Learning for democracy: The politics and practice of citizenship education

It is now two decades since the Advisory Group on Citizenship, commissioned by the newly elected Labour government, recommended the introduction of statutory citizenship education. On the twentieth anniversary of the eponymously named ‘Crick Report’, this article presents the findings of a rigorous mixed-methods study of citizenship educators in the UK. This research suggests that teachers continue to lack a shared understanding of citizenship, conceptually and pedagogically, and also reveals an emphasis amongst teachers upon individualistic notions of good citizenship that are reflective of national, and increasingly global, political discourse. The findings are analysed using a new conceptual framework—the declarative–procedural paradigm—which is developed here to understand the relationship between political and normatively driven visions of democratic citizenship and classroom pedagogy. In doing so the article adds, theoretically and substantively, to the specific research pool of citizenship studies and broader debates about political disengagement

The Labour Government, the Treasury and the £6 pay policy of July 1975

The 1974-79 Labour Government was elected in a climate of opinion that was fiercely opposed to government intervention in the wage determination process, and was committed to the principles of free collective bargaining in its manifestoes. However, by December 1974 the Treasury was advocating a formal incomes policy, and by July 1975 the government had introduced a £6 flat rate pay norm. With reference to archival sources, the paper demonstrates that TUC and Labour Party opposition to incomes policy was reconciled with the Treasury's advocacy by limiting the Bank of England‟s intervention in the foreign exchange market when sterling came under pressure. This both helped to achieve the Treasury's objective of improving the competitiveness of British industry, and acted as a catalyst for the introduction of incomes policy because the slide could be attributed to a lack of market confidence in British counter-inflation policy

'This is what democracy looks like' : New Labour's blind spot and peripheral vision

New Labour in government since 1997 has been roundly criticized for not possessing a clear, coherent and consistent democratic vision. The absence of such a grand vision has resulted, from this critical perspective, in an absence of 'joined-up' thinking about democracy in an evolving multi-level state. Tensions have been all too apparent between the government's desire to exert central direction - manifested in its most pathological form as 'control freakery' - and its democratising initiatives derived from 'third-way' obsessions with 'decentralising', 'empowering' and 'enabling'. The purpose of this article is to examine why New Labour displayed such apparently impaired democratic vision and why it appeared incapable of conceiving of democratic reform 'in the round'. This article seeks to explain these apparent paradoxes, however, through utilising the notion of 'macular degeneration'. In this analysis, the perceived democratic blind spot of New Labour at Westminster is connected to a democratic peripheral vision, which has envisaged innovative participatory and decentred initiatives in governance beyond Westminster

Governing under pressure : the mental well-being of politicians

Despite the singular importance of the work of national politicians in creating legislation, representing constituents and holding government to account, relatively little work has been done concerning their wellbeing and psychological health. There are unique, as well as universal, stressors that impact upon politicians; a neglect of these issues has profound consequences for those individuals and wider democracy. We propose a ‘taxonomy of stressors’ as a starting point for further inter-disciplinary and comparative research, and argue that it offers analytical leverage vis-à-vis a far broader set of debates concerning the future of representative democracy
