    Konsep bina kemudian jual : satu alternatif penyelesaian masalah pembeli rumah

    Perlaksanaan sistem jual-beli rumah sedia iaitu sistem "Jual Kemudian Bina (JKB)" menimbulkan berbagai-bagai masalah kepada pembeli rumah sejak sekian lama. Sebagai altematif, sistem "Bina Kemudian Jual (BKJ)" telah dicadangkan pada 1992 oleh Kementerian Perumahan dan Kerajaan Tempatan. Berdasarkan pengalaman dari perlaksanaan sistem ini di United Kingdom dan Australia, sistem ini mampu mengelakkan segala bentuk masalah yang wujud dari sistem JKB. Namun, sehingga kini cadangan tersebut tidak dapat dilaksanakan kerana terdapat bantahan dari pihak-pihak berkenaan khususnya Persatuan Pemaju Perumahan Malaysia (HDA atau sekarang ini dikenali sebagai REHDA). Dalam hal ini timbul pertanyaan apakah masalah yang dihadapi oleh pembeli rumah serta apakah punca kepada masalah yang timbul akibat dari perlaksanaan konsep JKB. Atas sebab ini satu kajian telah dilakukan untuk mengenalpasti masalah yang dihadapi oleh para pembeli rumah serta mengetahui punca terjadinya masalah-masalah tersebut. Selain dari itu kajian ini juga bertujuan untuk mengetahui kaedah perlaksanaan konsep bina kemudian jual serta mengenalpasti kebaikan dan keburukan konsep tersebut di dalam memastikan kesesuaian perlaksanaannya di negara ini. Oleh kerana belum ada kajian yang dibuat_bagi topik ini maka langkah pertama adalah dengan melakukan kajian literatur yang mana dibahagikan kepada tiga bahagian utama iaitu pertama adalah masalah pembeli; kedua punca kepada masalah tersebut; dan yang ketiga mengenalpasti kemampuan dan kesesuaian konsep bina kemudian jual di dalam mengatasi masalah yang dihadapi oleh para pembeli rumah. The implementation of the existing sale and purchase system that is "Sell Then Build (STB)" system has caused many problems to house buyers for so long. As an alternative "Build Then Sell (BTS)" system was proposed in 1992 by Ministry of Housing and Local Government. Based from the experience of the implementation in United Kingdom and Australia, this system is capable of avoiding all forms of problem that exist from STB system. However, up until now the proposal is not implemented due to objections from relevant parties especially from Housing Developers Association (HDA or recently known as REHDA). In this matter, questions are raised on what are the problems faced by house buyers and what are the source of the problems that arise :from implementing STB system. Due to this reason a study has been carried out to identify the problems faced by the house buyers and to determine their causes. Apart from that, it is done to find out the method of implementing the build then sell concept and to identify its benefits and drawbacks in order to determine its suitability to be used in this country. Since no research had been done on this topic, the first step was to do literature review, which was divided into three main areas. Firstly, problems faced by house buyers; secondly, their causes and thirdly, identifying the ability and the suitability of build then sell concept in solving the house buyers problems

    Road traffic injuries are a major public health problem and a leading cause of death, injury and disability around the world. Each year nearly 1.2 million people die and millions more are injured or disabled as a result of road crashes, mostly in the urban areas of developing countries. Better plans, transparent process, and public support are some of the benefits that road managers can obtain by educating and involving the general public. This research examines the perception of highway users towards the installation of the traffic safety equipments during the road maintenance works. Besides that, the research will also determine the traffic safety management criteria in ensuring the traffic control signs and equipments are meeting the highway users' needs. The respondents are consisting of highway users from Ipoh to Kuala Lumpur. A survey will be conducted by researcher on the installation of traffic safety equipment applicable on highway maintenance work towards the perception of highway user according to homogeneity factors that classified also into two categories which are 'age and gender of the drivers' and 'type of vehicle'. Questionnaire was produce to identify the overall perception of highway user towards the installation of traffic safety equipment that used during maintenance work progress. In addition, the traffic safety management criteria will be determined in ensuring the traffic control signs and equipments are meeting the highway users' needs. The researcher found that the overall perceptions of the respondents stated the installation of the traffic safety equipments during the road maintenance works progress is at below average level. In term of traffic safety management criteria it must have criteria like all the traffic safety equipment should be more brighter and easy to see from long distance, will instruct drivers to follow a path away from where work is being done and concessionaire should aware their equipment in good condition and should do routine maintenance. From the analysis have been carried out, the result shows that the management should improves the safety in work zones from the perception of respondents were analysed and discussed
