Probation, credibility and justice
This paper explores the difficulties that arise for probation agencies or those that deliver community sanctions in developing and maintaining their credibility in prevailing âlate-modernâ social conditions. It begins by questioning the limits of the pursuit and promise of âpublic protectionâ as a source of credibility, and then proceeds to examine the emergence of an alternative strategy â based principally on reparation and âpaybackâ â in Scotland, arguing that these Scottish developments have much to say to the emerging debates in England and Wales (and elsewhere) about the ârehabilitation revolutionâ and the proper use of imprisonment. The paper provides a critical account of the development and meaning of the Scottish version of âpaybackâ, linking it to some important philosophical and empirical studies that may help to steer the development of payback away from a âmerely punitiveâ drift. In the conclusion, I argue that probation agencies and services need to engage much more deeply and urgently with their roles as justice services, rather than as âmereâ crime reduction agencies
21st century social work: reducing re-offending - key practice skills
This literature review was commissioned by the Scottish Executiveâs Social Work Services Inspectorate in order to support the work of the 21st Century Social Work Review Group. Discussions in relation to the future arrangements for criminal justice social work raised issues about which disciplines might best encompass the requisite skills for reducing re-offending in the community. Rather than starting with what is known or understood about the skills of those professionals currently involved in such interventions, this study sought to start with the research evidence on effective work with offenders to reduce re-offending and then work its way back to the skills required to promote this outcome
Reexamining evidence-based practice in community corrections: beyond 'a confined view' of what works
This article aims to reexamine the development and scope of evidence-based practice (EBP) in community corrections by exploring three sets of issues. Firstly, we examine the relationships between the contested purposes of community supervision and their relationships to questions of evidence. Secondly, we explore the range of forms of evidence that might inform the pursuit of one purpose of supervisionâthe rehabilitation of offendersâmaking the case for a fuller engagement with âdesistanceâ research in supporting this process. Thirdly, we examine who can and should be involved in conversations about EBP, arguing that both ex/offendersâ and practitionersâ voices need to be respected and heard in this debate
Seeing and believing: Observing desistance-focused practice and enduring values in the National Probation Service
This article focuses on the feasibility of using a desistance-focused approach in the National Probation Service (NPS) in the post-Transforming Rehabilitation (TR) context. Findings are drawn from an exploratory study undertaken in one NPS Division, which used triangulation of three data collection methods; observations of one-to-one supervision sessions, documentary analysis and practitioner focus groups. Findings show that practitioners use elements of a desistance-focussed approach, although not exclusively. Values based upon belief in the capacity to change and the need to offer support endure, despite mass organisational upheaval. The article concludes by suggesting that this 'enduring habitus' of probation could be an enabler for a desistance-focused approach but instrumentalism in policy and practice is a significant barrier

Assessing the Pedagogical Impact of the VaNTH Engineering Research Center on Faculty and Postdoctoral Professionals
From 1999 to 2007, the Vanderbilt-Northwestern-Texas-Harvard/MIT (VaNTH) Engineering Research Center focused on improving bioengineering education through the applications of learning science, learning technology, and assessment and evaluation within the domain of bioengineering. This paper discusses results from a survey to explore the impact of the VaNTH experience on participating faculty and postdoctoral professionals. The results note that respondents differed in their familiarity with and applications of dimensions of the âHow People Learnâ framework and in their operationalization of effective instruction after their participation in VaNTH. Implications for teaching and learning with the context of a Center model are discussed along with next steps for exploring the experiences of faculty and professionals engaged in the VaNTH ERC
The heterogeneous OH oxidation of palmitic acid in single component and internally mixed aerosol particles: vaporization, secondary chemistry, and the role of particle phase
International audienceWe studied the OH oxidation of submicron aerosol particles consisting of pure palmitic acid (PA) or thin (near monolayer) coatings of PA on aqueous and effloresced inorganic salt particles. Experiments were performed as a function of particle size and OH exposure using a continuous-flow photochemical reaction chamber coupled to a chemical ionization mass spectrometer (CIMS) system, for detection of gas and particle-bound organics, and a DMA/CPC for monitoring particle size distributions. The loss rate of PA observed for pure PA aerosols and PA on crystalline NaCl aerosols indicates that the OH oxidation of PA at the gas-aerosol interface is efficient. The pure PA oxidation data are well represented by a model consisting of four main processes: 1) surface-only reactions between OH and palmitic acid, 2) secondary reactions between palmitic acid and OH oxidation products, 3) volatilization of condensed-phase mass, and 4) a surface renewal process. Using this model we infer a value of ?OH between 0.8 and 1. The oxidation of palmitic acid in thin film coatings of salt particles is also efficient, though the inferred ?OH is lower, ranging from ~0.3 (+0.1/?0.05) for coatings on solid NaCl and ~0.05 (±0.01) on aqueous NaCl particles. These results, together with simultaneous data on particle size change and volatilized oxidation products, provide support for the ideas that oxidative aging of aliphatic organic aerosol is a source of small oxidized volatile organic compounds (OVOCs), and that OH oxidation may initiate secondary condensed-phase reactions

A ROLE FOR BIOELECTRIC EFFECTS IN THE INDUCTION OF BYSTANDER SIGNALS BY IONIZING RADIATION?
The induction of âbystander effectsâ i.e. effects in cells which have not received an ionizing radiation track, is now accepted but the mechanisms are not completely clear. Bystander effects following high and low LET radiation exposure are accepted but mechanisms are still not understood. There is some evidence for a physical component to the signal. This paper tests the hypothesis that bioelectric or biomagnetic phenomena are involved. Human immortalized skin keratinocytes and primary explants of mouse bladder and fish skin, were exposed directly to ionizing radiation or treated in a variety of bystander protocols. Exposure of cells was conducted by shielding one group of flasks using lead, to reduce the dose below the threshold of 2mGy 60Cobalt gamma rays established for the bystander effect. The endpoint for the bystander effect in the reporter system used was reduction in cloning efficiency (RCE). The magnitude of the RCE was similar in shielded and unshielded flasks. When cells were placed in a Faraday cage the magnitude of the RCE was less but not eliminated. The results suggest that liquid media or cellcell contact transmission of bystander factors may be only part of the bystander mechanism. Bioelectric or bio magnetic fields may have a role to play. To test this further, cells were placed in a Magnetic Resonance Imaging (MRI) machine for 10min using a typical head scan protocol. This treatment also induced a bystander response. Apart from the obvious clinical relevance, the MRI results further suggest that bystander effects may be produced by non-ionizing exposures. It is concluded that bioelectric or magnetic effects may be involved in producing bystander signaling cascades commonly seen following ionizing radiation exposure
Epidemic spread of adenovirus type 4-associated acute respiratory disease between U.S. Army installations.
A large outbreak of adenovirus type 4-associated acute respiratory disease (ARD) occurred at Fort Jackson, South Carolina, in 1997. A laboratory-based ARD surveillance program was initiated at Fort Gordon, Georgia, where advanced individual training was heavily populated with Fort Jackson soldiers. Adenovirus type 4 was isolated from 50% of 147 trainees hospitalized with ARD. Most (88%) introduced cases were in trainees from Fort Jackson
