PELAKSANAAN DAN FUNGSI PEMELIHARAAN ARSIP PADA DINAS KEARSIPAN DAN PERPUSTAKAAN DAERAH KABUPATEN MAMASA

This study aims to determine the implementation and maintenance functions of archives in the Regional Archives and Library Office of Mamasa Regency, as well as the factors that influence them. This study the author uses a descriptive qualitative approach that describes the reality of the events under study. The data used in this study are primary data and secondary data. The results showed that the implementation of records management policies in the Office of Archives and Library of Mamasa Regency had not been fully implemented. The factors that support the implementation of records management policies are strong commitment from the Regional Government, availability of equipment, Archival Guidelines, archival training, and provision of incentive officers. While the inhibiting factor is the procedure is too complicated, the lack of awareness and understanding of employees about the importance of the archive, the number of archival officers is still lacking, and the archive is still seen as a less attractive field. The archive management strategy that can be applied is the procurement of archives in the processing unit, the addition of archival officers in the archival unit, changes in the incoming mail control lines, the creation of archival storage schedules and the development of archive functional organizations

ANALISIS PELAYANAN PERIZINAN PADA KANTOR BADAN PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU (BPM-PTSP) KABUPATEN POLEWALI MANDAR

ABSTRACKThis paper aims to find out, understand, and analyze the success and quality of one-stop integrated licensing services, and the Implementation of One-Stop Integrated Licensing Services. The method used is a qualitative descriptive approach. Primary data is obtained from interviews and observations, while secondary data is obtained from documentation studies. Data analysis using triangulation method. The results showed that the commitment to implement BPM-PTSP in Polewali Mandar District from the regional head was good, but the constraints were found in terms of the coordination function between PTSP implementing institutions and technical SKPD due to differences in echelonization. The impact of attraction between the two institutions in licensing public services can have an impact on the low trust of business people in public service providers. The one-stop integrated licensing service, which is held by Polewali Mandar Regency KPTSP has not been successful and has not yet been qualified. This can be seen from the non-fulfillment of the degree of conformity required between the three dimensions of conformity proposed by Korten, namely policies/programs, users and implementing organizations. This also shows that Korten's suitability theory has no relevance to the reality of the implementation of one-stop integrated licensing services in Polewali Mandar Regency

KUALITAS APARATUR SIPIL NEGARA MELALUI DIKLAT PADA KANTOR SEKRETARIAT DAERAH KABUPATEN MAMUJU

This study aims to determine the development of the quality of the state civil apparatus after following the process of education and training carried out by the Regional Secretariat of Mamuju Regency. This research is a type of descriptive qualitative research that provides an explanation of the implementation of education and training to its effect on improving the quality of the State civil apparatus. The results showed that the participation of employees in education and training at the Office of the Regional Education and Training Personnel Agency of Mamuju Regency was still very limited. The number of participants for three years did not meet the needs. The learning system that is applied is less effective in supporting the implementation of tasks and work for participants

Regional Development Planning Strategy as a Poverty Reduction Solution in Polewali Mandar Regency

