Feasibility study of an Integrated Program for Aerospace-vehicle Design (IPAD) system. Volume 1: Summary
An overview is provided of the Ipad System, including its goals and objectives, organization, capabilities and future usefulness. The systems implementation is also presented with operational cost summaries
Feasibility study of an Integrated Program for Aerospace-vehicle Design (IPAD) system. Volume 6: Implementation schedule, development costs, operational costs, benefit assessment, impact on company organization, spin-off assessment, phase 1, tasks 3 to 8
A baseline implementation plan, including alternative implementation approaches for critical software elements and variants to the plan, was developed. The basic philosophy was aimed at: (1) a progressive release of capability for three major computing systems, (2) an end product that was a working tool, (3) giving participation to industry, government agencies, and universities, and (4) emphasizing the development of critical elements of the IPAD framework software. The results of these tasks indicate an IPAD first release capability 45 months after go-ahead, a five year total implementation schedule, and a total developmental cost of 2027 man-months and 1074 computer hours. Several areas of operational cost increases were identified mainly due to the impact of additional equipment needed and additional computer overhead. The benefits of an IPAD system were related mainly to potential savings in engineering man-hours, reduction of design-cycle calendar time, and indirect upgrading of product quality and performance
The Interplanetary Network Supplement to the BeppoSAX Gamma-Ray Burst Catalogs
Between 1996 July and 2002 April, one or more spacecraft of the
interplanetary network detected 787 cosmic gamma-ray bursts that were also
detected by the Gamma-Ray Burst Monitor and/or Wide-Field X-Ray Camera
experiments aboard the BeppoSAX spacecraft. During this period, the network
consisted of up to six spacecraft, and using triangulation, the localizations
of 475 bursts were obtained. We present the localization data for these events.Comment: 89 pages, 3 figures. Submitted to the Astrophysical Journal

Dynamical Interactions Make Hot Jupiters in Open Star Clusters
Explaining the origin and evolution of exoplanetary "hot Jupiters" remains a
significant challenge. One possible mechanism for their production is
planet-planet interactions, which produces hot Jupiters from planets born far
from their host stars but near their dynamical stability limits. In the much
more likely case of planets born far from their dynamical stability limits, can
hot Jupiters can be formed in star clusters? Our N-body simulations of
planetary systems inside star clusters answer this question in the affirmative,
and show that hot Jupiter formation is not a rare event. We detail three case
studies of the dynamics-induced births of hot Jupiters on highly eccentric
orbits that can only occur inside star clusters. The hot Jupiters' orbits bear
remarkable similarities to those of some of the most extreme exoplanets known:
HAT-P-32 b, HAT-P-2 b, HD 80606 b and GJ 876 d. If stellar perturbations formed
these hot Jupiters then our simulations predict that these very hot, inner
planets are often accompanied by much more distant gas giants in highly
eccentric orbits.Comment: 18 pages, 4 figure
BIOTECHNOLOGY AND PEST RESISTANCE: AN ECONOMIC ASSESSMENT OF REFUGES
Transgenic crops offer farmers a new and effective pest control option. However, the wide spread adoption of these crops could lead to a resistant pest population. This paper demonstrates how a pest refuge can be used to maximise the value of farm income in a dynamic model with genetic foundations.Crop Production/Industries, Research and Development/Tech Change/Emerging Technologies,
\u3cem\u3eN\u3c/em\u3e-acetylcysteine Decreases Binge Eating in a Rodent Model
Binge-eating behavior involves rapid consumption of highly palatable foods leading to increased weight gain. Feeding in binge disorders resembles other compulsive behaviors, many of which are responsive to N-acetylcysteine (NAC), which is a cysteine prodrug often used to promote non-vesicular glutamate release by a cystine–glutamate antiporter. To examine the potential for NAC to alter a form of compulsive eating, we examined the impact of NAC on binge eating in a rodent model. Specifically, we monitored consumption of standard chow and a high-fat, high carbohydrate western diet (WD) in a rodent limited-access binge paradigm. Before each session, rats received either a systemic or intraventricular injection of NAC. Both systemic and central administration of NAC resulted in significant reductions of binge eating the WD without decreasing standard chow consumption. The reduction in WD was not attributable to general malaise as NAC did not produce condition taste aversion. These results are consistent with the clinical evidence of NAC to reduce or reverse compulsive behaviors, such as, drug addiction, skin picking and hair pulling
BT CORN AND INSECT RESISTANCE: AN ECONOMIC ASSESSMENT OF REFUGES
Genetically engineered crops offer farmers a new option for controlling pests. The high efficacy of these pesticidal crops, combined with the potential for widespread adoption, has raised concerns that pest resistance may prematurely diminish their value. In response to these concerns, the Environmental Protection Agency requires resistance management plans. Current resistance management plans rely on a high-dose refuge strategy. This analysis extends the current framework for evaluating high-dose refuge strategies to include a measure of agricultural productivity and conventional pesticide use. The economic tradeoff relative to agricultural productivity, conventional pesticide use, and pest resistance is assessed when Bt corn is planted to control the European corn borer.Crop Production/Industries,
BATSE Observations of Gamma-Ray Burst Tails
I discuss in this paper the phenomenon of post-burst emission in BATSE
gamma-ray bursts at energies traditionally associated with prompt emission. By
summing the background-subtracted signals from hundreds of bursts, I find that
tails out to hundreds of seconds after the trigger may be a common feature of
long events (duration greater than 2s), and perhaps of the shorter bursts at a
lower and shorter-lived level. The tail component appears independent of both
the duration (within the long GRB sample) and brightness of the prompt burst
emission, and may be softer. Some individual bursts have visible tails at
gamma-ray energies and the spectrum in at least a few cases is different from
that of the prompt emission.Comment: 33 Pages from LaTex including 7 figures, with aastex. To appear in

THE ENVIRONMENTAL EFFECTS OF FREEDOM TO FARM
The Federal Agriculture Improvement and Reform Act (FAIR) of 1996 ended commodity specific subsidies and resulted in a significant shift in corn and soybean production in 1997. While conservation compliance improved the environmental health of the Central U.S., changes in production due to the FAIR act have tempered these improvements.Agricultural and Food Policy, Environmental Economics and Policy,
