Measuring black-hole parameters and testing general relativity using gravitational-wave data from space-based interferometers
Among the expected sources of gravitational waves for the Laser
Interferometer Space Antenna (LISA) is the capture of solar-mass compact stars
by massive black holes residing in galactic centers. We construct a simple
model for such a capture, in which the compact star moves freely on a circular
orbit in the equatorial plane of the massive black hole. We consider the
gravitational waves emitted during the late stages of orbital evolution,
shortly before the orbiting mass reaches the innermost stable circular orbit.
We construct a simple model for the gravitational-wave signal, in which the
phasing of the waves plays the dominant role. The signal's behavior depends on
a number of parameters, including , the mass of the orbiting star, ,
the mass of the central black hole, and , the black hole's angular momentum.
We calculate, using our simplified model, and in the limit of large
signal-to-noise ratio, the accuracy with which these quantities can be
estimated during a gravitational-wave measurement. Our simplified model also
suggests a method for experimentally testing the strong-field predictions of

Investigation of the Jahn-Teller Transition in TiF3 using Density Functional Theory
We use first principles density functional theory to calculate electronic and
magnetic properties of TiF3 using the full potential linearized augmented plane
wave method. The LDA approximation predicts a fully saturated ferromagnetic
metal and finds degenerate energy minima for high and low symmetry structures.
The experimentally observed Jahn-Teller phase transition at Tc=370K can not be
driven by the electron-phonon interaction alone, which is usually described
accurately by LDA.
Electron correlations beyond LDA are essential to lift the degeneracy of the
singly occupied Ti t2g orbital. Although the on-site Coulomb correlations are
important, the direction of the t2g-level splitting is determined by the
dipole-dipole interactions. The LDA+U functional predicts an aniferromagnetic
insulator with an orbitally ordered ground state. The input parameters U=8.1 eV
and J=0.9 eV for the Ti 3d orbital were found by varying the total charge on
the TiF ion using the molecular NRLMOL code. We estimate the
Heisenberg exchange constant for spin-1/2 on a cubic lattice to be
approximately 24 K. The symmetry lowering energy in LDA+U is about 900 K per

Electromagnetic Casimir densities for a wedge with a coaxial cylindrical shell
Vacuum expectation values of the field square and the energy-momentum tensor
for the electromagnetic field are investigated for the geometry of a wedge with
a coaxal cylindrical boundary. All boundaries are assumed to be perfectly
conducting and both regions inside and outside the shell are considered. By
using the generalized Abel-Plana formula, the vacuum expectation values are
presented in the form of the sum of two terms. The first one corresponds to the
geometry of the wedge without the cylindrical shell and the second term is
induced by the presence of the shell. The vacuum energy density induced by the
shell is negative for the interior region and is positive for the exterior
region. The asymptotic behavior of the vacuum expectation values are
investigated in various limiting cases. It is shown that the vacuum forces
acting on the wedge sides due to the presence of the cylindrical boundary are

Dynamical stability of infinite homogeneous self-gravitating systems: application of the Nyquist method
We complete classical investigations concerning the dynamical stability of an
infinite homogeneous gaseous medium described by the Euler-Poisson system or an
infinite homogeneous stellar system described by the Vlasov-Poisson system
(Jeans problem). To determine the stability of an infinite homogeneous stellar
system with respect to a perturbation of wavenumber k, we apply the Nyquist
method. We first consider the case of single-humped distributions and show
that, for infinite homogeneous systems, the onset of instability is the same in
a stellar system and in the corresponding barotropic gas, contrary to the case
of inhomogeneous systems. We show that this result is true for any symmetric
single-humped velocity distribution, not only for the Maxwellian. If we
specialize on isothermal and polytropic distributions, analytical expressions
for the growth rate, damping rate and pulsation period of the perturbation can
be given. Then, we consider the Vlasov stability of symmetric and asymmetric
double-humped distributions (two-stream stellar systems) and determine the
stability diagrams depending on the degree of asymmetry. We compare these
results with the Euler stability of two self-gravitating gaseous streams.
Finally, we determine the corresponding stability diagrams in the case of
plasmas and compare the results with self-gravitating systems

For example, in the US business sector, IS continues yearly to consume about 30% of total investments made [5]. Recent research document that IS supports the creation of business value, with particular emphasis on an organization’s innovation and change capabilities [1, 3]. Traditionally, research in IS has been interdisciplinary in nature - since it draws on innovation theory, models of value creation, actors’ roles and behaviors, the creation and running of task oriented groups, and how these relate to organizational structures and mechanisms [24]. Throughout its history the question of benefits from investing in IS has been lively discussed
Comparison of the high energy models for neutral meson photoproduction and the related hadronic processes
To critically compare the Michigan and Argonne models we perform simultaneus fits to the high-energy data for [pi]0 and [nu] photoproduction together with that for the related hadronic vector meson production reactions, in particular that for [pi]+n --> [omega]p. Thus all constraints on these models are considered simultaneously. Particular attention is given to the strength of absoptive cuts in both models, and to the role of the B-meson exchange in filling dips in the Argonne model. We find that the [varrho]-Pomeron cuts (i.e. cuts associated with large helicity flip at the N vertex) are essential to introducing unnatural parity exchange in the Michigan model, and that the B-meson contribution is incapable of filling unwanted dips which appear in any model with nonsense wrong signature zeros as required by exchange degeneracy. The flip and non-flip [varrho] and [omega] coupling strengths at the N vertex are determined. Predictions are made for various polarization asymmetries for [gamma]p --> [pi]0p and [gamma]p --> [eta]p. Forum on Weathering Steel for Highway Structures: Summary Report
DTFJ61-88-R-00079On July 12-13, 1988 the Office of Research, Development and Technology of the Federal Highway Administration hosted a forum on Weathering Steel for Highway Structures. This conference took place at the Ramada Hotel in Alexandria, Virginia. The major objectives of this forum were to examine the state of the art in weathering steel use and maintenance, to develop rules for its use in new construction, and for maintenance of existing structures. The forum brought together 131 participants representing Federal and State governments and industry. The forum was organized into four main sessions, including a panel discussion and several individual presentations. The report summarizes the forum
