Understanding the relativegenerosity of governmentfinancial support to familieswith children
The principal of horizontal equity can be interpreted as requiring that householdswith the same pre-transfer incomes and the same consumption needs should receivethe same post-transfer incomes. We argue the generosity of government financialsupport to families with children should be analysed with respect to such a baseline.Although not without problems, equivalence scales form an important part of such aprocedure. The comparison of financial support to families with children with acorresponding equivalence scale, both over time and between countries, should give amore accurate picture of generosity than comparisons of cash values alone. Wediscuss potential advantages and drawbacks of such comparisons, illustrating withcomparisons of the US and UK systems. The main drawback is that we can onlyevaluate the generosity of support for children relative to that for adults. With thisrestriction, horizontal equity is more likely to be achieved for couples with 1 childthan for those with 2 children. For some groups, the US is more generous to children(relative to adults) than the UK, but this difference is partly generated by the USsystem being less generous to childless households than the UK. Effectiveness of tax incentives to boost (retirement) saving:theoretical motivation and empirical evidence
The adequacy of household saving for retirement has become a policy issue all around the world. The UK andUS have been in the vanguard of those countries that have tried to encourage retirement saving by providingtax-favoured treatment for particular savings accounts. We consider empirical evidence from these twocountries regarding the extent to which funds in some specific tax advantaged accounts (IRAs in the US,TESSAs and ISAs in the UK) represent new savings. Our best interpretation of this evidence is that: onlyrelatively small fractions of these funds can be considered to be ?new? saving and so these policies have been anexpensive means of encouraging saving; there has been some deadweight loss from the policies associated with?reshuffling? of existing savings. Continuing improvements in data on individual financial behaviour createscope for future empirical analysis of incentives to save, both within the standard economic framework that weexplain and exploit, and by considering extensions to and adaptations of it

A polymeric substrate is coated with a metal oxide film to provide oxidation protection in low Earth orbital environments. The film contains about 4 volume percent polymer to provide flexibility. A coil of polymer materials moves through an ion beam as it is fed between reels. The ion beam first cleans the polymer material surface and then sputters the film material from a target onto this surface

The global behaviour of nonlinear systems is extremely important in control
and systems theory since the usual local theories will only give information
about a system in some neighbourhood of an operating point. Away from that
point, the system may have totally different behaviour and so the theory
developed for the local system will be useless for the global one.
In this paper we shall consider the analytical and topological structure of
systems on 2- and 3- manifolds and show that it is possible to obtain systems
with 'arbitrarily strange' behaviour, i.e., arbitrary numbers of chaotic
regimes which are knotted and linked in arbitrary ways. We shall do this by
considering Heegaard Splittings of these manifolds and the resulting systems

Deposition of diamondlike carbon films
A diamondlike carbon film is deposited in the surface of a substrate by exposing the surface to an argon ion beam containing a hydrocarbon. The current density in the ion beam is low during initial deposition of the film. Subsequent to this initial low current condition, the ion beam is increased to full power. At the same time, a second argon ion beam is directed toward the surface of the substrate. The second ion beam has an energy level much greater than that of the ion beam containing the hydrocarbon. This addition of energy to the system increases mobility of the condensing atoms and serves to remove lesser bound atoms
Surface texturing of fluoropolymers
A method is disclosed for improving surface texture for adhesive bonding, metal bonding, substrate plating, decal substrate preparation, and biomedical implant applications. The surface to be bonded is dusted in a controlled fashion to produce a disbursed layer of fine mesh particles which serve as masks. The surface texture is produced by impinging gas ions on the masked surface. The textured surface takes the form of pillars or cones. The bonding material, such as a liquid epoxy, flows between the pillars which results in a bond having increased strength. For bonding metals a thin film of metal is vapor or sputter deposited onto the textured surface. Electroplating or electroless plating is then used to increase the metal thickness in the desired amount

Parameter identification in continuum models
Approximation techniques for use in numerical schemes for estimating spatially varying coefficients in continuum models such as those for Euler-Bernoulli beams are discussed. The techniques are based on quintic spline state approximations and cubic spline parameter approximations. Both theoretical and numerical results are presented
Studies of the structure of the plasmasphere as seen by radiosounder measurements aboard the Alovetti-satellite
The structure of the plasmasphere was studied as seen by radiosounder measurements aboard the Alovetti-2 satellite. Magnetic tape data files were obtained from the NASA Ames Research Center to give a reasonably complete set of high latitude electron density profiles. Considerable effort was expended to develop models of ion flow in the topside ionosphere. These models took both H(+) and O(+) into account and permitted various parameter studies to be made of the various factors which affect H(+) escape in polar wind flows. The results of these studies are included. Extensive computer programs were written to display the measured electron density profiles in ways useful to geophysical analysis. The expected mid-latitude trough was easily discernable in the nightime ionosphere at locations expected from similar observations of the plasmapause. In the dayside ionosphere, however, it proved extremely difficult to find any trough-like phenomena. Using the previously developed computer models, it was possible to study the region where the plasmapause appeared to be absent. It was found that over much of the dayside, large fluxes were computed well inside the plasmapause extending down to L-shells as low as 2.5
