Nipah virus, the consecutive 2018 and 2019 floods, the internal social, economic, and political struggles have had a significant impact on the lives of people in Kerala, India.   While the state of Kerala was trying to get back to some form of stability, Covid-19 slams into, in an unprecedented way, drastically disrupting the lives of many. It has shaken the interconnectedness and interdependence of families and placed communities in a state of fear, anxiety, and uncertainty. This article is about the vulnerabilities, experiences, voices, and untold stories of courage and resilience among people in Kerala. Authors present a reflective analysis of the multidimensional impact of Covid-19 on the ordinary lives of the people of Kerala.  The deleterious impact of the Covid-19 pandemic on the entire humanity reckons the attention of governments, economists, educators, social scientists, medical and allied professionals, including social workers, to make concerted efforts to preserve and promote human well-being. Taking into consideration the structural inequalities in society, the present paper utilises a critical social work theoretical lens to analyse how it has impacted the well-being of people, especially the marginalised and vulnerable communities in Kerala

Kerala, a state with high development indices distinguished with its Kerala Model of Development (UN, 1975), is also affected by recent Pandemic COVID'19 as other states and nations worldwide.  The existing socio-economic analysis of the State reveals that the land reforms, promotion of education, and early introduction of participatory governance through Panchayati Raj Institutions (PRIs) have contributed to the State's socio-economic and political advancement. These factors played a significant role in the fight against the pandemic. This study is an attempt to answer what are the future economic and health challenges as the State, Kerala Model of Development, is faced with COVID'19? The specific objectives further guide this— to study the economic challenges ahead of the State as the tertiary sector is faced with challenges to contribute to the economy and attempted to study the possible ways to address health issues in the State. The researchers conducted an in-depth interview among 10 social scientists and economists of Kerala using purposive sampling to obtain primary data, which has been supported by secondary resources. The researchers did a thematic analysis of the primary data collected, further corroborated by secondary data. The study reveals that the State's current scenario during the pandemic, the grass-root empowerment in all spheres of life clubbed with administrative guidance, resulted in well-equipped public health care service delivery. The fall in the tertiary sector's income has decisively affected the State's economy, especially in agriculture, health, IT, tourism, labour, and foreign remittance. The State's economic and social equilibrium will face challenges in addressing issues in the post-COVID era. Even though the State suffered some increased Covid-19 cases recently, after expatriates' return, the dimensions mentioned above assisted the State in its fight against COVID'19. To address the challenges to the Kerala Model of Development, especially the post-COVID-19 requirements of the State demands interrogation, introspection, and integration of the current policies that majorly depend on the tertiary sector and initiate policies, plans, and programmes to strike a balance between all sectors, especially providing impetus to the primary sector so that a failure in one sector can be compensated by the other

Efficient RNA Isoform Identification and Quantification from RNA-Seq Data with Network Flows

International audienceSeveral state-of-the-art methods for isoform identification and quantification are based on l1- regularized regression, such as the Lasso. However, explicitly listing the--possibly exponentially-- large set of candidate transcripts is intractable for genes with many exons. For this reason, existing approaches using the l1-penalty are either restricted to genes with few exons, or only run the regression algorithm on a small set of pre-selected isoforms. We introduce a new technique called FlipFlop which can efficiently tackle the sparse estimation problem on the full set of candidate isoforms by using network flow optimization. Our technique removes the need of a preselection step, leading to better isoform identification while keeping a low computational cost. Experiments with synthetic and real RNA-Seq data confirm that our approach is more accurate than alternative methods and one of the fastest available. Source code is freely available as an R package from the Bioconductor web site (http://www.bioconductor.org/) and more information is available at http://cbio.ensmp.fr/flipflop

ABSTRACT: Gambling is a crime, namely betting an amount of money where the winner gets the betting money or in other words a battle of fate. The problem of gambling can be detrimental to society and the morals of our nation, basically this crime causes public order, peace and security to be disrupted. Besides that, the influence on children is very large, they will join in committing gambling crimes that they see happening in their environment, which will negatively affect the psychology of children and cause material losses for those who do it. Even though the prohibition of gambling both offline and using electronic media or more familiarly known as online gambling has been very strictly regulated in several laws and regulations, in fact this gambling is increasingly widespread in society. Even with the many regulations that tighten the scope of gambling, gamblers are even more innovative in running this business. Gambling means that an act can be punished by the existence of regulations. If someone has committed a crime of gambling, then he can only be tried based on the criminal laws and regulations that were in effect at the time the act was committed. Online gambling is one type of Cyber Crime action. namely the misuse of technology for gambling, online gambling itself has been regulated in Law No. 11 of 2008 concerning Information and Electronic Transactions. And the article that regulates online gambling is listed in article 27 paragraph 2

A convex formulation for joint RNA isoform detection and quantification from multiple RNA-seq samples

International audienceDetecting and quantifying isoforms from RNA-seq data is an important but challenging task. The problem is often ill-posed, particularly at low coverage. One promising direction is to exploit several samples simultaneously. We propose a new method for solving the isoform deconvolution problem jointly across several samples. We formulate a convex optimization problem that allows to share information between samples and that we solve efficiently. We demonstrate the benefits of combining several samples on simulated and real data, and show that our approach outperforms pooling strategies and methods based on integer programming. Our convex formulation to jointly detect and quantify isoforms from RNA-seq data of multiple related samples is a computationally efficient approach to leverage the hypotheses that some isoforms are likely to be present in several samples. Background: Cataract increases intraocular light scatter which affects the retinal image contrast and sensitivity.Symptomatic patients with cataract complain of a drop in the quality of vision or glare affecting daily routine evenwith preserved visual acuity. This study was aimed to quantify the drop in the glare induced visual acuity (VA) andcontrast sensitivity (CS) in different morphological types of cataracts. Material and methods: This was an observational study on a prospective cohort, conducted at a tertiary-carecentre in South-India. Patients admitted for cataract surgeries between March and September 2017 with BCVA ≥6/60 (Snellen) and ≥ 40 years were enrolled. LogMAR VA and CS were measured pre and post-operatively, with andwithout glare induction using brightness acuity tester. Patients were sub-categorised based on morphology and thepresence of glare as a symptom. Paired-t test for the pre- and post-operative values and analysis with Bonferroni’sadjustment were the statistical methods used. Results: Data of 78 patients were sub-categorised and analysed. Glare induction with high glare was significant inall the studied groups. LogMAR VA was affected most in group 3 (0.20, 10 letters, p < 0.05) and the CS in group2 (0.62, 4.1 step drop, p < 0.05). Patients who had glare as a symptom had an average greater drop in LogMAR VA(0.30, p = 0.01) and CS (–0.29, p = 0.03) when induced with a high glare. Conclusions: All morphological types of cataracts affect VA and CS to a greater extent in conditions of brightlighting. Glare induced VA and CS testing is a sensitive and an adjunct tool to traditional high contrast VA testing,in evaluating the visual dysfunction of patients presenting with symptomatic cataracts
