Magnetic shielding and vacuum test for passive hydrogen masers
Vibration tests on high permeability magnetic shields used in the SAO-NRL Advanced Development Model (ADM) hydrogen maser were made. Magnetic shielding factors were measured before and after vibration. Preliminary results indicate considerable (25%) degradation. Test results on the NRL designed vacuum pumping station for the ADM hydrogen maser are also discussed. This system employs sintered zirconium carbon getter pumps to pump hydrogen plus small ion pumps to pump the inert gases. In situ activation tests and pumping characteristics indicate that the system can meet design specifications

security of nuclear fuel supply internationally are addressed. The
structure of international markets for nuclear fuel is delineated; this
includes an analysis of the political constraints on fuel availability,
especially the connection to supplier nonproliferation policies. The
historical development of nuclear fuel assurance problems is explored and
an assessment is made of future trends in supply and demand and in the
political context in which fuel trade will take place in the future.
Finally, key events and policies which will affect future assurance are

The Local Group Census: planetary nebulae in Sextans B
Five planetary nebulae (PNe) have been discovered in the nearby dwarf
irregular galaxy. Emission line images were obtained using the Wide Field
Camera of the 2.5m Isaac Newton Telescope (INT) at La Palma (Spain). The
candidate PNe were identified by their point-like appearance and relatively
strong [OIII] emission-line fluxes. They are located within a galactocentric
distance of 2.8 arcmin, corresponding to 1.1 kpc at the distance of Sextans B.
Luminosities are in the range 1800--5600Lsolar. Sextans B is one of the
smallest dwarf irregular galaxies with a PN population. The number of PNe
detected suggest an enhanced star formation rate between 1 and 5 Gyr ago.Comment: 7 pages, 2 figure

Orientation Studies in the Dibenzofuran Series
2-Hydroxydibenzofuran on bromination gives 1-bromo-2-hydroxydibenzofuran (m.p., 123.5°) and 2-hydroxy-3-bromo-dibenzofuran (m. p., 143-144°). The corresponding products but in a different ratio are obtained by the bromination of 2-methoxydibenzofuran. The allyl ether of 2-hydroxydibenzofuran rearranges to 1-allyl-2-hydroxydihenzofuran (m.p., 82.5°-83°), the methyl ether of which melts at 68°. Also, 2-hydrozydibenzofuran and benzenediazonium chloride couple to give l-phenylazo-2-hyclroxydibenzofuran. The 3-hydroxydibenzofuran couples to give 2-phenylazo-3- hydroxydibenzofuran (m. p., 166°), the structure of which was established by conversion to 2-bromo-3-hydroxydibenzofuran (m.p., 166°), the structure of which was established by conversion to 2-bromo-3-hydroxydibenzofuran (m.p., 115°-116°)
Optical Detection of Two Intermediate Mass Binary Pulsar Companions
We report the detection of probable optical counterparts for two Intermediate
Mass Binary Pulsar (IMBP) systems, PSR J1528-3146 and PSR J1757-5322. Recent
radio pulsar surveys have uncovered a handful of these systems with putative
massive white dwarf companions, thought to have an evolutionary history
different from that of the more numerous class of Low Mass Binary Pulsars
(LMBPs) with He white dwarf companions. The study of IMBP companions via
optical observations offers us several new diagnostics: the evolution of main
sequence stars near the white-dwarf-neutron star boundary, the physics of white
dwarfs close to the Chandrasekhar limit, and insights into the recycling
process by which old pulsars are spun up to high rotation frequencies. We were
unsuccessful in our attempt to detect optical counterparts of PSR J1141-6545,
PSR J1157-5112, PSR J1435-6100, and PSR J1454-5846.Comment: 9 pages, 2 figures, accepted for publication in ApJ
Modeling the Transport Sector: The Role of Existing Fuel Taxes in Climate Policy
Abstract in HTML and technical report in PDF available on the Massachusetts Institute of Technology Joint Program on the Science and Policy of Global Change website (http://mit.edu/globalchange/www/).Existing fuel taxes play a major role in determining the welfare effects of exempting the transportation sector from measures to control greenhouse gases. To study this phenomenon we modify the MIT Emissions Prediction and Policy Analysis (EPPA) model to disaggregate the household transportation sector. This improvement requires an extension of the GTAP data set that underlies the model. The revised and extended facility is then used to compare economic costs of cap-and-trade systems differentiated by sector, focusing on two regions: the USA where the fuel taxes are low, and Europe where the fuel taxes are high. We find that the interplay between carbon policies and pre-existing taxes leads to different results in these regions: in the USA exemption of transport from such a system would increase the welfare cost of achieving a national emissions target, while in Europe such exemptions will correct pre-existing distortions and reduce the cost.Supported by the US Department of Energy, Office of Biological and Environmental Research [BER] (DE-FG02-94ER61937); the US Environmental Protection Agency (X-827703-01-0); the Electric Power Research Institute; and by a consortium of industry and foundation sponsors
