    The Plantation Economy Model and the Caribbean

    SUMMARY A critical appraisal of the plantation economy model (PEM)—a species of dependency analysis which concentrates on the impact of imperial domination on the export?propelled economies of the Caribbean, as metropolitan interests shift from plunder to production for trade. Whilst the PEM makes a substantial contribution to the analysis of Caribbean society, it has marked limitations in its predictive weakness, its overall emphasis on structural transformation, and its failure to specify the socio?political divisions created by the plantation economy, or to anticipate food and resource shortages relative to population. In fact, since 1975, all the Caribbean economies have suffered from balance of payments crises and high inflation. RESUMEN El modelo económico de plantación y el Caribe Se hace una evaluación crítica del modelo económico de plantación, que es una especie de análisis de dependencia que se concentra en las consecuencias de la dominación imperial sobre las economías del Caribe dependientes de las exportaciones, a medida que los intereses metropolitanos varían de la expoliación a la producción para el comercio. Aunque el modele económico de plantación constituye una considerable aportación para el análisis de la sociedad antillana, tiene notables limitaciones en sus debilidades predictivas, su énfasis general en la transformación estructural y su imposibilidad de identificar las disensiones sociopolíticas creadas por la economía de plantación o de prever las escaseces de alimentos y recursos en relación con la población. De hecho, desde 1975. todas las economías del Caribe han sufrido crisis de la balanza de pagos y una inflación elevada. RESUME Le modèle de l'économie de plantations dans les Antilles Evaluation critique du modèle de l'économie fondée sur les plantations, une sorte d'analyse de dépendance qui porte sur l'incidence de la domination impérialiste sur les économies antillaises exclusivement dirigées vers l'exportation, au fur et à mesure que les intérêts des métropoles se tournent du pillage pur et simple vers la production commerciale. Tout en facilitant l'analyse de la société antillaise, cette démarche présente des limites en matière de prévisions, à savoir l'accent mis en général sur la transformation structurelle, son inaptitude à spécifier les divisions socio?politiques créées par l'économie de plantations ou à prévoir les pénuries alimentaires et autres susceptibles d'affecter la population. En fait, depuis 1975, toutes les économies antillaises ont une forte inflation et une balance des paiements en difficulté

    The research focuses on understanding governance related to small-scale fisheries and coastal management in the eastern Caribbean. Scholarly work on marine resource governance and social networks is increasing, but MarGov went further and used empirical evidence to test conceptual frameworks, as shown in numerous outputs (Annex 3). National decision-making processes for policy advice and for determining trade-offs among policy and management options remain rudimentary. MarGov tackled capacity building in this area, but found that much more work is required, including case studies to draw upon to provide a future basis for training the wide range of stakeholders involved
