Даны предложения по доработке имеющихся нормативных документов и разработке новых в целях реализации в Российской Федерации системы информационного мониторинга безопасности авиационной деятельности в задачах МНМ УППКБП. Разработана модель государственной системы информационного мониторинга безопасности авиационной деятельности, даны предложения по функционалу системы и по функциям участников системы

    Physics of Auroral Phenomena

    Abstract. The nighttime region at geocentric distances ~7-10R E is ordinarily considered as the near tail region. However the results of observations including latest THEMIS mission clearly demonstrate the existence of surrounding the Earth plasma ring at these geocentric distances. The distribution of plasma pressure in the ring is near to azimuthally symmetric. Daytime compression of magnetic field lines and shift of minimal value of the magnetic field till high latitudes lead to splitting of daytime transverse currents in Z direction. As a result nighttime transverse currents in the surrounding the Earth plasma ring are concentrated near equator, daytime transverse currents are spread along compressed by solar wind field lines forming the cut ring current (CRC) which is the high latitude continuation of the ordinary ring current. CRC is supported by directed to the Earth plasma pressure gradients. The role of CRC in the development of magnetic storm and the creation of the Dst variation is analyzed. We stress that the development of partial ring current, which is one of the well-known features of magnetic storm, in the CRC region helps to eliminate paradox, appeared when it was suggested that tail current could have the considerable role in the Dst formation. The contribution CRC in the process of Dst formation during magnetic storms is evaluated for selected magnetic storms with known radial profile of plasma pressure. The magnetospheric substorm is one of the most extensively stydied magnetospheric phenomena for the most than 50 latest years. However the mechanism of observed energy explosion and localization of substorm onset continue to be widely discussed. We summarize the results of observations demonstrating the isolated substorm onset at geosentric distances smaller than 10R E . It is suggested that isolated substorm onset is localized in CRC

    High latitude magnetospheric topology and magnetospheric substorm

    This study is focused on the problem of the localization of substorm expansion onset. In this context, the high latitude topology of transverse magnetospheric currents has been analyzed. This study has included the radial distribution of plasma pressure near noon, obtained using the THEMIS-B satellite data, the daytime compression of magnetic field lines and the existence of magnetic field minima far from the equatorial plane, given by all geomagnetic field models. As a result, the dayside integral transverse currents at the geocentric distances 7–10 RE has been estimated. It is suggested, that nightside transverse currents at geocentric distances ~7–10 RE are closed inside the magnetosphere and with dayside transverse currents form surrounding the Earth current system (cut ring current or CRC) which topologically is the high latitude continuation of ordinary ring current. A possibility of localization of substorm expansion onset at the nighside CRC region is analyzed using the experimental evidences that the onset is localized at geocentric distances <10 RE

    On the Relationship Between Regions of Large‐Scale Field‐Aligned Currents and Regions of Plateau in Plasma Pressure Observed in the Equatorial Plane of the Earth's Magnetosphere

    Abstract Since the discovery of the large‐scale field‐aligned currents it is widely acknowledged that gaps exist between the Region 1 (R1) and Region 2 (R2) currents in which the current values are relatively small as compared to neighboring regions. Assuming that the field‐aligned currents are generated by plasma pressure gradients, we analyzed data collected by the THEMIS satellites between 2007 and 2011 to identify regions with very low plasma pressure gradients (pressure plateaus), which could be responsible for the appearance of these gaps. It was found that the pressure profiles with low radial gradients are typically located between 8 and 10 Radii around the Earth. Projections of pressure plateau regions onto ionospheric altitudes, for both individual events and on a statistical basis, coincide with the locations of gaps between Iijima and Potemra field‐aligned currents. The role played by identified pressure plateaus in shaping the pattern of large‐scale field‐aligned currents is discussed

    Injury patterns of finger extensor tendons in population of Ivanovo region

    Acute injury of finger extensor tendons constitute a significant part in overall causes for hospital admission.Purpose of the study: to evaluate injury patterns of finger extensor tendons in population of Ivanovo region.Material and methods. The authors performed the retrospective statistical analysis of 163 medical histories of patients who underwent hospital treatment in the period from January 2011 till December 2014 at department of wrist reconstructive surgery and microsurgery of Ivanovo regional clinical hospital of war veterans. The study was carried out in full compliance with medical ethics. Excel 7.0 was applied for statistical analysis.Results. Injury patterns of patients with finger extensor tendons demonstrated prevalence of males aging from 21 to 40 years old. Most frequent is the left hand trauma at home while handling devices with high-speed rotation mechanism. Most lesions occur in time interval from noon till 6 p.m. Patients with combined injuries prevailed. The authors observed hospital admittance within first 6 hours after trauma.Conclusion. A typical patient with finger extensor tendons trauma is an active age male injured in everyday life and often in a state of alcoholic intoxication
