    Regional histories of climate mobility: Oceania

    The research relevance is determined by both the growing threats of climate change to Ukraine and russian military aggression against Ukraine, which increase the number of people changing their place of residence due to the deteriorating environmental situation. The experience of countries that have already faced environmental migration predetermined the study’s relevance. The research aims to study and summarise the findings of Western researchers on the consequences of climate change for Oceania, which is seen as a threat to stability, security, and peace in the region and as a factor contributing to the spread of violence and conflict in the region, as well as internal and international population movements. The main methods used to study this issue are analysis, induction, deduction, and synthesis, which allow for describing and highlighting the most important aspects of the problem of environmental migration. The study demonstrates the relationship between climate change and environmental migration and considers its types. The study analyses the role of various actors, regional and national initiatives in improving the efficiency of this process, as well as the case of Tuvalu, which is threatened by flooding and the resettlement of all residents and the government to other countries. The author considers the idea of virtualisation of this state – the creation of its twin in the metaverse in the event of this scenario. Ways to improve climate mobility planning and a set of measures that can contribute to better integration of environmental migrants into host societies are proposed. Potential problems that could lead to conflict situations in the case of environmental displacement are identified. It is concluded that the negative effects of climate change make it important to develop changes in international legislation and to study this aspect in depth by scientists and various international, regional, and local organisations. The author outlines the ways of further research on the problem of environmental migration. The results of the study are of theoretical and practical value for ecologists, historians, sociologists, politicians, and those involved in migration issue

    Improvement of Human Capital Development: A Factor in Increasing the Mobilisation Potential of Ukraine

    Based on historical, legal, and sociological research conducted within a research project funded by the Ministry of Education and Science of Ukraine titled "Improvement of human capital development: a factor in increasing the mobilisation potential of Ukraine", theoretical and methodological principles for improving the mobilisation potential of Ukraine through human capital formation mechanisms are substantiated in this paper. An overview of the main approaches to the recruitment of armies in the context of historical evolution is conducted, and a list of actual and potential threats to a reduction of Ukraine's mobilisation potential is updated. Factors of motivation and demotivation influencing the participation or otherwise of Ukrainian youth in military mobilisation are defined. Optimal legal models for military mobilisation in a democratic constitutional state are also proposed. A general strategy whereby the policy of formation of patriotism through education and media for the actualisation of the mobilisation potential of Ukraine may be realised is also outlined. The article aims to develop conceptual bases for improving the mobilisation potential of Ukraine based on optimising the mechanisms of human capital formation. It also aims to enhance the mobilisation potential of Ukraine as a system-forming factor in ensuring the state's defence capabilities

    У статті досліджено засади та головні напрями національно-патріотичного виховання Пласт в Австралії. З’ясовано головні чинники його розроблення і впровадження, до яких віднесено загрозу асиміляції і денаціоналізації молодої генерації українців діаспори та старіння і відхід від справ першого покоління українських мігрантів. Проаналізовано дискурс української діаспори 1950-х років щодо цілей і завдань національно-патріотичного виховання молоді. Доведено, що акцент було зроблено на вихованні кадрового резерву борців за незалежність України, що обумовило орієнтацію виховної системи на майбутнє. Зроблено висновок, що Пласт Австралії зосередив головну увагу на фізичному та спортивному вихованні молоді, що мало гартувати як тіло, так і дух, в також виховувати достойних громадян світу і України; культурному аспекту виховання, зокрема участі у імпрезах, танцювальних та музичних колективах було приділено трохи менше уваги. Виявлено особливості виховної системи Пласт, зокрема врахування психологічних особливостей різних вікових груп дітей і молоді та організація занять у формі гри на природі. Головним інструментом впровадження виховної методики стало таборування. Для його розвитку Пласт Австралії створив низку таборів, на території яких також періодично проводились важливі культурні заходи української громади. Продемонстровано, що українці, які у дитячі та юнацькі роки були членами Пласт, мали активну життєву позицію і зайняли в австралійському суспільстві достойне місце, зберігши при цьому національну ідентичність

    Article describes the evolution of the social and political movements of Ukrainians in the Chelm and Podlasie regions in the first half of the 1930s and its impact on the state's mobilization potential.The author reveals the external and internal factors that led to qualitative and quantitative changes in the Ukrainian movement of Chelm and Podlasie regions. First of all, this is the parliamentary election in 1930, during which the local Ukrainian population lost all its representatives in the Sejm and the Senate and could not defend its rights at the official state level. Another important factor was the global economic crisis, which hit the Polish economy hard and, above all, the Ukrainian workers.The combination of these factors led to the transition from educational and cultural activities of Ukrainian associations, peaceful meetings and rallies led by Ukrainian parliamentarians to armed rallies, which often ended in clashes with the police and human victims.This radicalization of Ukrainian society and the loss of confidence in the central government negatively affected the loyalty of the population to the Polish state and the loss of its mobilization potential in this region. This situation had negative consequences for Poland during the preparations and the first months of the Second World War
