    Enhancing Policy Capacity for Better Policy Integration: Achieving the Sustainable Development Goals in a Post COVID-19 World

    The adoption of the Sustainable Development Goals (SDGs) by the UN, in 2015, established a clear global mandate for greater integrated policymaking, but there has been little consensus on how to achieve them. The COVID-19 pandemic amplified the role of policy capacity in mounting this kind of integrated policy response; however, the relationship between pre- and post-pandemic SDG efforts remains largely unexplored. In this article, we seek to address this gap through a conceptual analysis of policy integration and the capacities necessary for its application to the current SDG situation. Building on the literature on policy design, we define policy integration as the process of effectively reconciling policy goals and policy instruments and we offer a typology of policy integration efforts based on the degree of goal and instrument consistency including: policy harmonization, mainstreaming, coordination, and institutionalization. These forms of policy integration dictate the types of strategies that governments need to adopt in order to arrive at a more coherent policy mix. Following the dimensions of policy capacity by Wu et al. (2015), policy capacities are identified that are critical to ensuring successful integration. This information, thus, contributes to both academic- and policy-related debates on policy integration, by advancing conceptual clarity on the different, and sometimes, diverging concepts used in the field

    Representation in Wales: an empirical analysis of the policy divisions between voters and candidates

    Politics in Wales is often portrayed as being relatively consensual when compared with the rest of the United Kingdom and enjoying healthy levels of trust between voters and elites. Recent events like the decision of Welsh voters to reject the European Union membership against the advice of most of its political establishment, however, are calling to question this perception. Using 2016 Welsh Candidate Study and 2016 Welsh Election Study data, this paper evaluates the extent of policy divisions between voters and candidates in Wales. I find that candidates hold more liberal policy positions and are less likely to think of immigration as the most important policy priority. In addition, they tend to favour a different approach to parliamentary representation, deeming it more acceptable for Assembly Members to discard the views of their voters in favour of their own views or those of their party

    The association of G343.1-2.3 and PSR 1706-44 has been controversial from its first proposal. In this paper we present new evidence from images made by with the Australia Telescope Compact Array (ATCA), MRT and Mt. Pleasant. To cover the full extent of G343.1-2.3 with ATCA mosaicing was required, and we present the polarisation images from this experiment. The ATCA observations confirms the much larger extent of the SNR, which now encompasses the pulsar

    An Ultrastructural Analysis of the Physical Organization of Collagenous (Type I) Matrices: One Determinant of Urothelium Maintenance In Vitro

    Collagenous matrices, used as cell culture substrata, can be prepared from different collagen types in a variety of forms using a range of polymerization procedures. Type I collagen has been most frequently used either as dried collagen films or hydrated collagen gels. Sheets of isolated bladder urothelium, when plated onto such matrices prepared from type I collagen by different polymerization methods (eg. air-drying; NaOH; NaCl; NH3; or NH3 followed by glutaraldehyde crosslinking) demonstrate the capability of urothelial cells to attach to a variety of differently prepared matrices irrespective of polymerization procedure. In contrast, both cell proliferation and maintenance of the urothelium are markedly influenced by the polymerized form of the collagen matrix. Comparative ultrastructural (scanning and transmission electron microscopy) analysis of these matrices demonstrates dissimilarities in their physical organization. The level of filamentous, fibrillar or fibrous reaggregation of solubilized collagen molecules varies in relation to the polymerization procedure used viz, a) air dried matrices form a dense meshwork of many forms of collagen fibrils and associated filaments with an irregular surface array of coarser collagen fibres; b) matrices prepared by NaOH, NaCl and NH3 polymerization present no major differences and form a felt of interlocking collagen fibres with discrete filamentous networks associated with these fibres; and c) matrices polymerized by NH3 and crosslinked with glutaraldehyde form a dense meshwork of filaments with a more occasional distribution of fibrils associated with filaments or dense amorphous aggregates. The level of supramolecular reassemblage of solubilized collagen may be, therefore, a significant factor in determining urothelial cell growth and differentiation on collagen matrices

    Decrease in the orbital period of dwarf nova OY Carinae

    We have measured the orbital light curve of dwarf nova OY Carinae on 8 separate occasions between 1997 September and 2005 December. The measurements were made in white light using CCD photometers on the Mt Canopus 1 m telescope. The time of eclipse in 2005 December was 168 +- 5 s earlier than that predicted by the Wood et al.(1989) ephemeris. Using the times of eclipse from our measurements and the compilation of published measurements by Pratt et al (1999) we find that the observational data are inconsistent with a constant period and indicate that the orbital period is decreasing by 5+-1 X 10^-12 s/s. This is too fast to be explained by gravitational radiation emission. It is possible that the change is cyclic with a period greater than about 80 years. This is much longer than typical magnetic activity cycles and may be due to the presence of a third object in the system. Preliminary estimates suggest that this is a brown dwarf with mass about 0.016 Msun and orbital radius >= 17 AU.Comment: 4 pages 2 figures. MNRAS submitted Final proofread version. The model was used during in both open loop and real time man-in-the-loop simulation during the rotor systems research aircraft design. Future applications include: pilot training, preflight of test programs, and the evaluation of promising concepts before their implementation on the flight vehicle

    Using legume-based mixtures to enhance the nitrogen use efficiency and economic viability of cropping systems - Final report (LK09106/HGCA3447)

    As costs for mineral fertilisers rise, legume-based leys are recognised as a potential alternative nitrogen source for crops. Here we demonstrate that including species-rich legume-based leys in rotations helps to maximise synergies between agricultural productivity and other ecosystem services. By using functionally diverse plant species mixtures, these services can be optimised and fine-tuned to regional and farm-specific needs. Replicated field experiments were conducted over three years at multiple locations, testing the performance of 12 legume species and 4 grass species sown in monocultures, as well as in a mixture of 10 of the legumes and all 4 grasses (called the All Species Mix, ASM). In addition, we compared this complex mixture to farmer-chosen ley mixtures on 34 sites across the UK. The trials showed that there is a large degree of functional complementarity among the legume species. No single species scored high on all evaluation criteria. In particular, the currently most frequently used species, white clover, is outscored by other legume species on a number of parameters such as early development and resistance to decomposition. Further complementarity emerged from the different responses of legume species to environmental variables, with soil pH and grazing or cutting regime being among the more important factors. For example, while large birdsfoot trefoil showed better performance on more acidic soils, the opposite was true for sainfoin, lucerne and black medic. In comparison with the monocultures, the ASM showed increased ground cover, increased above-ground biomass and reduced weed biomass. Benefits of mixing species with regard to productivity increased over time. In addition, the stability of biomass production across sites was greater in the ASM than in the legume monocultures. Within the on-farm trials, we further found that on soils low in organic matter the biomass advantage of the ASM over the Control ley was more marked than on the soils with higher organic matter content. Ecological modelling revealed that the three best multifunctional mixtures all contained black medic, lucerne and red clover. Within the long term New Farming Systems (NFS) rotational study, the use of a clover bi-crop showed improvement to soil characteristics compared to current practice (e.g. bulk density and water infiltration rate). Improvements in wheat yield were also noted with respect to the inclusion of a clover bi-crop in 2010, but there was evidence of a decline in response as the N dose was increased. Cumulatively, over both the wheat crop and the spring oilseed rape crop, the clover bi-crop improved margin over N.
