The United States Air Force and the Department of Defense are moving toward normalizing space operations, from specialized one-of-a-kind launch to standardized launch, much as they provide airlift today. Normalized launch will enhance our capability to meet contingency operations responsive to the rapidly changing world geopolitical situation. The current space infrastructure will not fully support future launch operation concepts. We must be more sensitive to environmental concerns, and improved performance standards are needed for future space facilities* The Air Force is taking the lead in bringing together the worldwide space community in developing a process for performance planning of future space bases
Strong Water Absorption in the Dayside Emission Spectrum of the Planet HD 189733b
Recent observations of the extrasolar planet HD 189733b did not reveal the
presence of water in the emission spectrum of the planet. Yet models of such
'Hot Jupiter' planets predict an abundance of atmospheric water vapour.
Validating and constraining these models is crucial for understanding the
physics and chemistry of planetary atmospheres in extreme environments.
Indications of the presence of water in the atmosphere of HD 189733b have
recently been found in transmission spectra, where the planet's atmosphere
selectively absorbs the light of the parent star, and in broadband photometry.
Here we report on the detection of strong water absorption in a high
signal-to-noise, mid-infrared emission spectrum of the planet itself. We find
both a strong downturn in the flux ratio below 10 microns and discrete spectral
features that are characteristic of strong absorption by water vapour. The
differences between these and previous observations are significant and admit
the possibility that predicted planetary-scale dynamical weather structures
might alter the emission spectrum over time. Models that match the observed
spectrum and the broadband photometry suggest that heat distribution from the
dayside to the night side is weak. Reconciling this with the high night side
temperature will require a better understanding of atmospheric circulation or

Available from American Astronomical Society / IOP Publishing via the DOI in this record.Multi-star systems are common, yet little is known about a stellar companion's influence on the formation and evolution of planetary systems. For instance, stellar companions may have facilitated the inward migration of hot Jupiters toward to their present day positions. Many observed short-period gas giant planets also have orbits that are misaligned with respect to their star's spin axis, which has also been attributed to the presence of a massive outer companion on a non-coplanar orbit. We present the results of a multi-band direct imaging survey using Keck NIRC2 to measure the fraction of short-period gas giant planets found in multi-star systems. Over three years, we completed a survey of 50 targets ("Friends of Hot Jupiters") with 27 targets showing some signature of multi-body interaction (misaligned or eccentric orbits) and 23 targets in a control sample (well-aligned and circular orbits). We report the masses, projected separations, and confirmed common proper motion for the 19 stellar companions found around 17 stars. Correcting for survey incompleteness, we report companion fractions of 48% ± 9%, 47% ± 12%, and 51% ± 13% in our total, misaligned/eccentric, and control samples, respectively. This total stellar companion fraction is 2.8σ larger than the fraction of field stars with companions approximately 50-2000 AU. We observe no correlation between misaligned/eccentric hot Jupiter systems and the incidence of stellar companions. Combining this result with our previous radial velocity survey, we determine that 72% ± 16% of hot Jupiters are part of multi-planet and/or multi-star systems.This work was supported by NASA grant NNX14AD24G. The dependence of the mixing amplitude is analyzed with
the use of the QCD sum rules and the dispersion relation. Going off shell the
mixing decreases, changes sign at and is
negative in the space like region. Implications of this result to the isospin

Exoplanets and SETI
The discovery of exoplanets has both focused and expanded the search for
extraterrestrial intelligence. The consideration of Earth as an exoplanet, the
knowledge of the orbital parameters of individual exoplanets, and our new
understanding of the prevalence of exoplanets throughout the galaxy have all
altered the search strategies of communication SETI efforts, by inspiring new
"Schelling points" (i.e. optimal search strategies for beacons). Future efforts
to characterize individual planets photometrically and spectroscopically, with
imaging and via transit, will also allow for searches for a variety of
technosignatures on their surfaces, in their atmospheres, and in orbit around
them. In the near-term, searches for new planetary systems might even turn up
