    Are female leaders good for education? : Evidence from India

    This paper shows that the gender of politicians affects the educational levels of individuals who grow up in the districts where these politicians are elected. Increasing female political representation by 10 percentage points increases the probability that an individual attains primary education in urban areas by 6 percentage points, which is 21% of the difference in primary education attainment between the richest and the poorest Indian states. Caste also matters, as female politicians who won seats reserved for lower castes and disadvantaged tribes are those who mainly have an effect. In addition, both the gender and caste of politicians determine who benefits more from their policies: in urban areas female politicians increase educational achievements of those of their gender and caste. A unique dataset collected on politicians in India is matched with individual data by cohort and district of residence. The political data allow the identification of close elections between women and men, which yield quasi-experimental election outcomes used to estimate the causal effect of the gender of politicians

    AN EFFORT TO INCREASE STUDENTS INDEPENDENCE AND LEARNING ACHIEVEMENT IN STUDYING INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) FOR CLASS X STUDENTS BY UTILIZING ICT MODULE IN SMA N 1 NGEMPLAK

    This research purposed to describe the increased independence and learning achievement of Information and Communication Technology (ICT) student through utilization ICT module in X grade student SMA N 1 Ngemplak. This research was an classroom action research held in 2 cycles, each cycle includes four phases of activities, i.e: 1) Planning, 2) Implementation Measures, 3) observation, and 4) Reflection. These research subject were XC grade student SMA N 1 Ngemplak academic year 2011/2012. Data collection technique used observation, tests, interviews and field notes. The research instrument in the form of evaluation tests, observation sheets, interview and field notes. Data analysis in this research using descriptive statistical analysis. The data have been collected are classified into two groups: quantitative and qualitative data. The results showed an increase independence learning Information and Communication Technology XC grade students by using ICT module, the increase can be seen from the increasing number of students who obtained a score of independence learning at intervals over which the interval 22.5 - 26.4 from 0 students (0%) in Cycle 1, increased to 3 students (6%) in cycle 2 and in the interval 18.5 - 22.4 from 3 students (8%) in cycle 1 increased by 22 students (61%) in cycle 2. The results of evaluation tests showed an increase in student achievement, the first cycle of evaluation results show that the average value of the class has increased from 83 in the first cycle and then increased to 93 on the second cycle. Whereas the value of standard deviation in the first cycle of 10 down to 8 on the second cycle. Significant deterioration in the standard deviation can narrow the range of values between high and low so that the value of students in class become more homogeneous. Based on the results of these research concluded that there is increased independence and achievement learning ICT XC grade students through utilization of ICT module.     SCHOOL CITIZEN LEVEL OF PARTICIPATION IN THE IMPLEMENTATION OF SCHOOL-BASED MANAGEMENT (SBM) IN SMK NEGERI 2 YOGYAKARTA

    This study aims at determining the effectiveness of the implementation of SBM and knowing the different levels of participation among the citizens in the implementation of SBM schools. This research is a case study and the explanation was using comparative research i.e. comparing and quantitative approaches. The data sources were teachers, staff, school committees, and student with total number of 95 respondents. Data were taken using the questionnaire method. In the previous test instrument validity and reliability testing using Cronbach alpha formula on a significant level of 5%, data analysis technique analyzed the data to obtain descriptive mean value, standard deviation, ANOVA test. The results showed that the level of effective implementation of SBM in SMK Negeri 2 Yogyakarta in the category of being effective enough in other words. The detail of respondents according to teacher ratio was 66.67%, 72.22% from staff respondents, the respondent from school committee was 70.59% and 55.56% from student respondents. The results showed that the level of citizen participation in the implementation of SBM in schools SMK Negeri 2 Yogyakarta included in either category. The details of teacher respondents had a mean range of 82.5 ≤ X ≤ 107.25. The Staff had mean range of 80 ≤ X ≤ 105.05. School committees had a mean range of 80 ≤ X ≤ 105.05. The students had mean range of 55 ≤ X ≤ 71.5. For the differences in the participation rate of 16.854 obtained Fhit (Fhit> Ftab), this suggested that there were significant differences in participation rates among residents in the implementation of SBM schools.     Albania and Trade Liberalization Using our trade advantages in the Free Trade Agreement with EU

    According to the World Trade Organization agreements frameworks, individual countries can agree to lower customs tariffs and other trade barriers, in order to open and keep service markets open. In this context, Albania has already concluded free trade agreements with nine countries of the region: Macedonia, Croatia, Bosnia & Herzegovina, Yugoslavia, Moldova, Turkey, Kosovo, Romania, Bulgaria (the last two are EU members now) and by January 2009 the ratification process from the European members’ countries finished. What this means is free exchange of goods and services between these countries by better exploiting their competitive advantages. To better exploit the advantages from free trade at first we need to find out which the Albanian sectors that have competitive advantages are and then compare them with other countries. In order to do this we will use Trade Performance Index (TPI) which measures the competitiveness and diversification level of each sector taken in consideration using the comparison with other countries. Before starting the negotiation process with each EU country we need to know the level of competitiveness and diversification of our sectors. Only in this way we will have an idea in which sector and with which country the trade we bee profitable.     An efficient numerical method for estimating the average free boundary velocity in an inhomogeneous Hele-Shaw problem

    We develop a numerical method to estimate the average speed of the free boundary in a Hele-Shaw problem with periodic coefficients in both space and time.
