Socio-political perspectives on localism and regionalism in the Pintupi Luritja region of central Australia: implications for service delivery and governance

This paper explores the tensions between localism and regionalism within the Indigenous polity of the Haasts Bluff Land Trust. The anthropological trend has been to focus on localism and the tendency toward dispersal and ‘atomism’. As a result less recognition has been accorded the Indigenous social and political structures that radiate out from the local to incorporate people in a wider region. The early ethnographic material on pre-contact demographic patterns is overviewed to gain perspective on these tensions and how they may be played out in the contemporary context. I raise issues about the implications of these focused networks for proposed larger-scale service delivery and governance arrangements within the Haasts Bluff Land Trust as a whole. I consider whether there is any sense of correspondence between the region as bounded by the Haasts Bluff Land Trust boundary and Indigenous socio-political ‘boundaries’ with the view to casting some light on the emerging issue of regionalising local community government

Consumption Externalities and Economic Welfare

The distinction between technological and pecuniary externalities, usually made in production, can also be applied to consumption. Technological externalities create resource misallocations while pecuniary externalities do not. Taking a household production approach to consumption, this paper shows that many cases in which there are external effects on people's utility functions are pecuniary externalities, and public policy should ignore them. The economic literature has been inconsistent in its treatment of pecuniary consumption externalities, and this paper provides a framework for analysis in cases where the actions of some people affect the utility of others.Consumption; Economic Welfare; Externalities; Welfare

Early Indigenous engagement with mining in the Pilbara: Lessons from a historical perspective

This paper traces the development of the first private company set up by Aboriginal people in Western Australia. This company, Northern Development and Mining (Nodom), was formed in the late 1940s to enable Aboriginal members of the company to develop an economic base from mining and pastoralism in the Pilbara. The methods by which this company operated and the impetus behind its formation, which stemmed from a pastoral strike and associated social movement, is instructive today. Nevertheless, this paper does not attempt to provide a comprehensive overview of this early movement and the associated companies of Pindan and Nomad. Rather, it aims to draw out and interrogate structural elements of these early organisations that can shed light on contemporary Indigenous organisations and management issues. This selective historical mapping focuses on the structure of leadership and the associated issues surrounding access to benefits within these early organisations—offering insights into the operations of contemporary Indigenous organisations set up to harness economic and social development from major mines in the Pilbara region. Questions are raised that will assist in the analyses and formulation of effective governance structures in this same region today. Researching the history of settlement and early development is an essential prologue to contextualising current Indigenous responses to mining and associated development today

The Epitheliome: agent-based modelling of the social behaviour of cells

We have developed a new computational modelling paradigm for predicting the emergent behaviour resulting from the interaction of cells in epithelial tissue. As proof-of-concept, an agent-based model, in which there is a one-to-one correspondence between biological cells and software agents, has been coupled to a simple physical model. Behaviour of the computational model is compared with the growth characteristics of epithelial cells in monolayer culture, using growth media with low and physiological calcium concentrations. Results show a qualitative fit between the growth characteristics produced by the simulation and the in vitro cell models

Modelling and validating an engineering application in kernel P systems

This paper illustrates how kernel P systems (kP systems) can be used for modelling and validating an engineering application, in this case a cruise control system of an electric bike. The validity of the system is demonstrated via formal verification, carried out using the kPWorkbench tool. Furthermore, we show how the kernel P system model can be tested using automata and X-machine based techniques
