Towards predicting post-editing productivity
Machine translation (MT) quality is generally measured via automatic metrics, producing scores that have no meaning for translators who are required to post-edit MT output or for project managers who have to plan and budget for transla- tion projects. This paper investigates correlations between two such automatic metrics (general text matcher and translation edit rate) and post-editing productivity. For the purposes of this paper, productivity is measured via processing speed and cognitive measures of effort using eye tracking as a tool. Processing speed, average fixation time and count are found to correlate well with the scores for groups of segments. Segments with high GTM and TER scores require substantially less time and cognitive effort than medium or low-scoring segments. Future research involving score thresholds and confidence estimation is suggested
Exact zero-point energy shift in the , many modes dynamic Jahn-Teller systems at strong coupling
We find the exact semiclassical (strong coupling) zero-point energy shifts
applicable to the and dynamic Jahn-Teller
problems, for an arbitrary number of discrete vibrational modes
simultaneously coupled to one single electronic level. We also obtain an
analytical formula for the frequency of the resulting normal modes, which has
an attractive and apparently general Slater-Koster form. The limits of validity
of this approach are assessed by comparison with O'Brien's previous
effective-mode approach, and with accurate numerical diagonalizations.

Water Scarcity and Water Markets: A Comparison of Institutions and Practices in the Murray-Darling Basin of Australia and the Western US
Water markets in Australia’s Murray-Darling Basin (MDB) and the US west are compared in terms of their ability to allocate scarce water resources among competing uses. Both locations have been in the forefront of the development of water markets with defined water rights and conveyance structures to assist in the reallocation of water across competing demands. They also share the challenge of managing water with climate variability and climate change. As these two markets occur in developed, wealthy countries, their experiences in water markets with different water rights (appropriative, riparian and statutory rights) provide ‘best-case’ scenarios of what institutional arrangements work best, indicate which are less effective, and demonstrate what might be possible for greater use of water markets elsewhere in the world. The paper finds that the gains from trade in the MDB is worth hundreds of millions of dollars in per year, total turnover in water rights exceeds 4.3 billion (2008 $) spent or committed by urban buyers between 1987 and 2008. Despite the clear benefits of water markets in both locations, there are on-going restrictions to trade that limit the potential gains and also third-party effects from use that require resolution.
Thermal radio emission from novae & symbiotics with the Square Kilometre Array
The thermal radio emission of novae during outburst enables us to derive
fundamental quantities such as the ejected mass, kinetic energy, and density
profile of the ejecta. Recent observations with newly-upgraded facilities such
as the VLA and e-MERLIN are just beginning to reveal the incredibly complex
processes of mass ejection in novae (ejections appear to often proceed in
multiple phases and over prolonged timescales). Symbiotic stars can also
exhibit outbursts, which are sometimes accompanied by the expulsion of material
in jets. However, unlike novae, the long-term thermal radio emission of
symbiotics originates in the wind of the giant secondary star, which is
irradiated by the hot white dwarf. The effect of the white dwarf on the giant's
wind is strongly time variable, and the physical mechanism driving these
variations remains a mystery (possibilities include accretion instabilities and
time-variable nuclear burning on the white dwarf's surface).
The exquisite sensitivity of SKA1 will enable us to survey novae throughout
the Galaxy, unveiling statistically complete populations. With SKA2 it will be
possible to carry out similar studies in the Magellanic Clouds. This will
enable high-quality tests of the theory behind accretion and mass loss from
accreting white dwarfs, with significant implications for determining their
possible role as Type Ia supernova progenitors. Observations with SKA1-MID in
particular, over a broad range of frequencies, but with emphasis on the higher
frequencies, will provide an unparalleled view of the physical processes
driving mass ejection and resulting in the diversity of novae, whilst also

The SSS phase of RS Ophiuchi observed with Chandra and XMM-Newton I.: Data and preliminary Modeling
The phase of Super-Soft-Source (SSS) emission of the sixth recorded outburst
of the recurrent nova RS Oph was observed twice with Chandra and once with
XMM-Newton. The observations were taken on days 39.7, 54.0, and 66.9 after
outburst. We confirm a 35-sec period on day 54.0 and found that it originates
from the SSS emission and not from the shock. We discus the bound-free
absorption by neutral elements in the line of sight, resonance absorption lines
plus self-absorbed emission line components, collisionally excited emission
lines from the shock, He-like intersystem lines, and spectral changes during an
episode of high-amplitude variability. We find a decrease of the oxygen K-shell
absorption edge that can be explained by photoionization of oxygen. The
absorption component has average velocities of -1286+-267 km/s on day 39.7 and
of -771+-65 km/s on day 66.9. The wavelengths of the emission line components
are consistent with their rest wavelengths as confirmed by measurements of
non-self absorbed He-like intersystem lines. We have evidence that these lines
originate from the shock rather than the outer layers of the outflow and may be
photoexcited in addition to collisional excitations. We found collisionally
excited emission lines that are fading at wavelengths shorter than 15A that
originate from the radiatively cooling shock. On day 39.5 we find a systematic
blue shift of -526+-114 km/s from these lines. We found anomalous He-like f/i
ratios which indicates either high densities or significant UV radiation near
the plasma where the emission lines are formed. During the phase of strong
variability the spectral hardness light curve overlies the total light curve
when shifted by 1000sec. This can be explained by photoionization of neutral
oxygen in the line of sight if the densities of order 10^{10}-10^{11} cm^{-3}.Comment: 16 pages, 10 figures, 4 tables. Accepted by ApJ; v2: Co-author

