    Implementing Affirmative Action: Global Trends

    This scoping article gives a global picture of dynamics, trends, policies and mechanisms for engaging with women's representation in political office. It discusses the kind of affirmative action introduced, and where it features vis?à?vis electoral cycles. It describes and compares candidate and reserved seats quotas and shows how electoral systems influence the possibilities of challenging power hierarchies in politics. The second part of the article reflects on the extent to which implementing quotas have been effective in engendering political representation and the conditions that allow or inhibit this

    Presidential Election Laws and Multipartism in Latin America

    This article examines the interaction between the rules governing presidential elections and multipartism in Latin America. Data from 16 Latin American systems are examined through the use of a multivariate model to gain an understanding of the independent impact of presidential electoral formula (plurality vs. majority), the timing of presidential and legislative elections (concurrent vs. nonconcurrent) and legislative district magnitude on legislative multipartism, and by extension, on the number of relevant political parties operating in the nation. The findings demonstrate the strong and significant impact which formula and timing have on multipartism. They also point to the importance of examining the interaction between elections for different constituent institutions.     Patrilineality, Son Preference, and Sex Selection in South Korea and Vietnam

    Recent advances in promoting the rights of women and girls globally have been partially offset by increasing implementation of son preference through offspring sex selection, leading to rising sex ratios at birth1 (SRB) and child sex ratios throughout Asia, as well as parts of Eastern Europe and Africa. The past two decades have seen the number of countries with high child sex ratios increase from five to nineteen (Hudson and den Boer 2015). In recent history, only one country has reduced its sex ratio at birth from extremely high levels to biologically normal levels: South Korea, from a peak of 116.5 males per 100 females in 1990 to 106.2 in 2007. While South Korea's sex ratio at birth was declining throughout the early to mid 2000s, the sex ratio at birth in another Asian country, Vietnam, began an erratic rise, reaching 113.8 in 2013 (see Figure 1). How can we explain this recent rise in Vietnam's sex ratio, and are there lessons for Vietnam, or for other countries facing high sex ratios at birth, from the experience of South Korea

It recognizes that parliaments have a vital role to play in addressing the challenges of today’s rapidly changing world, by enabling people to connect with and participate in the law-making, policy formulation and oversight processes that impact their lives now and into the future. This report takes a detailed look at why public engagement matters and how parliaments across the world are engaging with the communities they represent. It outlines trends and strategic priorities for public engagement. It also considers key focal points for ensuring better and deeper engagement into the future, in support of the fundamental principles of effective institutions and inclusive decision-making embedded within the United Nations 2030 Agenda for Sustainable Development. The information, findings and recommendations in this report set out a road map for enhanced public engagement by parliaments and parliamentarians, working collaboratively with the community to achieve participatory, inclusive and responsive parliaments
