Mapping digital media: digital television, the public interest, and European regulation
Discussion of digital television has focused on switch-over dates, set-top boxes and the technical and economic implications of switch-over. This paper, by contrast, focusses on public interest obligations and citizenship values such as freedom, access, universality, political pluralism and content diversity.
Petros Iosifidis distinguishes broadly between public interest priorities as understood in western Europe, and in central and eastern Europe. After assessing some obvious benefits of digital TV (extra channels, converged communications, enhanced interactivity and mobility), he argues that the public interest outcomes from the introduction of new technologies like the internet and digital TV will depend on how people use them, for new technology is only a vehicle by means of which public interest goals can be achieved.
He then considers digital TV penetration data from across Europe, as well as the status of national digital switch-over plans, stressing that northern Europe is much more advanced in this regard than southern and eastern-central Europe.
Outlining the pros and cons of digital switch-over for the public, Dr Iosifidis contends that universality and accessibility can best be ensured by maintaining public service media, which have been—and should continue to be—important conveyors of freely accessible and reliable information. Countries where television has been dominated by state broadcasters should use the new technology and in particular digital switch-over to create independent non-profit channels at both local and national levels, to foster a competitive environment and political pluralism

Digital switchover and the role of the new BBC services in digital television take-up
This paper discusses the process of digital switchover and assesses the role the BBC services have played in driving overall digital take-up and therefore bringing forward the likely date of analogue switch-off. The first part examines the advantages and drawbacks of digital switchover, and identifies a number of challenges and policy dilemmas of making switchover an achievable objective. Part two presents an overview of current developments of digital television in the UK and outlines various measures proposed for encouraging digital take-up. The third and final part deals with the contribution of the new BBC services to digital take-up, considers free terrestrial platform Freeview's likely effect on commercial rivals, and assesses the effectiveness of the proposed free satellite platform FreeSat to accelerate digital adoption. The paper concludes that the new digital BBC services have played a significant role in enhancing consumer interest in DTV services. Copyright © Sage Publications

Plurality of Public Service Provision in the UK and Beyond
This article discusses Public Service Broadcasting (PSB) and pluralism in the United Kingdom broadcasting market, and critically assesses the regulator Ofcom's developing ideas with regard to provision of PSB in the digital age. It then moves on to outlining the state of plurality of PS providers and PS programming in other European territories. The main point is that although the PSB is under strain across Europe due to licence fee limits, and regulatory and social changes, the debate on plurality of institutions, plurality of channels and plurality of sources of funding is well advanced in the United Kingdom, but in the rest of Europe PSB is still primarily defined in terms of internal pluralism and most European countries have mainly focused on pluralism within the PSB, rather than between different providers. There is no historical precedent or current thinking for licence fee revenue being used to fund the creation of content on channels beyond the incumbent PSB

The Application of EC Competition Policy to the Media Industry
This article examines whether EC competition policy and merger control provisions can prevent excessive market power and safeguard open access and consumer choice in the European media and communications industry. The study looks at the structure of the media industry and points to the amalgamation of corporate power. It assesses whether EC competition law and merger provisions can effectively address the dangers of ownership concentration and safeguard diversity of sources. A number of merger cases either blocked or allowed by the EC are reviewed in order to establish the level of competition. The article suggests that a more rigorous competition policy is required to guarantee competition and prevent domination in merger activity

Public Television in Europe: The French and Greek Cases
The aim of this article is to examine the way technological developments and the internationalisation of the television industry affects public television (PTV) broadcasters in Europe. The work focuses on the policies pursued by PTV broadcasters in selected European countries in response to the challenges that confront them in the era of digital convergence. The changes in the European television landscape force public channels to rethink their position towards new digital technologies, organisational structures and programming policy and scheduling. To illustrate the difficulties but also the opportunities that arise during this period of change, the article analyses specific activities and strategies undertaken by public channels in the main areas examined (reorganisation, programming and technology) in one large (France) and one small European country (Greece)
