    A wider Europe? The view from Russia, Belarus and Ukraine

    On the evidence of national surveys conducted between 2000 and 2006, there is a declining sense of European self-identity in the three Slavic post-Soviet republics of Russia, Belarus and Ukraine. Attitudes towards the European Union and the possibility of membership are broadly supportive, but with a substantial proportion who find it difficult to express a view, and substantial proportions are poorly informed in comparison with the general public in EU member or prospective member countries. Those who are better informed are more likely to favour EU membership and vice versa. Generally, socioeconomic characteristics (except for age and region) are relatively poor predictors of support for EU membership as compared with attitudinal variables. But ‘Europeanness’ should not be seen as a given, and much will depend on whether EU member countries emphasize what is common to east and west or establish ‘new dividing lines’ in place of those of the cold war

    Voters in democracies can learn from the experience of neighbouring states: about policy in a direct democracy (`policy experimentation'), about the quality of their politicians in a representative democracy (`yardstick competition'). Learning between states creates spillovers from policy choice, and also from constitutional choice. I model these spillovers in a simple principal-agent framework, and show that voter welfare may be maximized by a mixture of representative and direct democratic states. Because of this, empirical work examining voter welfare under direct democracy may need to be reinterpreted. Also, I show that the optimal mix of constitutions cannot always be achieved in a constitutional choice equilibrium involving many states. </jats:p

    Combating Environmental Irresponsibility of TNCs in Africa: An Empirical Analysis

    Environmental irresponsibility is one of the most prominent issues confronting host communities of transnational corporations (TNCs) engaged in the production of economic goods and, sometimes, services. Drawing mainly on stakeholder theory, combined with legitimacy theory, this article addresses how host communities in Africa combat the challenge of environmental irresponsibility of TNCs. To illustrate the dimensions and dynamics of the challenge, this paper examines the experience of despoliation of Ogoniland by the oil giant Shell in Nigeria. The analysis draws attention to the significance of the role of individuals and civil society groups in securing accountability of one of the most formidable fronts of economic globalisation. The analysis is particularly relevant to the experience of environmental irresponsibility in the context of weak governance structures

    The Political Economy of US Military Spending

    The causes of the dramatic rise in military spending in the post-war era have been the subject of much political and academic controversy. No extant formulation seems to provide a compelling explanation of the dynamics involved in the levels of, and rates of change in, such spending. In light of this, the authors develop a new model, based mainly on a political-business cycle argument, to account for these dynamics. The basic proposition in this model is that variations in national defense spending arise from political considerations which are related to real and desired conditions within the national economy. Applying this model to the experience of the United States 1948-1976, the authors show that it has a large measure of empirical validity. If one removes the effects of war-time mobilization, it is clear that for the United States the principal driving forces in military spending dynamics were (1) the perceived utility of such spending in stabilizing aggregate demand, (2) the political or electoral value of the perceived economic effects arising out of such spending, and (3) the pressures of institutional-constituency demands.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/68958/2/10.1177_002234337901600202.pd

    Review debate: we need human rights not nationalism 'lite': globalization and British solidarity

    The article explores the relationship of multiculturalism to social solidarity. The multicultural nature of Britain is accepted as a welcome reality but certain problems in relation to the development of multiculturalism in Britain are acknowledged. Various approaches to buttress or replace multiculturalism are reviewed. These are: a strengthened and/or reconstituted nationalism (`Britishness'); human rights; and social equality. The issue of citizenship recurs throughout. It is argued that a combined emphasis on human rights and greater social equality offer a better basis than nationalism for strengthening solidarity in Britain, especially in the longer term. Sociological theory offers a fruitful if strangely neglected starting point for understanding social solidarity. I draw critically on Durkheim and Marx to obtain some objective perspective on this controversial matter. Copyright 2007 SAGE Publications. All rights reserved.
