    Policies to Create and Destroy Human Capital in Europe

    Trends in skill bias and greater turbulence in modern labor markets put wages and employment prospects of unskilled workers under pressure. Weak incentives to utilize and maintain skills over the life-cycle become manifest with the ageing of the population. Reinvention of human capital policies is required to avoid increasing welfare state dependency among the unskilled and to reduce inefficiencies in human capital formation. Policy makers should acknowledge strong dynamic complementarities in skill formation. Investments in the human capital of children should expand relative to investment in older workers. There is no trade-off between equity and efficiency at early ages of human development but there is a substantial trade-off at later ages. Later remediation of skill deficits acquired in early years is often ineffective. Active labor market and training policies should therefore be reformulated. Skill formation is impaired when the returns to skill formation are low due to low skill use and insufficient skill maintenance later on in life. High marginal tax rates and generous benefit systems reduce labor force participation rates and hours worked and thereby lower the utilization rate of human capital. Tax-benefit systems should be reconsidered as they increasingly redistribute resources from outsiders to insiders in labor markets which is both distortionary and inequitable.     Loading and testing a light scattering cell with a binary fluid mixture near its critical composition

    Critical phenomena has been the subject of physics research for many years. However, only in recent years has the research effort become intense. The current intensity has caused the study of critical phenomena to be grouped into a previous older era and a present contemporary era. Turbidity cell filling with methanol cyclohexane is one of the first steps toward a further understanding of critical phenomena. Work performed during the research period is outlined. During this period, research was spent developing apparatus and techniques that will make it possible to study critical phenomena through turbidity measurements on methanol cyclohexane. Topics covered range from the orientation of turbidity cell parts for assembly to the filling apparatus and procedure used when th cell is built. The last section will briefly cover some of the observations made when viewing the cell in a controlled water bath. However, before mention is made of the specifics of the summer research, a short introduction to critical phenomena and turbidity and how they relate to this experiment is provided

    A Sensitivity and Array-Configuration Study for Measuring the Power Spectrum of 21cm Emission from Reionization

    Telescopes aiming to measure 21cm emission from the Epoch of Reionization must toe a careful line, balancing the need for raw sensitivity against the stringent calibration requirements for removing bright foregrounds. It is unclear what the optimal design is for achieving both of these goals. Via a pedagogical derivation of an interferometer's response to the power spectrum of 21cm reionization fluctuations, we show that even under optimistic scenarios, first-generation arrays will yield low-SNR detections, and that different compact array configurations can substantially alter sensitivity. We explore the sensitivity gains of array configurations that yield high redundancy in the uv-plane -- configurations that have been largely ignored since the advent of self-calibration for high-dynamic-range imaging. We first introduce a mathematical framework to generate optimal minimum-redundancy configurations for imaging. We contrast the sensitivity of such configurations with high-redundancy configurations, finding that high-redundancy configurations can improve power-spectrum sensitivity by more than an order of magnitude. We explore how high-redundancy array configurations can be tuned to various angular scales, enabling array sensitivity to be directed away from regions of the uv-plane (such as the origin) where foregrounds are brighter and where instrumental systematics are more problematic. We demonstrate that a 132-antenna deployment of the Precision Array for Probing the Epoch of Reionization (PAPER) observing for 120 days in a high-redundancy configuration will, under ideal conditions, have the requisite sensitivity to detect the power spectrum of the 21cm signal from reionization at a 3\sigma level at k<0.25h Mpc^{-1} in a bin of \Delta ln k=1.
