    A guide for the use of the Airport-Noise Level and Annoyance MOdel (ALAMO) at the Langley Research Center computer complex is provided. This document is divided into 5 primary sections, the introduction, the purpose of the model, and an in-depth description of the following subsystems: baseline, noise reduction simulation and track analysis. For each subsystem, the user is provided with a description of architecture, an explanation of subsystem use, sample results, and a case runner's check list. It is assumed that the user is familiar with the operations at the Langley Research Center (LaRC) computer complex, the Network Operating System (NOS 1.4) and CYBER Control Language. Incorporated within the ALAMO model is a census database system called SITE II

    Location of noise sources using a phase-slope method

    Two three-element microphone arrays have been used to predict the position of both pure-tone and broadband noise sources in an anechoic chamber under different ground impedance conditions. Source positions are predicted using the slope of phase-frequency plots between array elements. A phase-slope method for quantitatively assessing both the accuracy and precision of estimates of noise source location is introduced and illustrated. When the phase-slope method is used, there is higher accuracy and more precision in estimates of source location with a small ground impedance than with a large ground impedance. As would be expected, ground impedance effects are larger for low elevation angles than for high elevation angles

    A Practical Methodology for Quantifying Random and Systematic Components of Unexplained Variance in a Wind Tunnel

    This paper documents a check standard wind tunnel test conducted in the Langley 0.3-Meter Transonic Cryogenic Tunnel (0.3M TCT) that was designed and analyzed using the Modern Design of Experiments (MDOE). The test designed to partition the unexplained variance of typical wind tunnel data samples into two constituent components, one attributable to ordinary random error, and one attributable to systematic error induced by covariate effects. Covariate effects in wind tunnel testing are discussed, with examples. The impact of systematic (non-random) unexplained variance on the statistical independence of sequential measurements is reviewed. The corresponding correlation among experimental errors is discussed, as is the impact of such correlation on experimental results generally. The specific experiment documented herein was organized as a formal test for the presence of unexplained variance in representative samples of wind tunnel data, in order to quantify the frequency with which such systematic error was detected, and its magnitude relative to ordinary random error. Levels of systematic and random error reported here are representative of those quantified in other facilities, as cited in the references

    Uncertainty Analysis for the Evaluation of a Passive Runway Arresting System

    This paper considers the stopping distance of an aircraft involved in a runway overrun incident when the runway has been provided with an extension comprised of a material engineered to induce high levels of rolling friction and drag. A formula for stopping distance is derived that is shown to be the product of a known formula for the case of friction without drag, and a dimensionless constant between 0 and 1 that quantifies the further reduction in stopping distance when drag is introduced. This additional quantity, identified as the Drag Reduction Factor, D, is shown to depend on the ratio of drag force to friction force experienced by the aircraft as it enters the overrun area. The specific functional form of D is shown to depend on how drag varies with speed. A detailed uncertainty analysis is presented which reveals how the uncertainty in estimates of stopping distance are influenced by experimental error in the force measurements that are acquired in a typical evaluation experiment conducted to assess candidate overrun materials

    Experimental Optimization of a Free-to-Rotate Wing for Small UAS

    This paper discusses an experimental investigation conducted to optimize a free-to-rotate wing for use on a small unmanned aircraft system (UAS). Although free-to-rotate wings have been used for decades on various small UAS and small manned aircraft, little is known about how to optimize these unusual wings for a specific application. The paper discusses some of the design rationale of the basic wing. In addition, three main parameters were selected for "optimization", wing camber, wing pivot location, and wing center of gravity (c.g.) location. A small apparatus was constructed to enable some simple experimental analysis of these parameters. A design-of-experiment series of tests were first conducted to discern which of the main optimization parameters were most likely to have the greatest impact on the outputs of interest, namely, some measure of "stability", some measure of the lift being generated at the neutral position, and how quickly the wing "recovers" from an upset. A second set of tests were conducted to develop a response-surface numerical representation of these outputs as functions of the three primary inputs. The response surface numerical representations are then used to develop an "optimum" within the trade space investigated. The results of the optimization are then tested experimentally to validate the predictions

    Planning, Managing and Monitoring Technological Security Infrastructures

    Over the past few decades many different Information Technologies (IT) policies have been introduced, including COSO, ITIL, PMBook, CMM,ISO 2700x, Six Sigma, being COBIT IT (Control Objectives for IT) the framework that encompasses all IT and Information Systems (IS) governance activities at the organization’s level. As part of the applicability of quality services certification (ISO 9001) in all IT services of a public institution, it is presented a case study aimed at planning, managing and monitoring technological security infrastructures. It followed the guidelines for the ISO 2700x family, COBIT, ITIL and other standards and conducted a survey to complement the IT process’s objectives. With regard to an action-research methodology for problem-solving (i.e., a kind of attempt to improve or investigate practice) and according to the issue under analyze, the question is put into the terms, viz. “How can the ISO 2700x, COBIT, ITIL and other guidelines help with the planning, management and monitoring of technological security infrastructures and minimize the risk management of IT and IS?”. Indeed, it may be resolved that it is possible to achieve the goals of planning, managing and monitoring a technological security infrastructure. In the future, we will use Artificial Intelligence based approaches to problem solving such as Artificial Neural Networks and Cased Based Reasoning, to evaluate this issue

    Preflare magnetic and velocity fields

    A characterization is given of the preflare magnetic field, using theoretical models of force free fields together with observed field structure to determine the general morphology. Direct observational evidence for sheared magnetic fields is presented. The role of this magnetic shear in the flare process is considered within the context of a MHD model that describes the buildup of magnetic energy, and the concept of a critical value of shear is explored. The related subject of electric currents in the preflare state is discussed next, with emphasis on new insights provided by direct calculations of the vertical electric current density from vector magnetograph data and on the role of these currents in producing preflare brightenings. Results from investigations concerning velocity fields in flaring active regions, describing observations and analyses of preflare ejecta, sheared velocities, and vortical motions near flaring sites are given.     The outdoor and indoor noise levels resulting from aircraft flyovers and certain nonaircraft events were recorded at six home sites along with the associated vibration levels in the walls, windows, and floors of these test homes. Limited subjective tests conducted to examine the human detection and annoyance thresholds for building vibration and rattle caused by aircraft noise showed that both vibration and rattle were detected subjectively in several houses for some operations of both the Concorde and subsonic aircraft. Preliminary results indicate that the relationship between window vibration and aircraft noise is: (1) linear, with vibration levels being accurately predicted from OASPL levels measured near the window; (2) consistent from flyover to flyover for a given aircraft type under approach conditions; (3) no different for Concorde than for other conventional jet transports (in the case of window vibrations induced under approach power conditions); and (4) relatively high levels of window vibration measured during Concorde operations are due more to higher OASPL levels than to unique Concorde source characteristics
