    Methodological Toolkit for Assessing the Investment Attractiveness of Renewable Resources in Northern and Arctic Territories

    This article examines a pressing issue of assessing the investment attractiveness of renewable resources in underdeveloped Northern and Arctic territories that have a huge untapped natural resource potential. The subject of the study is the economic interactions that occur during the development of natural resource potential. The goal of this study is to develop the methodological toolkit for assessing the investment attractiveness for businesses and government authorities at various levels. At the pre-investment stage of development projects, we identified typical landscapes for zoning of the territory and assessed them for each type of renewable natural resources. Based on an analysis of existing approaches to natural resource zoning, the authors propose to identify three types of landscapes, including those that are attractive in terms of investment, those that are attractive in terms of investment with certain limitations, and those that are unattractive for investment. The study has confirmed the hypothesis that the selection of the most valuable natural resources expands the opportunities for their economic use. The investment attractiveness is determined by favorable geographical location, development of regional infrastructure, natural potential viewed as a priority object. The authors have provided the rationale for the need to valuate the natural resource potential of landscape areas within the boundaries of an assessed territory for the purposes of their ranking based on establishing the investment attractiveness. The limitations may be imposed by the low level of infrastructure development prerequisites, insufficient sustainability of landscapes to anthropogenic influences, export of raw materials for processing outside the territory, etc. The authors have substantiated the list of conditions that require the introduction of correction coefficients to the value indicators of natural resource potential in landscape areas.     Incoherent pion photoproduction on the deuteron in the first resonance region

    Incoherent pion photoproduction on the deuteron is studied in the first resonance region. The unpolarized cross section, the beam asymmetry, and the vector and tensor target asymmetries are calculated in the framework of a diagrammatic approach. Pole diagrams and one-loop diagrams with NNNN scattering in the final state are taken into account. An elementary operator for pion photoproduction on the nucleon is taken in various on-shell forms and calculated using the SAID and MAID multipole analyses. Model dependence of the obtained results is discussed in some detail. A comparison with predictions of other works is given. Although a reasonable description of many available experimental data on the unpolarized total and differential cross sections and photon asymmetry has been achieved, in some cases a significant disagreement between the theory and experiment has been found. Invoking known information on the reactions γdπ0d\gamma d\to\pi^0 d and γdnp\gamma d\to np we predict the total photoabsorption cross section for deuterium. We find that our values strongly overestimate experimental data in the vicinity of the Δ\Delta peak.Comment: 22 pages, 23 figure

    Operator algebras from the discrete Heisenberg semigroup

    We study reflexivity and structure properties of operator algebras generated by representations of the discrete Heisenberg semi-group. We show that the left regular representation of this semi-group gives rise to a semi-simple reflexive algebra. We exhibit an example of a representation which gives rise to a non-reflexive algebra. En route, we establish reflexivity results for subspaces of H^{\infty}(\bb{T})\otimes\cl B(\cl H)

    Selective laser melting (SLM) is an additive manufacturing technique, where several aspects resulting in the anisotropy of properties is combined. This study provides an analysis of selective laser melting of the diamond lattice structure of Ti-6Al-4 in terms of anisotropy of Vickers microhardness depending on the location and direction of indentation.     Socio-economic policy should satisfy the interests of the society as much as possible and contribute to improving the quality of life. This actualizes the role of developing the theoretical and methodological foundations for building an innovative information system for monitoring the socio-economic situation and population responses. The study built and tested an algorithm for supporting management decisions based on the collection of large data sets of socio-economic information based on the principles of the digital economy and processing them through network analysis. The algorithm is focused on building a monitoring system that presupposes a synergy of the authorities and the society, not only in its pensionary part, but also among the masses, which are diverse in their representativeness. The result of the study was the formation of a theoretical and methodological framework for creating a system for making management decisions and assessing the effectiveness of the activities of government bodies, based on the principles of reflection of the final beneficiaries of economic policy.peer-reviewe

    Molecular Mechanisms in Clear Cell Renal Cell Carcinoma: Role of miRNAs and Hypermethylated miRNA Genes in Crucial Oncogenic Pathways and Processes

    Clear cell renal cell carcinoma (ccRCC) is the third most common urological cancer, and it has the highest mortality rate. The increasing drug resistance of metastatic ccRCC has resulted in the search for new biomarkers. Epigenetic regulatory mechanisms, such as genome-wide DNA methylation and inhibition of protein translation by interaction of microRNA (miRNA) with its target messenger RNA (mRNA), are deeply involved in the pathogenesis of human cancers, including ccRCC, and may be used in its diagnosis and prognosis. Here, we review oncogenic and oncosuppressive miRNAs, their putative target genes, and the crucial pathways they are involved in. The contradictory behavior of a number of miRNAs, such as suppressive and anti-metastatic miRNAs with oncogenic potential (for example, miR-99a, miR-106a, miR-125b, miR-144, miR-203, miR-378), is examined. miRNAs that contribute mostly to important pathways and processes in ccRCC, for instance, PI3K/AKT/mTOR, Wnt-β, histone modification, and chromatin remodeling, are discussed in detail. We also separately consider their participation in crucial oncogenic processes, such as hypoxia and angiogenesis, metastasis, and epithelial-mesenchymal transition (EMT). The review also considers the interactions of long non-coding RNAs (lncRNAs) and miRNAs of significance in ccRCC. Recent advances in the understanding of the role of hypermethylated miRNA genes in ccRCC and their usefulness as biomarkers are reviewed based on our own data and those available in the literature. Finally, new data and perspectives concerning the clinical applications of miRNAs in the diagnosis, prognosis, and treatment of ccRCC are discussed

    Additively manufactured Ti-6-4 ELI customized subperiosteal dental exo-implant

    The role of digital technologies in the manufacture of metal products with complex geometry used in medicine is discussed. A sequence of actions is proposed to obtain a dental implant from biocompatible titanium alloy powder using the additive manufacturing based on features of human jaw anatomy. The boundary conditions for the problem are stated based on the literature data for jaw loading. The strength calculations by finite element method enabled the topological optimization of the implant. The production features of subperiosteal dental exo-implant using electron beam (EBM) melting are presented. Microstructure implant produced from Ti-6-4 ELI powder by EBM was examined. © 2021 Institute of Physics Publishing.     NbS3_{3}: A unique quasi one-dimensional conductor with three charge density wave transitions

    Through transport, compositional and structural studies, we review the features of the charge-density wave (CDW) conductor of NbS3_{3} (phase II). We highlight three central results: 1) In addition to the previously reported CDW transitions at TP1T_{P1} = 360\,K and TP2T_{P2} = 150\,K, another CDW transition occurs at a much higher temperature TP0T_{P0} = 620-650\,K; evidence for the non-linear conductivity of this CDW is presented. 2) We show that CDW associated with the TP2T_{P2} - transition arises from S vacancies acting as donors. Such a CDW transition has not been observed before. 3) We show exceptional coherence of the TP1T_{P1}-CDW at room-temperature. Additionally, we report on the effects of uniaxial strain on the CDW transition temperatures and transport.Comment: 16 pages, 18 figure
