Global Cities on the Web: An Empirical Typology of Municipal Websites

Municipalities across the world are rapidly adopting e-government to improve public service delivery and provide one-stop government access to citizens. Using data from a sample of world cities, we describe the features of municipal websites and employ cluster analysis to create an empirical typology. Our results suggest that world cities can be classified into four types: 1) digitally mature cities, 2) digitally moderate cities, 3) digitally minimal cities, and 4) digitally marginal cities. This classification of cities largely reflects the social, political and economic context of countries and the resulting clusters exhibit closely similar shapes and differ considerably in level, indicating the trend of staged adoption of e-government among world cities. Moreover, the cities in the digitally mature and moderate clusters are associated with a higher GDP per capita, and percentage of Internet users, however they are not necessarily in the most democratic nations. Based on our overall findings, we suggest some hypotheses that derive from our typology and lines of future investigation for e-governance researchers

ENHANCING THE PROSPECT FOR DELIBERATIVE DEMOCRACY: THE AMERICASPEAKS MODEL

Engaging citizens in the deliberative process is essential to overcoming participatory apathy, cynicism toward government, and the apparent disconnect between citizens and decision-makers. AmericaSpeaks developed an electronic town meeting (ETM) designed to reconnect citizens and government. Ideally, the ETM affords citizens a means by which they can impact the policy-making discourse. This paper examines the extent to which AmericaSpeaks’ ETM enhances the prospect for deliberative democracy. Thirty minute structured interviews were conducted with twenty participants from Citizen Summit III, an ETM held in the District of Columbia in November 2003. The interview data suggest that AmericaSpeaks’ ETM, to some measure, enhances the prospect for deliberative democracy insofar as it cultivates a broadly inclusive and autonomous dialogue

The second most abundant dinophyte in the ponds of a botanical garden is a species new to science

In the microscopy realm, a large body of dark biodiversity still awaits to be uncovered. Unarmoured dinophytes are particularly neglected here, as they only present inconspicuous traits. In a remote German locality, we collected cells, from which a monoclonal strain was established, to study morphology using light and electron microscopy and to gain DNA sequences from the rRNA operon. In parallel, we detected unicellular eukaryotes in ponds of the Botanical Garden Munich-Nymphenburg by DNA-metabarcoding (V4 region of the 18S rRNA gene), weekly sampled over the course of a year. Strain GeoK*077 turned out to be a new species of Borghiella with a distinct position in molecular phylogenetics and characteristic coccoid cells of ovoid shape as the most important diagnostic trait. Borghiella ovum, sp. nov., was also present in artificial ponds of the Botanical Garden and was the second most abundant dinophyte detected in the samples. More specifically, Borghiella ovum, sp. nov., shows a clear seasonality, with high frequency during winter months and complete absence during summer months. The study underlines the necessity to assess the biodiversity, particularly of the microscopy realm more ambitiously, if even common species such as formerly Borghiella ovum are yet unknown to science
