    Leading the Operationalisation of WPS

    This paper considers how an intervening security force can implement the relevant components of the suite of United Nations Security Council resolutions on Women, Peace and Security (WPS). The analytical framework of the paper is a generic operational cycle comprised of preplanning, planning, conduct, and transition. Specific tasks identified in the resolutions are organised in this generic operational cycle. The tasks are those commonly led by security forces, or directed by government, and include: conflict analysis or intelligence; deliberate planning; force structure; population protection; female engagement; support to the rule of law; security sector reform; and disarmament, demobilisation and reintegration. This paper focuses on the experiences of the Australian Defence Force, with additional examples from militaries of Canada, Ireland, Sweden and the United States as well as organisational experiences from NATO and the United Nations. The paper draws on operations including, but not limited to, in Afghanistan, Rwanda, Yugoslavia and East Timor. Overall, the paper makes a unique contribution to the military operationalisation of the WPS agenda

    Valuing the Recreational Benefits From the Creation of Nature Reserves in Irish Forests

    Data from a large-scale contingent valuation study are used to investigate the effects of forest attributes on willingness to pay for forest recreation in Ireland. In particular, the presence of a nature reserve in the forest is found to significantly increase the visitors' willingness to pay. A random utility model is used to estimate the welfare change associated with the creation of nature reserves in all the Irish forests currently without one. The yearly impact on visitors' economic welfare of new nature reserves approaches half a million pounds per annum, exclusive of non recreational values.Non-market valuation, Contingent valuation, Forest attributes analysis, Nature reserves.

    Empowerment of young people who have a parent living with dementia: a social model perspective

    Objectives: Socially constructed disablement has marginalised young people in families where a parent has younger onset dementia (YOD). This has contributed to inadequate societal support for their complex situation. Impacts on such young people include significant involvement with mental health services for themselves. In this paper we explored the young people’s lived experiences in these families and the influencing factors to enable these young people to be included and supported within their community. Methods: In this qualitative research study the social model of disability was used as the theoretical framework in conducting a thematic analysis of interviews with 12 participants. Results: Three themes emerged; invisibility highlighting the issues of marginalisation; connectivity foregrounding the engagement of young people with family, friends and their social networks, and being empowered through claiming their basic human right to receive the age appropriate support they needed. Conclusion: The current plight of young people living with a parent with YOD demands a fundamental shift by society in developing inclusive cross-sectorial cooperation linking service providers across youth and dementia sectors. This requires working in partnership with the service users responding to the identified needs of individual family members

    Data value and care value in the practice of health systems: A case study in Uganda.

    In anthropology, interest in how values are created, maintained and changed has been reinvigorated. In this case study, we draw on this literature to interrogate concerns about the relationship between data collection and the delivery of patient care within global health. We followed a pilot study conducted in Kayunga, Uganda that aimed to improve the collection of health systems data in five public health centres. We undertook ethnographic research from July 2015 to September 2016 in health centres, at project workshops, meetings and training sessions. This included three months of observations by three fieldworkers; in-depth interviews with health workers (n = 15) and stakeholders (n = 5); and six focus group discussions with health workers. We observed that measurement, calculation and narrative practices could be assigned care-value or data-value and that the attempt to improve data collection within health facilities transferred 'data-value' into health centres with little consideration among project staff for its impact on care. We document acts of acquiescence and resistance to data-value by health workers. We also describe the rare moments when senior health workers reconciled these two forms of value, and care-value and data-value were enacted simultaneously. In contrast to many anthropological accounts, our analysis suggests that data-value and care-value are not necessarily conflicting. Actors seeking to make changes in health systems must, however, take into account local forms of value and devise health systems interventions that reinforce and enrich existing ethically driven practice
