    Guiding Capital Sentencing Discretion beyond the Boiler Plate : Mental Disorder as a Mitigating Factor

    In five decisions handed down on July 2, 1976, the United States Supreme Court held that the death penalty may be imposed for the crime of murder, so long as there are clear standards to guide the sentencing authority and the sanction is not imposed mandatorily. The authors examine the eighth amendment doctrinal framework used by the Court in the July 2 Cases, with particular reference to the requirement that individualized mitigating information be considered in the sentencing decision. Illustrating that requirement, they contend that mental disorder should be considered as a possibly mitigating factor and then suggest a standard by which the sentencing authority might evaluate evidence of mental disorders, particularly retardation and sociopathy

    Cropping System Diversification Reduces Severity and Incidence of Soybean Sudden Death Syndrome Caused by Fusarium virguliforme

    Current management of sudden death syndrome (SDS) of soybean, caused by Fusarium virguliforme, focuses on planting resistant varieties and improving soil drainage; however, these measures are not completely effective. A 6-year study evaluated the effects of cropping system diversification on SDS and soybean yield. SDS, root health, yield, and F. virguliforme density in soil were assessed in a naturally infested field trial comparing a 2-year cropping system consisting of a corn-soybean rotation and synthetic fertilizer applications with 3- and 4-year cropping systems consisting of corn-soybean-oat + red clover and corn-soybean-oat +alfalfa-alfalfa rotations, respectively, with both manure and low synthetic fertilizer rates. In 5 of 6 years, SDS incidence and severity were lower and yield higher in the 3- and 4-year systems than in the 2-year system. SDS severity and incidence were up to 17-fold lower in the diversified systems than in the 2-year system. Incidence and severity of SDS explained 45 to 87% of the variation in yield. Plants in the 2-year system generally showed more severe root rot and lower plant weights than plants in the diversified systems. F. virguliforme density in soil was up to fivefold greater in the 2-year system compared with the 4-year system. The processes responsible for the suppression of SDS and yield protection in the diversified cropping systems still need to be determined

    Local Area Signal-to-Noise Ratio (LASNR) algorithm for Image Segmentation

    Many automated image-based applications have need of finding small spots in a variably noisy image. For humans, it is relatively easy to distinguish objects from local surroundings no matter what else may be in the image. We attempt to capture this distinguishing capability computationally by calculating a measurement that estimates the strength of signal within an object versus the noise in its local neighborhood. First, we hypothesize various sizes for the object and corresponding background areas. Then, we compute the Local Area Signal to Noise Ratio (LASNR) at every pixel in the image, resulting in a new image with LASNR values for each pixel. All pixels exceeding a pre-selected LASNR value become seed pixels, or initiation points, and are grown to include the full area extent of the object. Since growing the seed is a separate operation from finding the seed, each object can be any size and shape. Thus, the overall process is a 2-stage segmentation method that first finds object seeds and then grows them to find the full extent of the object. This algorithm was designed, optimized and is in daily use for the accurate and rapid inspection of optics from a large laser system (National Ignition Facility (NIF), Lawrence Livermore National Laboratory, Livermore, CA), which includes images with background noise, ghost reflections, different illumination and other sources of variation

    The heats of formation of the haloacetylenes XCCY [X, Y = H, F, Cl]: basis set limit ab initio results and thermochemical analysis

    The heats of formation of haloacetylenes are evaluated using the recent W1 and W2 ab initio computational thermochemistry methods. These calculations involve CCSD and CCSD(T) coupled cluster methods, basis sets of up to spdfgh quality, extrapolations to the one-particle basis set limit, and contributions of inner-shell correlation, scalar relativistic effects, and (where relevant) first-order spin-orbit coupling. The heats of formation determined using W2 theory are: \hof(HCCH) = 54.48 kcal/mol, \hof(HCCF) = 25.15 kcal/mol, \hof(FCCF) = 1.38 kcal/mol, \hof(HCCCl) = 54.83 kcal/mol, \hof(ClCCCl) = 56.21 kcal/mol, and \hof(FCCCl) = 28.47 kcal/mol. Enthalpies of hydrogenation and destabilization energies relative to acetylene were obtained at the W1 level of theory. So doing we find the following destabilization order for acetylenes: FCCF >> ClCCF >> HCCF >> ClCCCl >> HCCCl >> HCCH. By a combination of W1 theory and isodesmic reactions, we show that the generally accepted heat of formation of 1,2-dichloroethane should be revised to -31.8±\pm0.6 kcal/mol, in excellent agreement with a very recent critically evaluated review.     Quantum-Noise Reduction in a Driven Cavity with Feedback

    We show that amplitude-squeezed states may be produced by driving a feedback-controlled cavity with a coherent input signal. The feedback controls the transmissivity of one output from the cavity and is essentially equivalent to nonlinear absorption. The cavity effectively acts as a nonlinear reflector. Hence, amplitude-squeezed states with arbitrarily strong coherent intensities can be obtained