The purpose of this research is to describe regional development planning strategies as a solution to reduce poverty in Polewali Mandar Regency. This research was conducted in Polewali Mandar district from July 2022 – January 2023 by conducting a literature review and Focus Discussion Group with the local government through the Research, Development and Planning Agency of Polewali Mandar Regency, Public Works and Regional Spatial Planning Office, Food Crop Agriculture Service. Based on the results of the study, it can be concluded that poverty alleviation is a priority for the Polewali Mandar district government, bearing in mind that the number of poor people increases every year influenced by topographical and geographical factors in areas that are difficult to reach, so a poverty alleviation strategy is needed as stipulated in Polewali Mandar Regent Regulation No. 25/2009 2020 – 2024 Concerning the Regional Poverty Reduction Strategy for Polewali Mandar Regency. Penelitian ini bertujuan untuk mengetahui efektivitas pengelolaan sampah pada tingkat RW Di Kelurahan Darma Kecamatan Polewali dan mengkaji faktor-faktor apa saja yang mempengaruhi efektivitas pengelolaan sampah di Kelurahan Darma Kecamatan Polewali. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif dengan analisis reduksi data.Hasil penelitian ini menjelaskan bahwa Efektivitas pengelolaan sampah pada Kelurahan Darma Kabupaten Polewali Mandar Tidak Efektif, faktor-faktor yang mempengaruhi efektivitas pengelolaan sampah di Kelurahan Darma Kabupaten Polewali Mandar yaitu fasilitas, kesadaran masyarakat, peraturan/regulasi, sanksi & pengawasan, sosialisasi tentang pengelolaan sampah. Adapun Faktor pendukung dan penghambat pegelolaan sampah di Kelurahan Darma Kecamatan Polewali yakni dari sudut faktor pendukungnya yaitu: 1).Kerjasama pemerintah dan Masyarakat, 2).Adanya Bank Sampah, sedangkan faktor penghambat dari pengelolaan sampah adalah: 1). EVALUASI KINERJA APARAT DALAM PELAYANAN PEMBUATAN PENGANTAR E-KTP DI KELURAHAN MAMASA KECAMATAN MAMASA KABUPATEN MAMASA

This study aims to determine the performance evaluation of officers in the service of making e-KTP introductions in Mamasa Village, Mamasa District, Mamasa Regency. The research method used is descriptive research with a qualitative approach. The results showed that the performance of the Mamasa village apparatus was good but still needed to be improved in providing services to the community. In addition, the community expects the quality of public services to increase in the form of services that are fast, easy, fair, with legal certainty, transparent, safe, precise, free of charge, and accountable. MODEL PERENCANAAN PENGEMBANGAN WILAYAH SEBAGAI SOLUSI PENGENTASAN KEMISKINAN DI KABUPATEN POLEWALI MANDAR

Penelitian ini bertujuan untuk mengetahui proses perencanaan pembangunan daerah berbasis pengembangan wilayah di Kabupaten Polewali Mandar. Penelitian ini dilakukan di Polewali Mandar dari bulan Agustus 2022 – Pebruari 2023 dengan melakukan kajian pustaka dan Focus Discussion Group dengan pemerintah daerah melalui Badan Penelitian, Pengembangan dan Perencanaan (Balitbangren) Daerah Kabupaten Polewali Mandar, Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Daerah.   Penelitian ini menggunakan metode Interactive planning, untuk membuat perencanaan di masa yang akan datang yang didasarkan pada permasalahan-permasalahan yang dihadapi saat ini kemudian merancang desain perencanaan untuk mengatasi masalah-masalah tersebut, dengan menggambarkan proses perencanaan pembangunan daerah berbasis pengembangan wilayah di Kabupaten Polewali Mandar.Hasil penelitian menunjukan bahwa, penyusunan dokumen  Rencana Kerja  Pembangunan Daerah (RKPD)  masih belum berpihak pada kebutuhan masyarakat, belum mempunyai alur perencanaan yang jelas dan tepat sebagaimana diatur dalam Surat Edaran Menteri Dalam Negeri No.50 Tahun 2008, dan belum ada keterkaitan substansi antar dokumen perencanaan yang satu dengan dokumen perencanaan yang lain, guna merespon paradigma dan pendekatan perencanaan pembangunan, misalnya dari perencanaan top-down ke perencanaan buttom-up, dari budaya petunjuk ke budaya partisipasi. Padahal didalam proses menyusun dokumen RKPD ada beberapa tahapan-tahapan atau sub sistem yang merupakan bagian yang tersistem dalam menyusun RKPDKesimpulan yang didapat bahwa proses penyusunan RKPD menunjukan masih terdapat kompleksitas permasalahan. Kompleksitas yang dimaksudkan adalah tahap penyusunan mulai dari Musrenbang tingkat Desa/Kelurahan, Musrenbang tingkat kecamatan, forum SKPD, sampai Musrenbang tingkat Kabupaten. Pendekatan Interactive planning mengelompokan kompleksitas tersebut dalam 3 (tiga) tahap. Strukturisasi permasalahan, mendefinisikan sistem permasalahan dan membangun model konseptual
