    Adaptive comanagement in the Venice lagoon? An analysis of current water and environmental management practices and prospects for change

    Adaptive comanagement (ACM) is often suggested as a way of handling the modern challenges of environmental governance, which include uncertainty and complexity. ACM is a novel combination of the learning dimension of adaptive management and the linkage dimension of comanagement. As has been suggested, there is a need for more insight on enabling policy environments for ACM success and failure. Picking up on this agenda we provide a case study of the world famous Venice lagoon in Italy. We address the following questions: first, to what extent are four institutional prescriptions typically associated with ACM currently practiced in the Venice system? Second, to what extent is learning taking place in the Venice system? Third, how is learning related to the implementation or nonimplementation of the prescriptions of ACM in the Venice system? Our analysis is based on interviews with stakeholders, participatory observation, and archive data. This paper demonstrates that the prescriptions of ACM are hardly followed in the Venice lagoon, but some levels of cognitive learning do take place, albeit very much within established management paradigms. Normative and relational learning are much rarer and when they do occur, they seem to have a relatively opportunistic reason. We propose that in particular the low levels of collaboration, because the governance system was deliberately set up in a hierarchical and mono-centric way, and the limited possibilities for stakeholder participation are implicated in this finding because they cause low levels of social capital and an incapacity to handle disagreements and uncertainty very well. © 2012 by the author(s)

    The Roles of Experts and Expert-Based Information in the Advocacy Coalition Framework: Conceptual and Empirical Considerations Based on the Acid Mine Drainage Case Study in Gauteng, South Africa

    The Advocacy Coalition Framework (ACF) remains one of the leading conceptual models in the policy sciences because it continues to be revised and updated as required. A focus area of the ACF that requires further theorization is the roles of experts and expert-based information in influencing policy problem contexts. Our article takes a necessary step in this direction by (1) evaluating the usefulness of Weible’s expectations regarding the uses of expert-based information in different types of policy subsystems and factors that contribute to shifts from one subsystem to another; and (2) making critical observations that result from this evaluation in the context of the controversial acid mine drainage policy case study in South Africa. The findings of our case study analysis indicate that Weible’s framework performed reasonably well but also revealed opportunities for further improvement. We therefore suggest adding awareness raising as a use of expert-based information, developing a typology of different types of experts who participate in policy subsystems, and including a focus on the use of expert-based information in policy subsystem shifts. We also reflect upon the relevance and importance of continuing to expand ACF applications to countries outside of North America and Western Europe

    High exposures to bioactivated cyclophosphamide are related to the occurrence of veno-occlusive disease of the liver following high-dose chemotherapy

    We investigated whether the occurrence of veno-occlusive disease of the liver (VOD) may be associated with individual variations in the pharmacokinetics of high-dose cyclophosphamide. Patients received single or multiple courses of cyclophosphamide (1000 or 1500 mg m−2 day−1), thiotepa (80 or 120 mg m−2 day−1) and carboplatin (265–400 mg m−2 day−1) (CTC) for 4 consecutive days. The area under the plasma concentration–time curves (AUCs) were calculated for cyclophosphamide and its activated metabolites 4-hydroxycyclophosphamide and phosphoramide mustard based on multiple blood samples. Possible relationships between the AUCs and the occurrence of VOD were studied. A total of 59 patients (115 courses) were included. Four patients experienced VOD after a second CTC course. The first-course AUC of 4-hydroxycyclophosphamide (P=0.003) but not of phosphoramide mustard (P=0.101) appeared to be predictive of the occurrence of VOD after multiple courses. High exposures to bioactivated cyclophosphamide may lead to increased organ toxicity

    Policy entrepreneurs and change strategies: lessons from sixteen case studies of water transitions around the globe

    This paper focuses on the role of policy entrepreneurs in realizing water policy transitions. The central questions are to what extent have policy entrepreneurs played a role in realizing major change in water policies, who are these policy entrepreneurs, and what strategies have they used to bring about change? The policy science literature suggests that policy entrepreneurs have an "arsenal" of possible strategies for achieving change. Based on a comparative analysis of water policy changes in 15 countries around the globe and the European Union, we investigate which strategies have in practice been used by policy entrepreneurs, to what effect, and which lessons for managing water transitions we can draw from this. The comparative case analysis shows that individuals play complementary roles; hence, entrepreneurship in water management is often collective entrepreneurship. Strategies of coalition building, the manipulation of decision making forums, and the strategic framing of issues and windows are crucial to understanding water policy change, which suggests that the management of water policy transitions is a highly political game. We conclude by listing recommendations for those who would like to direct water policy change

    Realizing water transitions. The role of policy entrepreneurs in water policy change

    This special feature aims to further our understanding of the way in which transitions occur in water management. We contend that if we want to understand such transitions, we need to understand policy change and its opposite, policy stability. These issues have attracted considerable academic attention. Our interest is, however, very specific and thereby unique: we review the role that (groups of) individuals play in the process of preparing, instigating, and implementing policy change. In this article, a review of the literature on policy change provides the basis from which we extract a set of strategies which are available to policy entrepreneurs. The questions for the rest of this special feature are first, can we detect the influence of policy entrepreneurs in actual cases of major policy change, and second, which strategies have they actually used to affect policy change

    Efficient routing on complex networks

    In this letter, we propose a new routing strategy to improve the transportation efficiency on complex networks. Instead of using the routing strategy for shortest path, we give a generalized routing algorithm to find the so-called {\it efficient path}, which considers the possible congestion in the nodes along actual paths. Since the nodes with largest degree are very susceptible to traffic congestion, an effective way to improve traffic and control congestion, as our new strategy, can be as redistributing traffic load in central nodes to other non-central nodes. Simulation results indicate that the network capability in processing traffic is improved more than 10 times by optimizing the efficient path, which is in good agreement with the analysis.Comment: 4 pages, 4 figure
