes, étrangers et français, de la culture allemande. Ces études analysent la manière dont la pensée allemande, sur une durée de deux siècles, a été approchée, assimilée, interprétée. Elles présentent différentes facettes d’une réception souvent positive, parfois négative et examinent comment se sont effectuées, de la lente prise de contact des Idéologues avec une pensée, celle de Kant, qu’ils étaient peu préparés à comprendre jusqu’à l’irruption de Heidegger dans le contexte français, différentes modalités de ce rapport, du simple contact à une véritable réappropriation
