Method for deducing anisotropic spin-exchange rates
Using measured spin-transfer rates from alkali atoms to He-3, combined with
spin-relaxation rates of the alkali atoms due to He-3 and He-4, it should be
possible to differentiate between isotropic and anisotropic spin-exchange. This
would give a fundamental limit on the He-3 polarization attainable in
spin-exchange optical pumping. For K-He, we find the limit to be 0.90+-0.11
Pathways to apprenticeships and traineeships for people from culturally and linguistically diverse backgrounds
Western Australia is experiencing a substantial shortage of skilled labour.
The State Government is committed to increasing participation in the workforce across the board, through schemes such as the Plans 4 Jobs, especially because of the current severe skills shortage in the economy.
The State Government is also committed, through the four principles of civic values, fairness, equality, and participation enshrined in the WA Charter of Multiculturalism, to promoting the full participation of all groups in all aspects of our community – social, economic, and civil – and to removing any systemic barriers to full participation. This commitment is also embodied in the multi‐departmental Policy Framework for Substantive Equality.
Aside from equity, denying equal opportunity also engenders resentment and hostility within our community, diminishes human value, and denies the state the full benefits of all its members’ talents. The cost of discrimination accrues to those who are denied opportunity and to the society which tolerates discrimination.
Members of Culturally and Linguistically Diverse (CaLD) communities in this state, in particular those from new and emerging communities, do not currently participate in apprenticeships and traineeships in significant numbers; this is regrettable and it is recommended that measures be taken to remedy this.
The Western Australian Department of Education and Training (DET) commissioned this report to investigate barriers to apprenticeships and traineeships confronting people from CaLD backgrounds, and to recommend strategies to improve their participation in apprenticeships and traineeships. The project was undertaken by the Australian Academy of Race Relations (AARR) at Murdoch University, for DET, during the period July – November 2005.
DET has many good programmes to promote apprenticeships and traineeships, including to members of CaLD communities. However, the array and complexity of these can be daunting, resulting in a lack of awareness of all the programmes available

Development and application of two novel monoclonal antibodies against overexpressed CD26 and integrin α3 in human pancreatic cancer.
Monoclonal antibody (mAb) technology is an excellent tool for the discovery of overexpressed cell surface tumour antigens and the development of targeting agents. Here, we report the development of two novel mAbs against CFPAC-1 human pancreatic cancer cells. Using ELISA, flow cytometry, immunoprecipitation, mass spectrometry, Western blot and immunohistochemistry, we found that the target antigens recognised by the two novel mAbs KU44.22B and KU44.13A, are integrin α3 and CD26 respectively, with high levels of expression in human pancreatic and other cancer cell lines and human pancreatic cancer tissue microarrays. Treatment with naked anti-CD26 mAb KU44.13A did not have any effect on the growth and migration of cancer cells nor did it induce receptor downregulation. In contrast, treatment with anti-integrin α3 mAb KU44.22B inhibited growth in vitro of Capan-2 cells, increased migration of BxPC-3 and CFPAC-1 cells and induced antibody internalisation. Both novel mAbs are capable of detecting their target antigens by immunohistochemistry but not by Western blot. These antibodies are excellent tools for studying the role of integrin α3 and CD26 in the complex biology of pancreatic cancer, their prognostic and predictive values and the therapeutic potential of their humanised and/or conjugated versions in patients whose tumours overexpress integrin α3 or CD26
Zeros of Rydberg-Rydberg Foster Interactions
Rydberg states of atoms are of great current interest for quantum
manipulation of mesoscopic samples of atoms. Long-range Rydberg-Rydberg
interactions can inhibit multiple excitations of atoms under the appropriate
conditions. These interactions are strongest when resonant collisional
processes give rise to long-range C_3/R^3 interactions. We show in this paper
that even under resonant conditions C_3 often vanishes so that care is required
to realize full dipole blockade in micron-sized atom samples.Comment: 10 pages, 4 figures, submitted to J. Phys.
On the Possibility of Measuring the Abraham Force using Whispering Gallery Modes
Critical experimental tests of the time-dependent Abraham force in
phenomenological electrodynamics are scarce. In this paper we analyze the
possibility of making use of intensity-modulated whispering gallery modes in a
microresonator for this purpose. Systems of this kind appear attractive, as the
strong concentration of electromagnetic fields near the rim of the resonator
serves to enhance the Abraham torque exerted by the field. We analyze mainly
spherical resonators, although as an introductory step we consider also the
cylinder geometry. The order of magnitude of the Abraham torques are estimated
by inserting reasonable values for the various input parameters. As expected,
the predicted torques turn out to be very small, although probably not beyond
any reach experimentally. Our main idea is essentially a generalization of the
method used by G. B. Walker et al. [Can. J. Phys. 53, 2577] for low-frequency

Origin Gaps and the Eternal Sunshine of the Second-Order Pendulum
The rich experiences of an intentional, goal-oriented life emerge, in an
unpredictable fashion, from the basic laws of physics. Here I argue that this
unpredictability is no mirage: there are true gaps between life and non-life,
mind and mindlessness, and even between functional societies and groups of
Hobbesian individuals. These gaps, I suggest, emerge from the mathematics of
self-reference, and the logical barriers to prediction that self-referring
systems present. Still, a mathematical truth does not imply a physical one: the
universe need not have made self-reference possible. It did, and the question
then is how. In the second half of this essay, I show how a basic move in
physics, known as renormalization, transforms the "forgetful" second-order
equations of fundamental physics into a rich, self-referential world that makes
possible the major transitions we care so much about. While the universe runs
in assembly code, the coarse-grained version runs in LISP, and it is from that