Slow spin relaxation in a highly polarized cooperative paramagnet
We report measurements of the ac susceptibility of the cooperative paramagnet
Tb2Ti2O7 in a strong magnetic field. Our data show the expected saturation
maximum in chi(T) and also an unexpected low frequency dependence (< 1 Hz) of
this peak, suggesting very slow spin relaxations are occurring. Measurements on
samples diluted with nonmagnetic Y3+ or Lu3+ and complementary measurements on
pure and diluted Dy2Ti2O7 strongly suggest that the relaxation is associated
with dipolar spin correlations, representing unusual cooperative behavior in a

Demonstration of a simple entangling optical gate and its use in Bell-state analysis
We demonstrate a new architecture for an optical entangling gate that is
significantly simpler than previous realisations, using partially-polarising
beamsplitters so that only a single optical mode-matching condition is
required. We demonstrate operation of a controlled-Z gate in both
continuous-wave and pulsed regimes of operation, fully characterising it in
each case using quantum process tomography. We also demonstrate a
fully-resolving, nondeterministic optical Bell-state analyser based on this
controlled-Z gate. This new architecture is ideally suited to guided optics

Habitat requirements and conservation needs of peripheral populations : the case of the great crested newt (Triturus cristatus) in the Scottish Highlands
Edge populations are of conservation importance because of their roles as reservoirs of evolutionary potential and in understanding a given species’ ecological needs. Mainly due to loss of aquatic breeding sites, the great crested newt Triturus cristatus is amongst the fastest declining amphibian species in Europe. Focusing on the north-westerly limit of the T. cristatus range, in the Scottish Highlands, we aimed to characterise habitat requirements and conservation needs of an isolated set of edge populations. We recorded 129 breeding-pond related environmental parameters, and used a variable-selection procedure followed by random forest analysis to build a predictive model for the species’ present occurrence, as well as for population persistence incorporating data on population losses. The most important variables predicting T. cristatus occurrence and persistence were associated with pond quality, pond shore and surrounding terrestrial habitat (especially mixed Pinus sylvestris - Betula woodland), and differed from those identified in the species’ core range. We propose that habitat management and pond creation should focus on the locally most favourable habitat characteristics to improve the conservation status and resilience of populations. This collaborative work, between conservation agencies and scientific researchers, is presented as an illustrative example of linking research, management and conservation
Lens or Binary? Chandra Observations of the Wide Separation Broad Absorption Line Quasar Pair UM425
We have obtained a 110 ksec Chandra ACIS-S exposure of UM425, a pair of QSOs
at z=1.47 separated by 6.5 arcsec, which show remarkably similar emission and
broad absorption line (BAL) profiles in the optical/UV. Our 5000 count X-ray
spectrum of UM425A (the brighter component) is well-fit with a power law
(photon spectral index Gamma=2.0) partially covered by a hydrogen column of
3.8x10^22 cm^-2. The underlying power-law slope for this object and for other
recent samples of BALQSOs is typical of radio-quiet quasars, lending credence
to the hypothesis that BALs exist in every quasar. Assuming the same Gamma for
the much fainter image of UM425B, we detect an obscuring column 5 times larger.
We search for evidence of an appropriately large lensing mass in our Chandra
image and find weak diffuse emission near the quasar pair, with an X-ray flux
typical of a group of galaxies at redshift z ~ 0.6. From our analysis of
archival HST WFPC2 and NICMOS images, we find no evidence for a luminous
lensing galaxy, but note a 3-sigma excess of galaxies in the UM425 field with
plausible magnitudes for a z=0.6 galaxy group. However, the associated X-ray
emission does not imply sufficient mass to produce the observed image
splitting. The lens scenario thus requires a dark (high M/L ratio) lens, or a
fortuitous configuration of masses along the line of sight. UM425 may instead
be a close binary pair of BALQSOs, which would boost arguments that

Optimal search strategies for hidden targets
What is the fastest way of finding a randomly hidden target? This question of
general relevance is of vital importance for foraging animals. Experimental
observations reveal that the search behaviour of foragers is generally
intermittent: active search phases randomly alternate with phases of fast
ballistic motion. In this letter, we study the efficiency of this type of two
states search strategies, by calculating analytically the mean first passage
time at the target. We model the perception mecanism involved in the active
search phase by a diffusive process. In this framework, we show that the search
strategy is optimal when the average duration of "motion phases" varies like
the power either 3/5 or 2/3 of the average duration of "search phases",
depending on the regime. This scaling accounts for experimental data over a
wide range of species, which suggests that the kinetics of search trajectories
is a determining factor optimized by foragers and that the perception activity
