    Measuring the Consistency of Phytosanitary Measures

    The paper presents a model for quantifying quarantine-related phytosanitary measures by combining the two basic components of pest risk assessment, probability of establishment and economic effects, into a single management framework, Iso-Risk. The model provides a systematic and objective basis for defining and measuring acceptable risk and for justifying quarantine actions relative to acceptable risk. This can then be used to measure consistency of phytosanitary measures. The Iso-Risk framework is applied using a database of USDA phytosanitary risk assessments.     Understanding Fomalhaut as a Cooper pair

All rights reserved.Fomalhaut is a nearby stellar system and has been found to be a triple based on astrometric observations. With new radial velocity and astrometric data, we study the association between Fomalhaut A, B, and C in a Bayesian framework, finding that the system is gravitationally bound or at least associated. Based on simulations of the system, we find that Fomalhaut C can be easily destabilized through combined perturbations from the Galactic tide and stellar encounters. Considering that observing the disruption of a triple is probably rare in the solar neighbourhood, we conclude that Fomalhaut C is a so-called 'gravitational pair' of Fomalhaut A and B. Like the Cooper pair mechanism in superconductors, this phenomenon only appears once the orbital energy of a component becomes comparable with the energy fluctuations caused by the environment. Based on our simulations, we find (1) an upper limit of 8 kms -1 velocity difference is appropriate when selecting binary candidates, and (2) an empirical formula for the escape radius, which is more appropriate than tidal radius when measuring the stability of wide binaries.Peer reviewe

    Power sums and Homfly skein theory

    The Murphy operators in the Hecke algebra H_n of type A are explicit commuting elements, whose symmetric functions are central in H_n. In [Skein theory and the Murphy operators, J. Knot Theory Ramif. 11 (2002), 475-492] I defined geometrically a homomorphism from the Homfly skein C of the annulus to the centre of each algebra H_n, and found an element P_m in C, independent of n, whose image, up to an explicit linear combination with the identity of H_n, is the m-th power sum of the Murphy operators.     Comet thermal modeling

    The past year was one of tremendous activity because of the appearance of Halley's Comet. Observations of the comet were collected from a number of sources and compared with the detailed predictions of the comet thermal modeling program. Spacecraft observations of key physical parameters for cometary nucleus were incorporated into the thermal model and new cases run. These results have led to a much better understanding of physical processes on the nucleus and have pointed the way for further improvements to the modeling program. A model for the large-scale structure of cometary nuclei was proposed in which comets were envisioned as loosely bound agglomerations of smaller icy planetesimals, essentially a rubble pile of primordial dirty snowballs. In addition, a study of the physical history of comets was begun, concentrating on processes during formation and in the Oort cloud which would alter the volatile and nonvolatile materials in cometary nuclei from their pristine state before formation

    Forestry policy and poverty: the case of community forestry in Nepal

    Common forests in developing countries are valuable sources of raw material supplies, employment and income generation, particularly for low income households. This paper looks at the effect on income and employment when common forest resources have external policies that constrain their use. Using a mixed-integer linear programming model, this study examines the impacts of conservation-oriented community forest policies in Nepal on three household income groups.
